(2) ROLL CALL Present: 7- Member Conner, Member Hogan, Member Kelly, Member Portu, Member Shagott, Vice-Chair Siegel and Chair Richards ALSO PRESENT Samantha Malloy, Manager, Parks, Culture and Recreation Martha Montgomery, Facilities Supervisor Heather Reed, Fleets and Facilities Coordinator (3) PLEDGE OF ALLEGIANCE Led by Chair Richards. (4) APPROVAL OF THE AGENDA Chair Richards requested to approve the Agenda. MOTION by Vice-Chair Siegel, seconded by Member Portu to Approve the Agenda. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 7- Member Conner, Member Hogan, Member Kelly, Member Portu, Member Shagott, Vice-Chair Siegel and Chair Richards (5) APPROVAL OF THE MINUTES ID 23-2900 Chair Richards requested to approve the April 18, 2023, Minutes. MOTION by Member Shagott to Approve the April 18th, 2023, Minutes seconded by Member Hogan. MOTION CARRIES BY THE FOLLOWING VOICE VOTE: Yes: 7- Member Conner, Member Hogan, Member Kelly, Member Portu, Member Shagott, Vice-Chair Siegel and Chair Richards (6) OLD BUSINESS Airnasium proposal by Fleets and Facilities Chair Richards asked about any updates on the Airnasium. Martha Montgomery, Facilities Supervisor stated that the requisition was approved to hire the Engineer. The Engineer will be conducting a site visit and propose recommendations and construction estimates. The date for the visit is pending. Fleets and Facilities has contacted the Engineer to get an exact date for the visit. Chair Richards asked if the visit will be soon and is the Airnasium and the basketball courts safe enough for use. City of Marco Island Florida Page 1 Parks and Recreation Advisory Meeting Minutes - Final May 16, 2023 Committee Ms. Montgomery stated that she was not sure but will try to expedite the request. The requisition was just approved this week. The recommendations will include safety concerns, repair and/or shut down. Splash pad update Chair Richards inquired about the Splash Pad. Ms. Montgomery presented the original design from June 2017. Fleets and Facilities are focusing on two components, first is the “Collection Tank or Pump System” and the second is the Splash Pad surface. As of right now, the Splash Pad surface is hard and slippery, and the new surface will have some cushion and less slippery. These projects will be going out to bid and Fleets and Facilities does not have an exact date regarding this project. Member Hogan asked if this project would fix the pipes underneath so they all spray. Ms. Montgomery stated that Fleets and Facilities will have to pressurize the entire system. In the past when testing/pressurizing the system, issues arose because some of the spray heads were broken and rusted and if removed may not be able to reinstall. If there are broken pipes underneath, this will have to be fixed. Chair Richards asked if the Splash Pad is redone, and the pipes are not evaluated or broken, does the new Splash Pad surface have to be removed. Ms. Montgomery replied that phase one is to replace the pump system. Once this is completed the Splash Pad can be pressurized. At this point Fleets and Facilities will know if the pipes need to be replaced. If this is the case, this would be phase two and then phase three would be the Splash Pad surface. Member Hogan asked if there is a time-frame. Ms. Montgomery replied, not as of right now. Member Conner asked when will the bid end. Ms. Montgomery stated it is being prepared to go out for a bid. Chair Richards asked will the Splash Pad be operative for the summer. Ms. Montgomery answered yes it works now and Fleets and Facilities will work on a plan when deciding to take it down. Chair Richards asked if the water is being tested to make sure it is safe. Ms. Montgomery replied there is an automatic chemical reader on the side and a vendor comes out once a week to chlorinate and test the water. Member Conner asked if Fleets and Facilities will know how long the Splash Pad will be down once the project begins. Ms. Montgomery replied that Fleets and Facilities does not have the information yet. It all depends on the extent of the work. Member Hogan asked when the last time was the Splash Pad had to be dug up for broken pipes. The pipes were checked about two years ago. (7) NEW BUSINESS None. (8) STAFF COMMUNICATIONS ID 23-2899 May 2023 Staff Report Annual Pickleball Memberships for Residence Samantha Malloy, Manager, Parks, Culture and Recreation asked if anyone had any questions regarding the Staff Report. Ms. Malloy informed everyone that last Wednesday, May 10th, 2023, was the last day of the Farmers Market. Vendors have requested to end the Farmers Market in April. The plan for next year will be to schedule the Farmers Market from November to April. Vice-Chair Siegel mentioned that Easter will fall in March of next year. Will the Farmers Market be closed before or will it continue to April. Ms. Malloy stated that the Farmers Market will end April 10, 2024. Ms. Malloy informed everyone that Parks and Recreation is gearing up for Summer Camp. Ms. Malloy revealed that Parks and Recreation has some good news. Fleets and Facilities have been working very hard to help our department purchase a used van just in time for Summer Camp. Chair Richards inquired about the amount of camping registrations received and do any of the campers need scholarships. Ms. Malloy stated as far as scholarships, none is needed at this time. Parks and Recreation is still looking for a Summer Camp Counselor to fill in for 20 hours a week. Chair Richards asked for updates on Pickleball. Ms. Malloy stated that Parks and Recreation are receiving a lot of inquiries regarding opening up Pickleball Memberships to Residents only. Some of the inquiries reflect opening the memberships to taxpayers on Marco Island and some of the other inquiries reflect opening the memberships to full-time Marco Island residents. Ms. Malloy asked the PRAC Members if this would be a topic for a future agenda, and if so, this topic could also be publicized so that community members can be involved. Chair Richards asked how many people have memberships that do not live on Marco Island. Ms. Malloy stated that most of the memberships are Marco Island residents, however, there are other members that live elsewhere, and some are renters/long term renters. City of Marco Island Florida Page 3 Parks and Recreation Advisory Meeting Minutes - Final May 16, 2023 Committee Ms. Malloy suggested to talk about what the options are, i.e., how many more members would the additional courts allow, or would the additional courts open playing time for those members who are waiting to play. Member Conner asked what the number of people is being turned away for memberships. Ms. Malloy, replied the staff at Parks and Recreation will be updating this information after contacting everyone on the waiting list. Vice-Chair Siegel asked how many people have memberships. Ms. Malloy replied that Parks and Recreation does not have the accurate count but will be getting that information. Chair Richards asked when will the work start on the pickleball courts. Martha Montgomery, Facilities Supervisor stated that Fleets and Facilities will be meeting with the Engineer this week. Chair Richards mentioned that the paint on the bandshell at Veterans Community Park is chipping. Ms. Malloy will get with Fleets and Facilities. The bandshell is still under warranty. Member Portu suggested to have incremental reviews/inspections of Veterans Community Park while it is still under warranty. Chair Richards inquired about Leigh Plummer Park. Ms. Montgomery replied the focus is to save the two trees in the middle. Fleets and Facilities is working on the funding for the design of the parking lot. The design requirements must be ADA compliant. Chair Richards asked if the project is out for bid. Ms. Montgomery stated there is no funding yet for this project. Chair Richards asked about the hydrilla growth in the lake water at Mackle Park. Ms. Malloy stated the hydrilla growth happens after the rainy season starts. Ms. Montgomery stated that Fleets and Facilities has a company that comes out once a month and services the lake but if the lake gets an outbreak, that will be an additional service provided. Vice-Chair Siegel inquired about the parking lot for the community members that are involved with the motorized sail boats. Ms. Malloy mentioned parking at the lot by the lake is against code. It is a safety and liability concern. Daniel Smith, Director of Community Affairs is working on presenting an option to City Council that could make the area a legal and safe parking area. Vice-Chair Siegel asked about the status of the burrowing owls on the fields of Mackle Park City of Marco Island Florida Page 4 Parks and Recreation Advisory Meeting Minutes - Final May 16, 2023 Committee and Winterberry. Is there a charge? Ms. Malloy stated that the owls have left. The burrows are still there. There is a charge in the amount of between $3000 - $4000.00. Ms. Malloy mentioned there will be a Memorial Day Event at Veterans Community Park, on Monday, May 29m at 11:00 am. The American Legion will perform the event in front of the bandshell. Chair Richards stated that she has received concerns regarding handicapped seating at Veterans Community Park. Community members have mentioned that even when the seating is designated for handicapped, someone else will take those seats who are not handicapped. Does Parks and Facilities have a plan for that? Ms. Malloy stated that she is available on her cell phone. Make sure to call her and she will rectify the problem. Ms. Montgomery gave an update on the dog park. The sod and fence have been approved. (9) PUBLIC COMMENT None. (10) NEXT MEETING: CONFIRMATION & ATTENDANCE Five members present confirmed attendance, Member Portu asked for access to call in and Member Kelly will let everyone know if he needs call in access or he will be present.
