Chair Portu called the meeting to order at 3:30 pm.

Chair Portu briefly highlighted the procedure for the election for the Chair and Vice-Chair.
Chair Portu called for nominations for Chair.
Member Siegel nominated for Carlos Portu for Chair.
Chair Portu asked for any other nominations for Chair.
Chair Portu called for nominations for Vice-Chair.
Member Siegel nominated Allyson Richards for Vice-Chair.
Chair Portu asked for any other nominations for Vice-Chair.
Chair Portu - Motion will carry automatically.
(5) APPROVAL OF THE AGENDA
Chair Portu requested item #9a. Presentations be moved up before #7 Staff Communications.

a. Manager of Parks, Culture and Recreation, Samantha Malloy, March Staff Report

Parks, Culture and Recreation Manager, Samantha Malloy mentioned that Parks and
Recreation is preparing for Summer Camp. For the next City Council meeting Parks and
Recreation is proposing a slight increase to the rates. Once City Council approves the
increase, Parks and Recreation will start advertising Summer Camp. Parks and
Recreation has put a posting out looking for Camp Counselors. We have three
applications. Parks and Recreation is looking for seven individuals.
Ms. Malloy stated if the new rates are approved; Daily would be $25, week rate would be
$90 and $770 for the full summer.
Farmers Market has six more dates at Mackle Park and will be moving back to Veterans
Community Park next season.
Community Affairs Director, Daniel Smith revealed the park across the street at the
Assisted Living Facility came in for their permits. Construction should start soon. The
burrowing owls were removed this week.
Mr. Smith mentioned the City Council approved the go ahead for the Racquet Center
assessment. Timeline for the assessment could take up to 6 months.
b. Manager, Fleet and Facilities, Miguel Carballo - Racquet Center Court Resurfacing and Funding
Update
ID 22-2146 Racquet Center Court Resurfacing and Funding Update
Manager, Fleet and Facilities, Miguel Carballo – Racquet Center Court Resurfacing and
Funding Update:
Mr. Carballo presented a plan for funding for the Racquet Center courts 1- 8 resurfacing
project. The project is broken down into two scopes.
Scope 1: Is the resurfacing of courts 5 – 8 and making it a permanent Pickleball set-up,
including permanent posts and a fence in between. Courts 1-4 will just be resurfaced with
the current configuration. This project was added at the October 19, 2021, PRAC
Meeting. The cost for just resurfacing will be $24,991.63.
Scope 2: The cost for Scope 2 (which is the fence in between) will be $3450 which $750
is the permit fee.

The total cost of both Scope 1 and 2 will be: $28,441.63. The cost of the project due to
inflation is an additional $5800 (25.8%). The project does not include the Stadium Court.
The Parks and Recreation Department Capital Project Budget (PRAC Initiative) is
$38,307.00.
The original project budget for the Racquet Center was $15,000.00 not including inflation.
The projects that were also included in this budget were for Jane Hitler, Calusa Park, and
Mackle Park. There is a deficit of $13,441.63 for the Pickleball Project.
Fleet and Facilities Department recommends postponing the Calusa Park project and the
wind screens.
Mr. Carballo mentioned if this recommendation was approved today, the PO can be
opened, and the tentative start date would be May 1.
Member Kuhn brought forward her concerns regarding the stadium court being resurfaced
in the short future and asked about reconfiguring the fence design.
Member Connor questioned the need for a picnic table at Mackle Park.
The committee agreed with the presentation. Member Siegel questioned the master plan
status, of which Mr. Smith addressed.
Chair Portu briefly highlighted his thoughts regarding the expenditure for the project and
the need for work at other park locations. He spoke regarding the other parks have
funding.
Member Kuhn and Member Siegel expressed their opinion regarding the project for the
Racquet Center.
Chair Portu opened the floor to Public Comment.
Margo Folley, 940 Cape Marco, asked what the cost was to maintain one tennis court.
Ms. Folley expressed her concern on the cost of the courts for this future project.
Manager, Fleet and Facilities, Miguel Carballo stated it was $8000.00
Community Affairs Director, Daniel Smith mentioned that is why the assessment is being
done for the Racquet Center.
Margie Bramel, 1192 Bond Ct expressed her concerns regarding parking lot at the
Racquet Center. The reflectors on top of the parking blocks do not help. The parking lot
is very dark. Ms. Bramel asked Mr. Carballo the timeframe of the work, asking if it was
from November 2022 to May 2023. Ms. Bramel also suggested installing additional gates
at this time.
Mr. Carballo corrected the date for the start of the project which would be May of 2022.
Bill Geronimo, 1195 Shenandoah Court, expressed his concern for safety. Outside the
gate at Court 3 there is a ridge on the court and court 4 has a dip in the back. Mr.
Geronimo asked if anyone has considered changing the name to the Racquet Club.
Kathy Defeo, 184 Clyburn Street, expressed her concern regarding how dark the parking

lot is at the Racquet Center.
Rick Elko, 365 Colonial Ave, there is a gate that goes to courts 5, 6, 7 and 8, and
everyone must walk through court 5 to get to the other gates. There is a gate next to
court 8, but you must walk in the grass, could pavers be put down.
Mark Tannenbaum, 1742 N Bahama Avenue, expressed his concern regarding moving
the fence to have an aisle to get to each court.
Mr. Carballo reiterated Staff recommendation so that the current proposed project can
proceed and then look at the future plans later.
Member Siegel and Member Shagott agreed with Mr. Carballo to proceed with the
proposed project.
Chair Portu asked for a vote for the Staff recommendation.
MOTION by Member Shagott, seconded by Siegel to Approve
Staff’s Recommendation for Court Resurfacing and Reallocation
of funding. MOTION CARRIED BY THE FOLLOWING VOTE:

(8) PUBLIC COMMENT
None.
(9) PRESENTATIONS
a. Calusa Garden Club, Marianne Foley
Marianne Foley stated that the Calusa Garden Club will be celebrating their 40th
Anniversary next year. Ms. Foley proposed to the Calusa Garden Club that they celebrate
by giving back to the community. Ms. Foley mentioned that when entering Leigh
Plummer Park, where the trash can is, to put a small garden. Ms. Foley suggested to
move the garbage can to the area where the community has access to the dog bags. Ms.
Foley mentioned she has spoken to Parks and Recreation about removing a tree next to
the dog bags. Ms. Foley proposed putting a bench in the small garden where there is a
plaque. The Calusa Garden Club would fund the project and maintain the project.
Chair Portu asked about irrigation for this area.
Ms. Foley mentioned that the new plants being planted would not need a lot of water and
what is there is sufficient.
Chair Portu asked about the plants being hung on the trees needing any additional
irrigation.
Ms. Foley stated that the planting would begin during the rainy season so that the plants
will already be rooted.
Chair Portu asked Parks, Culture and Recreation Manager, Samantha Malloy to contact
Affordable Landscaping to make sure we have adequate irrigation.

Ms. Malloy mentioned Leigh Plummer Park has future plans and might want to be
included with a master plan of all parks.
Chair Portu asked for any oppositions regarding moving forward.
Manager, Fleet and Facilities, Miguel Carballo asked if the Calusa Garden Club will be
paying for the removal of the tree or would the Calusa Garden Club need assistance from
the city.
Ms. Foley would expect the city to pay for the removal the tree.
Chair Portu indicated Parks and Recreation Advisory Committee is unanimously in
consensus to support the Calusa Garden Club project.
(10) OLD BUSINESS
Chair Portu asked for a status on Veterans Community Park including shade structure and Jane Hitler
sign.
Community Affairs Director, Daniel Smith indicated that the construction is moving along for Veterans
Community Park. Mr. Smith stated the shade structures were never funded. The shade structures project
would have to be proposed to the Foundation.
Regarding Jane Hitler sign, Mr. Carballo stated that Fleet and Facilities did a walk through, but there is
only one place to put the sign on the bridge in the landscaping area. Mr. Carballo needs to confirm if the
sign can be put up at this area.
Ms. Foley mentioned that the sign at Leigh Plummer Park is rotting at the bottom.
Mr. Smith stated that this would be looked at for the master park plans.
Chair Portu wants for the future budget, a master plan for all the parks including a design consultant.
Mr. Smith recommended budget was $75,000 but was reduced to $25,000. This would pay for a design
consultant for the master plan for all the parks.
Chair Portu asked what it would cost for one park at a time.
Mr. Smith mentioned an example of the Racquet Center. It would cost without community engagement
$15,000 and with community engagement roundly $20,000 to $25,000.
Chair Portu asked what parks we have site plans for.
Mr. Smith indicated that there are site plans for Veterans Community Park, Leigh Plummer, and Mackle
Park.
Chair Portu asked to get a cost for a site plan for all the existing parks.
Mr. Smith will get some numbers from Kimly-Horne.
Member Connor asked the status for the Splash Park.
Mr. Carballo, met with the plumbing company that was involved in the original plans/project, and Mr.
Carballo should be receiving a proposal.

The Fleet and Facilities Department is gathering a list of potential projects that need attention to bring
back to the committee for recommendations.
The Fleet and Facilities Department will be looking at the current maintenance budget for the Racquet
Center and the courts. Mr. Carballo will be making recommendations on how to staff and maintain the
courts. Mr. Carballo will also be making recommendations for Veterans Community Park when finished.
Member Shagott asked Mr. Smith for clarification on the assessment for the Racquet Center.
Mr. Smith replied the assessment includes operation, design, and any changes. Once the assessment
has been finished, it will be presented to the Parks and Recreation Advisory Committee for their
recommendations.
