Chair Portu called the meeting to order at 3:30 pm.

Vice-Chair Richards asked, what has been the major delay at Veterans Community Park?
Ms. Malloy answered, Hurricane Ian caused some delays and the short supply/delay of supplies/materials.
Ms. Malloy added, our reopening day at Veterans Community Park along with the Christmas tree lighting
will be on December 3rd. Parks and Recreation is working alongside with Christmas Island Style.
Chair Portu asked for a rundown on what was damaged during the storm and how it is being addressed at
Veterans Community Park.
Miguel Carballo, Fleets and Facilities Manager replied, that the majority of the trees fell over and
Manhattan Construction was able to prop the trees back up and are fully recovering. Most of the bushes
received salt burn from the storm surge and Public Works and Manhattan have been working with
Affordable Landscaping to replace them.
Chair Portu asked if everything should be back to normal by opening day.
Mr. Carballo confirmed, yes.
Chair Portu, inquired about the status of the hammocks at Veterans Community Park.
Daniel Smith, Community Affairs Director replied, that Veterans Community Park will be getting Arbor
Swings instead.
Chair Portu asked about the update on the circuitry at Veterans Community Park.
Mr. Smith stated the panel delivery was delayed. It was installed last week.
Chair Portu inquired about the upkeep on the sod/grass for the Farmers Market.
Mr. Carballo replied, yes, our department will be supplied with all the specifications for the sod/grass.
Vice-Chair Richards asked if there will be specific parking for the tree lighting.
Ms. Malloy responded that the Parks and Recreation Department has been asked if the community
members can tailgate. Tailgating will be allowed in the parking lot. Only tents, chairs, and umbrellas will
be allowed on the lawn, no vehicles.
Movie in the park will be on Friday, November 18 and the movie playing will be Shrek. Some of the events
in December will be The Santa Fun Run, on December 3rd. It will start and end at Mackle Park. Later
that day, the Reopening and Christmas tree lighting event and at the end of the night there will be a
concert that the City of Marco Island is putting on. The Tour de Tavern has been cancelled for this year
but will be back next year. On December 10th, Annual Street Parade.
The Parks and Recreation Holiday Movie will be White Christmas, on December 16, 2022, at 5:00 pm.
The department’s goal is to show the movie at Veterans Community Park and put the screen on the Band
Shell stage.
Farmer’s Market will be staring on December 7, 2022, from 7:30 a – 1:00 p every Wednesday at Veterans
Community Park.
The Parks and Recreation Department is very busy with not only community events but also rentals.

Chair Portu inquired about open weekend days at Veterans Community Park.
Ms. Malloy stated that the Parks and Recreation department has received several requests for use. The
Special Events team will be working on organizing those events.
Vice-Chair Richards asked about the status of the TBE field.
Mr. Smith replied that there is an agreement in place.
(7) PUBLIC COMMENT
Chair Portu asked if there are any public comments not pertaining to the Racquet Center assessment.
Kim Houghton, 171 Delbrook Way asked if you could set-up tents in Veterans Community Park.
Samantha Malloy, Parks, Culture and Recreation Manager replied it depends on the event.
(8) PRESENTATIONS
None.
(9) OLD BUSINESS
Chair Portu wanted to recap the four options for the Raquet Center assessment.
Chair Portu asked if any Members would like to discuss the specific options.
Member Kelly stated that the previous recommendation was option 3. This option is still favored. The
decision between pickleball courts and tennis courts should be decided strictly on the numbers. The
center would need 15 additional parking spots.
Daniel Smith, Community Affairs Director, right now the zoning code reads we use what the tennis
requirements are. When our department does evaluations, it will be based on closest requirement(s).
The other zoning requirements to keep in mind for parking lots include landscaping, handicap parking,
and maneuvering lanes.
Member Kuhn asked if the Racquet Center is selling memberships to non-tax paying citizens.
Member Conner wanted to confirm that Member Kelly would recommend option 3 but add a couple of
changes.
Member Kelly responded, yes.
Chair Portu stated that the situation needs to be looked at as a stepwise way and ultimately leaving things
the way they are is not the solution.
Member Siegel is also recommending option 3.
Chair Portu suggests finding a way to address the most amount of need possible right now.
Mr. Smith suggests getting an Engineering plan to see how many more parking spaces the racquet ball
center would get if the racquet ball courts were removed.
Miguel Carballo, Fleets & Facilities Manager mentioned that the Athletic Lighting needs to be entirely

replaced due to age this is including the parking lot.
Chair Portu suggest voting on a consensus on what direction to go and discuss this at the next PRAC
meeting.
Vice-Chair Richards asked if the virtual Members could vote on this topic.
Chair Portu asking for a motion to approve the virtual members to be able to vote on this topic.
MOTION by Chair Portu seconded by Vice-Chair Richards to approve the virtual
members to vote on the proposal.

Chair Portu asking for a motion to approve a draft for City Council of a three-phase proposal
recommendation for the Racquet Ball Center to be discussed at the next PRAC Meeting.
