Samantha Malloy, Parks, Culture and Recreation Manager asked if there are any questions.
Chair Portu asked if MIA will be using TBE field for football.

Ms. Malloy replied that Collier County School Board and the City of Marco Island are still discussing the
field usage.
Ms. Malloy stated that City Council has approved all the fee schedule increases. Parks and Recreation
was able to upload a fillable Farmer’s Market application form onto the city website. As soon as the
application form was uploaded to the city website, the Parks and Recreation department started receiving
applications.
The other facility fee schedule increases will be uploaded on the city website by the end of the week. The
new registration forms along with the new fee schedule increases will be for Mackle Park, Veterans
Community Park and Winterberry. Parks and Recreation has not increased their fees since 2011.
Vice-Chair Richards asked are our new fees comparable to Naples.
Ms. Malloy replied that Parks and Recreation did reach out to Collier County, City of Naples and other
Parks and Recreation Departments that are similar to our department, and our rates are comparable to
the other facilities.
Vice-Chair Richards asked if Parks and Recreation was behind a lot.
Ms. Malloy replied, Yes.
Chair Portu asked where the funds from Parks and Recreation go to.
Ms. Malloy replied to the General Fund.
Ms. Malloy will be meeting with the Commander of the American Legion and during the meeting will be
discussing the preparation for the Veteran’s Day Ceremony. This will be our first event at Veterans
Community Park; however, the grand opening will be Saturday, November 12, 2022.
Parks and Recreation department is now working on all the seasonal events. The Racquet Center is
preparing for socials during the season.
Daniel Smith, Director of Community Affairs, would like to clarify the fees for Parks and Recreation, is
also used to substantiate the hiring of new staff due to the expansion of new programming.
Vice-Chair Richards asked will Parks and Recreation need additional staff to run Veterans Community
Park.
Ms. Malloy replied that Parks and Recreation was approved for an additional staff member, Assistant
Community Event Coordinator.
Vice-Chair Richards asked if this new staff member will be located at Veterans Community Park.
Ms. Malloy stated that the new staff member will be located at Mackle Park.
Member Siegel asked if everything is running on schedule of Veterans Community Park.
Ms. Malloy replied, it should be.

Daniel Smith, Director of Community Affairs, stated that Ken Ballard from Ballard*King &
Associates was brought in to do an assessment of the Racquet Center. Ballard*King &
Associates did a review of the Racquet Center facility and did a review of the City of
Marco Islands demographics and population.
Mr. Ken Ballard from Ballard*King & Associates – Gave a run down on the Marco Island
Racquet Center Assessment Final report August 15, 2022. In the assessment the
demographics, population, membership, guest passes, court rentals, and the popularity
of pickleball, tennis and racquetball were reviewed. Also, included in the assessment
were multiple options on how to renovate the Racquet Center. The assessment can be

Member Kuhn asked if the assessment takes in consideration the tourist population.
Mr. Ballard replied that their company did take the tourist population in consideration and
that least 29,000 extra people are here during that time per the City of Marco Island.
Member Kelly asked is there a short-term fix. Member Kelly mentioned he received
updated numbers from the Racquet Center of 376 pickleball members, 93 tennis
members, 156 on the waiting list for pickleball, and 6 racquetball members.
Mr. Ballard said a short-term fixed would-be option 1.
Member Kelly mentioned in one of the Fall meetings, the Parks and Recreation Advisory
Committee recommended courts 7 and 8 be converted into pickleball courts. Court 8
cannot be used now and court 7, the irrigation will be failing.
Mr. Ballard said option 3 would fix this.
Member Kuhn likes option 3 the best.
Vice-Chair Richards thanked Mr. Ballard for the assessment.
Member Siegel likes option 3, with some adjustment to the number of tennis courts and
pickleball courts.
Chair Portu asked if there was any feedback regarding our fee structure and how does it
compare to other facilities. Any feedback would be appreciated.
Mr. Ballard stated that the fee structure needs to be revisited. Costs everywhere are going
up.
Samantha Malloy, Parks, Culture and Recreation Manager, stated that the Racquet
Center had an increase last year.
(7) PUBLIC COMMENT
Chair Portu asked if there were any public comment not pertaining to the Racquet Center Assessment.
Chair Portu asked if anyone would like to speak/comment on the Racquet Center assessment.
Peter Prodanov, Pickleball Instructor, Racquet Center: The membership cost for Pickleball at the Naples
Pickleball Center/East Naples courts and the Veterans Park, because they are county parks, is $50.00

for one facility or $75.00 for both facilities. The cost includes playing at certain hours. Naples Pickleball
center/East Naples courts is a private company which leases the courts from Collier County.
Lisa Hogan, Instructor at the Racquet Center, Amber Drive: Concerned about the waiting time to play
pickleball.
Mark Lisner, Pelican Court: Likes option 3. Recommended turning the empty lot on the corner into a
parking lot.
Chair Portu replied that there a lot of utilities under the vacant lot.
Carol Halshack: Recommendation is to put pickleball on a sign-up program like tennis.
Samantha Malloy, Parks, Culture and Recreation Manager would like Parks and Recreation Advisory
Committee to make a recommendation at the next City Council Meeting.
Daniel Smith, Director of Community Affairs, mentioned that this recommendation is for budgeting
purposes.

(11) COMMITTEE COMMUNICATIONS
Ten Thousand Trees in 10 years program will be making a presentation at the next Parks and Recreation
Advisory Committee.
Chair Portu asked Daniel Smith, Director of Community Affairs, is the master plan funding request in the
October budget.
Mr. Smith replied, it should be.
