(2) ROLL CALL Present: 6- Member Conner, Member Kelly, Member Kuhn, Chair Richards, Member Shagott and Member Siegel Not Present: 1- Member Portu ALSO PRESENT Daniel Smith, Community Affairs Director Samantha Malloy, Manager, Parks, Culture and Recreation Miguel Carballo, Fleets and Facilities Manager (3) PLEDGE OF ALLEGIANCE Led by Vice-Chair Richards. (4) APPROVAL OF THE AGENDA Vice-Chair Richards requested to approve the Agenda. MOTION by Member Siegel, seconded by Member Kelly to Approve the Agenda. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 6- Member Conner, Member Kelly, Member Kuhn, Chair Richards, Member Shagott and Member Siegel Not Present: 1- Member Portu (5) APPROVAL OF THE MINUTES Vice-Chair Richards requested to approve the December 13, 2022 Minutes. MOTION by Member Siegel to Approve the December 13, 2022, Minutes seconded by Member Kelly. MOTION CARRIES BY THE FOLLOWING VOICE VOTE: Yes: 6- Member Conner, Member Kelly, Member Kuhn, Chair Richards, Member Shagott and Member Siegel Not Present: 1- Member Portu ID 23-2711 PRAC Draft Meeting Minutes for December 13, 2022 (6) OLD BUSINESS Update on Three-Stage Proposal of Racquet Center Vice-Chair Richards asked for an overview from the City Council meeting regarding the Three-Proposal of the Racquet Center. Daniel Smith, Community Affairs Director, stated that Ballard King gave their presentation City of Marco Island Florida Page 1 Parks and Recreation Advisory Meeting Minutes - Final January 17, 2023 Committee and Chair Portu submitted his presentation from the last PRAC Meeting to City Council. There was a deliberation from City Council to vote on Option 4, all pickleball courts. A consultant has been contacted to submit a proposal on the cost for an all pickleball center. For the short-term, two tennis courts will be converted to pickleball courts. Cost for this project will still have to be submitted to City Council for approval. Mr. Smith added that the consultant design firm was involved with the pickleball courts in east Naples and YMCA courts. The consultant’s designs will be submitted to the Parks and Recreation Advisory Committee before presenting to the City Council. Vice-Chair Richards asked if there are a lot of complaints from the Tennis players. Samantha Malloy, Manager, Parks, Culture and Recreation replied that Parks and Recreation has received some unfortunate feedback. (7) NEW BUSINESS Marianne Foley, Calusa Garden Club update on Leigh Plummer Park Marianne Foley, Calusa Garden Club presented some photos with the updated landscaping. Due to the donations from Affordable Landscaping and the community, a new Geiger tree was planted. The Calusa Garden Club is requesting to install a new bench. The bench would match the granite sign. There is a community member that would like to donate the bench. The bench would require no maintenance. The bench would also have some engraving on the top. Samantha Malloy, Manager, Parks, Culture and Recreation recommended that the bench be in conformity with the other benches in the parks. Member Kuhn asked if the benches around the parks are metal. Miguel Carballo, Fleets & Facilities Manager replied that most of the benches in the parks are the recycled plastic benches. Mr. Caballo also mentioned that there is maintenance involved in preserving granite. Member Conner asked do we need a bench in the that location or is the bench just being donated. Can the Calusa Garden Club work with the city to get an approved bench. Ms. Foley replied that the bench would finish off the landscaping theme. Member Kuhn asked how much do the city benches cost. Mr. Carballo stated that estimated cost of a bench would be between $1000 - $2000.00. (8) STAFF COMMUNICATIONS ID 23-2708 January 2023 Staff Report Vice-Chair Richards asked about the attendance at the Islands Rock Concert, on Saturday, January 21. Samantha Malloy, Manager, Parks, Culture and Recreation replied because of the weather there were only about 300 attendees. Vice-Chair Richards asked if there any new updates regarding TBA baseball field. City of Marco Island Florida Page 2 Parks and Recreation Advisory Meeting Minutes - Final January 17, 2023 Committee Miguel Carballo, Fleets & Facilities Manager responded that the agreement has not changed. ID 23-2709 January 2023 Event Calendar Vice-Chair Richards asked if Parks and Recreation is getting busier. Ms. Malloy stated that Mackle Park has become busier with all the exercise classes, Bocce Leagues, equipment handouts, adult programs and all the room rentals. The Racquet Center has been busy as well and Veterans Community Park always has a lot of people at the park and our office is receiving a lot of calls to rent the bandshell. Member Kuhn asked when the next Islands Rock Concert will be. Ms. Malloy replied that the next Islands Rock Concert will be on March 11, 2023. ID 23-2713 Tentative - 2023 Meeting Schedule PRAC Vice-Chair Richards asked about the “Tentative” PRAC Meeting Schedule for 2023. Ms. Malloy replied the meetings are scheduled for the third Tuesday at each month at 3:30 pm. The concern is that there were certain months last year that a quorum was not met. Ms. Malloy asked the Members to look over the “Tentative” schedule. Leigh Plummer Parking Lot Member Kuhn asked for the update for Leigh Plummer parking lot. Samantha Malloy, Manager, Parks, Culture and Recreation stated that she is not in favor of removing the two large trees, however; the simplest option would be to remove the two large trees in the middle and repave the parking lot. Member Kuhn inquired if they are the only two trees that would have to be removed. Ms. Malloy replied that there might be another large tree in the corner. Miguel Carballo, Fleets and Facilities Manager mentioned that there were three options. Option 2 was reworking the parking lot and would only affect the two middle trees to keep the same number of parking spaces. Ms. Malloy said the Fleet and Facilities Department had researched alternative solutions, but those alternative solutions are more costly. One of the alternative solutions would be to add additional permanent parking to the perimeter of the park in certain areas. A Community Outreach would be a good idea. Parks and Recreation will work with Fleets and Facilities and will present the outcome to a future Parks and Recreation Advisory Committee meeting. Member Conner asked if there will be different options to pick from when conducting the Community Outreach. Mr. Caballo stated that the Fleets and Facilities Department already have the costs for the project(s). Member Shagott mentioned that a hydration station was in the last discussion and would like this idea to remain as part of the project. City staff mentioned that it had been requested City of Marco Island Florida Page 3 Parks and Recreation Advisory Meeting Minutes - Final January 17, 2023 Committee during the budget process but had not been approved. (9) PUBLIC COMMENT Marianne Foley mentioned that the City of Marco Island is already consulting with the Naples Botanical Gardens and maybe they could consult with them regarding Leigh Plummer Park. (10) NEXT MEETING: CONFIRMATION & ATTENDANCE February 21, 2023 at 3:30 pm Vice-Chair Richards asked if everyone will be attending the next PRAC Meeting on February 21, 2023, at 3:30 pm. Member Kuhn mentioned that this is her last meeting on PRAC and said it had been a pleasure serving. (11) PROPOSED AGENDA TOPICS FOR NEXT MEETING Elections for Chair and Vice-Chair (12) OTHER COMMITTEE COMMUNICATIONS None. (13) ADJOURNMENT Vice-Chair Richards stated that if there is not any further business, requested to adjourn the meeting at 4:25 pm.
