(2) ROLL CALL Present: 5- Member Conner, Member Hogan, Member Kelly, Member Shagott and Vice-Chair Siegel Not Present: 2- Member Portu and Chair Richards ALSO PRESENT Samantha Malloy, Manager, Parks, Culture and Recreation Miguel Carballo, Fleets & Facilities Manager Martha Montgomery, Facilities Supervisor (3) PLEDGE OF ALLEGIANCE Led by Vice-Chair Siegel. (4) APPROVAL OF THE AGENDA Vice-Chair Siegel requested to approve the Agenda. MOTION by Member Shagott, seconded by Member Conner to Approve the Agenda. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Member Conner, Member Hogan, Member Kelly, Member Shagott and Vice-Chair Siegel Not Present: 2- Member Portu and Chair Richards (5) APPROVAL OF THE MINUTES Vice-Chair Siegel requested to approve the February 21, 2023, Minutes. MOTION CARRIES BY THE FOLLOWING VOICE VOTE: Yes: 5- Member Conner, Member Hogan, Member Kelly, Member Shagott and Vice-Chair Siegel Not Present: 2- Member Portu and Chair Richards ID 23-2812 PRAC Draft Meeting Minutes for February 21, 2023 (6) OLD BUSINESS Vice-Chair Richards asked about the Racquet Center after the City Council meeting. Miguel Carballo, Fleets & Facilities Manager replied that the City Council approved the cost of the Engineering firm for a consultation and design. (7) NEW BUSINESS City of Marco Island Florida Page 1 Parks and Recreation Advisory Meeting Minutes - Final March 21, 2023 Committee Samantha Malloy, Manager, Parks, Culture and Recreation recommended to work on as a group to submit to City Council items for next Fiscal year’s budget. Vice-Chair Siegel suggested that each member come up with two to three wants and/or concerns to bring to the next PRAC Meeting to discuss. (8) STAFF COMMUNICATIONS ID 23-2797 March 2023 Program Calendar ID 23-2802 March 2023 Staff Report Samantha Malloy, Manager, Parks, Culture and Recreation asked if anyone has any questions. Vice-Chair Siegel asked how the attendance at the Island Rocks Concert on March 11, 2023, was. Ms. Malloy replied approximately 1500 attended the event. The event was awesome. The weather was perfect, and the performers were fantastic. Parks and Recreation received a lot of positive feedback. Jim Long was scheduled at the last minute due to the Chair of Honor ceremony. Jim Long helped with the Chair of Honor ceremony and helped gather everyone to the main bandshell for the show. It rained that morning, so there were some logistical challenges, and Jim Long had to improvise. The Boss Project group is wonderful to work with. Ken from SWFL Entertainment and his team’s equipment got wet with the rain and worked through the challenges to get the equipment to work properly. Everyone worked as a team and pulled everything together. Vice-Chair Siegel mentioned the flashing sign posted for the Amateur Boxing Event. Is there anyway to have more publicity for events like this? It wasn’t on the calendar. Ms. Malloy stated that the event was on the City Calendar. It was not a Parks and Recreation event/program, so the group is responsible for their own advertising. Vice-Chair Siegel asked about The Greater Good of Marco Island Concert on April 7th. Ms. Malloy stated that she is not familiar with the group. This is the first time they will be performing on Marco Island. Vice-Chair Siegel mentioned that she had heard from someone instrumental in designing the Bandshell and was concerned about the number of events at VCP. Ms. Malloy replied that Parks and Recreation has designed a flyer for events just happening at Veterans Community Park and it is posted at Veterans Community Park. Our office also puts the events on the City website. Member Conner asked about bidding procedure regarding the basketball hoops at Mackle Park. Miguel Carballo, Fleets & Facilities Manager mentioned that the Fleets and Facilities Department is reevaluating the scope of work and will put it out for bid. Our department is also looking at some contracts from Collier County to see if these will help. Member Conner asked if the funding has already been allotted. Mr. Carballo stated that the funding has been allotted. The problem is finding a vendor to do the work. City of Marco Island Florida Page 2 Parks and Recreation Advisory Meeting Minutes - Final March 21, 2023 Committee Member Conner asked about burrowing owls on the fields. Are the owls causing a problem using the field(s)? Ms. Malloy replied, it has been a challenge. Parks and Recreation have been working on getting a permit since October 11, 2022, and we still have not received a permit to move the owl from Mackle Park and now there are owls at Mackle Park and at Winterberry. The Parks and Recreation Department wants to make sure everything is done appropriately and wants to make sure the owls are looked after. Member Hogan recommended may be purchasing big plastic owls to keep the burrowing owls off the fields. Member Conner asked if Parks and Recreation has received any feedback from the permit. Ms. Malloy stated that the Environmental Planner did send an update that their department has not received the permit yet but is hoping it will be soon. Our department asked if we could combine the first permit submitted with the second one. Our department is waiting for approval. Vice-Chair Siegel asked if there is a cost to remove/move the owls. Ms. Malloy replied the is about $4000.00 for each permit. Member Kelly asked why couldn’t the City promote events like the Amateur Boxing event. This type of event is good for the community and especially the kids in the community. Ms. Malloy agreed it is a great program. The event did promote themselves by using the reader board, it was on the city website, a flyer was hung at Mackle Park and a flyer was at VCP advertising the event. Vice-Chair Siegel asked about the progress at Leigh Plummer Park regarding the two large trees in the middle of the parking lot. Ms. Malloy stated that Parks and Recreation has a meeting Wednesday, March 19 at 1:00 pm with a member of the Naples Botanical Gardens. Updates will be given at the next PRAC Meeting. Ms. Malloy mentioned that the season is slowing down and Parks and Recreation staff are working on Spring Jubilee, which is on Saturday, April 8th from 10 am to 12 pm. Staff is also working on the details for Summer Camp programs, Camp Mackle is grades 1st through 5th and Camp Steller is grades 6th through 8th. Parks and Recreation is in the middle of hiring camp counselors, welcoming LIT’s which are high school students who volunteer their time, most of our fields are booked and reserved, but our most difficult issue is transportation. Fleets and Facilities is assisting Parks and Recreation with getting a van. Our department has been trying to rent a van and it has been very challenging. The Museum and the Library will be working with our Summer Camp as well. (9) PUBLIC COMMENT None. (10) NEXT MEETING: CONFIRMATION & ATTENDANCE April 18, 2023 @ 3:30 pm.
