(2) ROLL CALL Present: 4 – Member Kuhn, Member Conner, Vice-Chair Richards and Member Kelly Absent: - 3 – Member Shagott, Member Siegel and Chair Portu ALSO PRESENT Samantha Malloy, Parks, Culture and Recreation Manager Miguel Carballo, Fleet and Facilities Manager Martha Montgomery, Facilities Supervisor (3) PLEDGE OF ALLEGIANCE Led by Vice-Chair Richards. July 2022 Staff Report ID 22-2362 July 2022 Staff Report Samantha Malloy, Parks, Culture and Recreation Manager asked if there are any questions. Vice-Chair Richards enquired about the update of the Tommy Barfield Elementary field. Ms. Malloy replied meetings are still in progress with Collier County. Member Kuhn and Member Kelly complimented on the progress of the pickleball courts and with the communication from Parks and Recreational Department. Vice-Chair Richards asked how Camp Mackle and Camp Stellar are going. Ms. Malloy stated that the average number of campers is 75 – 80 daily. Fields trips have been successful. The staff now is preparing for season, i.e., room rentals and field rentals. Parks and Recreation will be updating their fee schedules for field rentals, room rentals and Veterans Community Park. Member Kuhn asked when will the Farmer’s Market begin. Ms. Malloy replied, it should start around November 16th, 2022. After Summer Camp, the applications for the vendors will be updated and the Parks and Recreational Staff along with the Fleet and Facilities Staff will be going over the Veterans Community Park to plan out how the vendors will be set-up. Vice-Chair Richards asked about the update of the Splash Park. Martha Montgomery, Facilities Supervisor, stated, that it started off with weekly maintenance. The vendor who does the weekly maintenance shut off some valves which pressurized the other valves. The Fleets and Facilities staff also changed out some heads out which helped with the pressure. The Splash Pad’s pressure is high, but it does not cycle through the zones. Ms. Malloy stated that the Splash Park needs a new box and IT will be helping with it. Miguel Carballo, Fleet and Facilities Manager replied that Fleets and Facilities presented a plan to City Council to replace the pump system and resurface it. The plan has been approved. It is still in the budget, and it must go through the full budget process and two hearings in September. It is in the budget for next fiscal year. Vice-Chair Richards stated that the water fountain in the dog park is still not fixed for the last three months. Mr. Carballo received a proposal from a local plumbing vendor to troubleshoot the issue. The quote to just troubleshoot the issue is $2,500.00. The vendor believes it could be the roots and wants to dig up the dog park. Fleets and Facilities would like to get another proposal from another vendor to have them use a snake camera to look through the pipes. Vice-Chair Richards mentioned she noticed that sod has been put down in the dog park City of Marco Island Florida Page 2 Parks and Recreation Advisory Meeting Minutes - Final July 19, 2022 Committee and noticed that the ground is very uneven. Could a sign be put up to inform the community to be careful walking in the dog park. Mr. Carballo replied that Fleets and Facilities has contacted the vendor to see if they can help without impacting the sod to take place. Fleets and Facilities will be asking the vendor to see if they can roll the sod. Ms. Montgomery stated that she just spoke with the vendor to send an estimate to have the sod rolled. Vice-Chair Richards asked about the status of Veterans Community Park and does it look like a September soft opening. Ms. Malloy stated that an update will be presented at the next PRAC Meeting. A grand opening is in the works for November 11, Veteran’s Day. (7) PUBLIC COMMENT None. (8) PRESENTATIONS a. Martha Montgomery, Facilities Supervisor Update on the Gazebo Project The shade structure is currently at Leigh Plummer Park awaiting to be assembled. A local roofing contractor had donated some parts originally and has offered to assemble it. This should be happening in the next couple of weeks. Member Kuhn asked if the structure will be placed on the concrete pad. Ms. Montgomery replied, yes it will be. Mr. Carballo mentioned that the scope of the project changed significantly from the original plan. Originally the cost just to move the project was $8,000, but since the last meeting and now, the local roofer that was involved originally volunteered to help and move the project. b. Calusa Garden Club ID 22-2347 Calusa Garden Club One of the community members that resides close to the park, wants to donate a bench to the Calusa Garden Club. The Calusa Garden Club has also received a donation for another Geiger Tree. The Calusa Garden Club’s vision for the park, is to have four sections with two parking spots in each segment, with a picnic table and plantings on the side to face the resident’s garage and not their picture window. This would get much less negative feedback than trying to remove the original trees and the parking lot. Ms. Foley mentioned there is a Screwpine, where you enter the park, there are dangling branches and during the last storm, the branches feel. This is a hazard. Samantha Malloy, Parks, Culture and Recreation Manager stated that Dan Smith, Director of Community Affairs, made a presentation to City Council at the Operational Budget Meeting to include a master plan for the parks and Leigh Plummer is included in City of Marco Island Florida Page 3 Parks and Recreation Advisory Meeting Minutes - Final July 19, 2022 Committee this master plan. When designing the master plan, the Naples Botanical Gardens will be consulting on what type of trees should be used before planting. Miguel Carballo, Fleet and Facilities Manager, has been working with the Naples Botanical Gardens for the City Hall parking lot with the tree planting, so he will ask them to go to Leigh Plummer Parking lot for their consultation. Mr. Carballo will relay the contact of the Naples Botanical Gardens to the Calusa Garden Club. Mr. Carballo mentioned that Fleets and Facilities can get into contact with an Arborist from the Naples Botanical Gardens to evaluate the tree. Member Kuhn mentioned in previous meetings, the uniformity of the benches was important. Ms. Malloy did mention this to The Calusa Garden Club. (9) OLD BUSINESS Member Kelly asked how the study regarding the Racquet Center is. Samantha Malloy, Parks, Culture and Recreation Manager mentioned there should be update in August. (10) NEW BUSINESS None. (11) COMMITTEE COMMUNICATIONS None. (12) ADJOURNMENT Vice-Chair Richards Motioned to adjourn. There being no further business, the meeting adjourned at: 4:05 pm.
