Samantha Malloy, Manager, Parks, Culture and Recreation stated that there are currently 365
pickleball members. There is an estimate of 253 that show local residency and 369 waiting
list. Our facility only has the phone numbers of the ones on the waiting list and our
department cannot determine how many are actual residence.
Joan Jesneck, 154 Balfour Drive: Mr. and Mrs. Jesneck have been on the waiting list for
three years. The Jesneck’s are in favor of the conversion from tennis courts to pickleball
courts. Mrs. Jesneck mentioned residents should have one fee and renters/non-residents
have a different fee. Mr. Jesneck mentioned with new applications for memberships, more
information should be collected/asked.
Debbie Albanese, 816 S Heathwood Drive: My husband and I are Marco Island residents.
Mr. Albanese has a membership to the Racquet Center but Mrs. Albanese is 141 on the
waiting list.
Chair Richards would like to motion: Recommendation to Park Staff - As of today, June 20,
2023, at 4:30 pm, offer everyone that has purchased a Summer Package Membership a
full-time membership. Also, current members with immediate family members that are on the
waiting list, up to a total of 405 memberships.
MOTION by Member Hogan to Approve recommendation to Park Staff

Chair Richards asked how will everyone be notified that has a spouse on the waiting list.
Samantha Malloy, Manager, Parks, Culture and Recreation replied that Parks and Recreation will send out
an email.

(8) STAFF COMMUNICATIONS
ID 23-2943 June 2023 Staff Report
Samantha Malloy, Manager, Parks, Culture and Recreation asked if anyone had any questions regarding
the Staff Report.
Chair Richards asked about the 4th of July.
Samantha Malloy, Manager, Parks, Culture and Recreation stated that there will be fireworks, at 9:00 pm.

(9) FLEETS AND FACILITIES
Airnasium proposal by Fleets and Facilities
Chair Richards asked what the update for the Airnasium is.
Miguel Carballo, Fleets and Facilities Manager replied that the Engineering company came
out and made an assessment. The Engineering company recommended the facility can still
be used but does not recommend being under the structure in a strong storm. Fleets and
Facilities should be receiving the first draft of the report the first week of July. The draft will
recommend either a replacement or repair of the structure. During the Capital Budget
meeting with City Council, the amount of $350,000 was suggested for funding for the next
fiscal year.
Splash Pad Update
Fleets and Facilities is working on the Project Charter and this should be completed this
week. Once finished, it will be presented to Parks and Recreation for review and approval.
After review and approval, the scope of work should be completed by July 31st, and
submitted to the Purchasing Manager to put out for bid.
Tennis Courts
Chair Richards asked how long it will take to convert the racquet center to pickleball courts.
Miguel Carballo, Fleets and Facilities Manager stated the conversion should take about a
year.
Member Hogan asked is the conversion for just the tennis courts to pickleball courts or the
overall project.
Mr. Carballo replied there are two phases. Phase 1 is converting the two tennis courts 7 and
8. Phase 2 will be the conversion of the entire center to pickleball including improvements of
the facility and parking lot.
Chair Richards asked when will this project start.
Mr. Carballo stated that during the Capital Budget meeting with City Council, Fleets and
Facilities asked for the funding for the conversion of the two tennis courts. Fleets and
Facilities hired an Engineering firm that is conducting a site survey, the survey is a 1/3
complete and the Engineering firm is having their subcontractor due a geotechnical core
samples. The core samples will not affect the use of the park. The Engineering firm will
have three designs to present for review. This should be completed by the end of August.
Once Fleets and Facilities receives the preliminary design, it will go out for bid around
September or October.
The next phase that was discussed during the Capital Budget meeting is based on the
information the Engineering firm prepares for the cost estimate for the full conversion.
Member Kelly asked what the cost Fleets and Facilities was requested. Will the master plan
incorporate courts 7 and 8.
Mr. Carballo replied that Fleets and Facilities requested $350,000. The Engineering firm will
have three layouts for the park. The three layouts will be submitted to the Committee and to

the public for outreach.
Member Hogan asked if the conversion of the two courts will be finished in a year from now.
Mr. Carballo replied to it should be a year from now depending on what company wins the bid
and when that company will be able to start.
Member Kelly will the layout include expanding the walkway and putting fences up.
Vice-Chair Siegel wanted to confirm if the master plan included the conversion of the Racquet
Center to be entirely pickleball courts.
Mr. Carballo replied that Fleets and Facilities is following the direction of City Council.
Leigh Plummer Park
Mr. Carballo presented a budget of $30,000 for the design of the parking lot to City Council.
If the funds are received, at the beginning of October 1st, Fleets and Facilities can hire an
Engineering firm to do a full design with the scope including the trees in the area and bringing
it up to code. Once the design is complete, Fleets and Facilities will ask about funding. The
estimated cost would be around $150,000.
Dog Park Update
Martha Montgomery, Fleets and Facilities Supervisor reported that the upgrades are complete.
The middle fence that separates both dog parks was replaced. The original fence was 5 ft
and was replaced with a 6 ft fence. The new fence was trenched and buried a foot. New sod
and mulch were added, and the installer recommended a two-week waiting period. The dog
parks will be opened June 29th.
Veterans Community Park Bandshell Paint
Mr. Carballo reported that a request was submitted to Manhattan Construction for their review.
Fleets and Facilities is waiting for their feedback.
