Chair Portu called the meeting to order at 3:00 pm.

(Note: Member Kelly arrived at 3:22 pm.)

(3) PLEDGE OF ALLEGIANCE
Led by Chair Portu.
(4) ELECTION OF CHAIR AND VICE-CHAIR
Chair Portu briefly outlined the nomination and selection process and opened the floor for nominations to
the position of Chair and Vice-Chair for the Parks and Recreation Advisory Committee.
MOTION by Member Siegel, seconded by Member Shagott nominated Allyson
Richards Vice-Chair for Chair of Parks and Recreation Advisory Committee.

Chair Richards asked for a run down on the February 2023 Program Calendar.
Samantha Malloy, Manager, Parks, Culture and Recreation replied that Parks and Recreation is very busy.
The attendance for the adult programs has increased, room rentals have increased, and a lot of people are
coming down for spring break. Parks and Recreation anticipate an influx of visitors during the next couple
of weeks for Mackle Park, Winterberry Park, Veterans Community Park, and the Racquet Center.
Member Portu expressed his concern regarding the parking around the perimeter of Mackle Park.
Ms. Malloy mentioned that this could be a topic for a future Parks and Recreation Advisory Committee
meeting. Ms. Malloy pointed out that Mackle Park has great relationships with the Library and the Museum
which has helped in the past with overflow parking. Parks and Recreation will try better to advertise the
overflow parking facilities. Parks and Recreation will also remind the staff and volunteers where to park
during big events.
Chair Richards mentioned using a golf cart to shuttle the patrons back and forth from the overflow
parking.

Ms. Malloy replied that Parks and Recreation has reached out to a couple of businesses. These
businesses would charge Parks and Recreation and our department does not have funds allocated for
this.
Member Portu asked if Parks and Recreation has investigated calling Island Wave. This company works
for tips.
Ms. Malloy stated that Parks and Recreation has used these types of companies for Veterans Community
Park and will look into using these companies for Mackle Park Events.
Member Portu asked would Park and Recreation be interested in a golf cart and should we look into
budgeting for this.
Ms. Malloy stated that Parks and Recreation would have to look into the logistics, i.e., cost, personnel to
utilize the golf cart and to make sure Parks and Recreation have enough personnel to cover their
facilities.
Member Portu requested that the staff look into possibly converting swale parking along Leland Way to
actual parking spaces.
Miguel Carballo, Fleets & Facilities Manager stated that this would fall under Public Works as a Right of
Way project.
Ms. Malloy asked if anyone had any questions regarding the monthly report.
Vice-Chair Siegel asked if anyone underwrote the cost of the band, “The Boss Project” for the Islands
Rock Concert.
Ms. Malloy replied, it is within our budget. In addition to the The Boss Project, is the unveiling of The
Chair of Honor. The festivities will start at the Memorial Area with Carl from the Rolling Thunders making
a presentation, Jim Long is going to be singing God Bless the USA and then will help gather everyone
back to the band shell and start off the concert.
Chair Richards asked if there will be plenty of food vendors for the event.
Ms. Malloy replied that there are going to be food vendors and Kiwanis and Rotary will be helping with
beverages.
Member Portu asked how the food vendors will be arranged/parked.
Ms. Malloy replied, the vendors will be coming in where the vehicle entrance is. This is located right
across from the church lot and close to the band shell.
Chair Richards asked if Parks and Recreation is receiving a lot of complaints regarding the guest passes
at the Racquet Center being sold out.
Ms. Mallow replied, no not a lot. Parks and Recreation might receive a few from a new community
member that just bought on the island. Our space is very limited.
Chair Richards asked if there were any more issues with Tennis.
Ms. Malloy stated that Parks and Recreation have received a few calls regarding Tennis and one of those
concerns is that those community members want to play tennis now. Parks and Recreation have been

able to accommodate these members. The Tennis players have really been able to enjoy the free play
time between 4-6 pm. Now we have MIA enjoying playing tennis and pickleball at the Racquet Center.
Member Portu asked what the decision of the City Council regarding the Racquet Center was.
Ms. Malloy stated that Daniel Smith, Community Affairs Director, received an estimate of about $35,000
for the design of the Racquet Center and Mr. Smith will present it to City Council.
Mr. Caballo added that Fleets and Facilities received the recommendations from the City Council to
proceed with the conversion of two courts. Fleets and Facilities has received the budget estimates for the
two options that were previously discussed but their department is drafting the scope to put it out for bid
this year and once our department has the proposals our department will present it to council for funding
and execute the work.

Chair Richards asked if everyone will be attending the next PRAC Meeting which will be
March 21, at 3:30 pm.
Member Portu will not be able to attend.

Chair Richards welcomed new Parks and Recreation Advisory Committee Member Lisa Hogan.
(14) ADJOURNMENT
There being no further business, the meeting adjourned at 3:35 pm. Chair Richards asked for a motion.
MOTION by Member Portu and seconded by Vice-Chair Siegel to Adjourn the
meeting. MOTION CARRIES BY THE FOLLOWING VOICE VOTE:
