(2) ROLL CALL Present: 6- Member Conner, Member Hogan, Member Kelly, Member Portu, Member Shagott and Chair Richards Absent: 1- Vice-Chair Siegel ALSO PRESENT Samantha Malloy, Manager, Parks, Culture and Recreation Daniel Smith, Director of Community Affairs Miguel Carballo, Fleets and Facilities Manager Joan Taylor, City Clerk (3) PLEDGE OF ALLEGIANCE Led by Chair Richards (4) APPROVAL OF THE AGENDA Chair Richards requested to approve the Agenda. MOTION by Member Portu, seconded by Member Hogan to Approve the Agenda. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 6- Member Conner, Member Hogan, Member Kelly, Member Portu, Member Shagott and Chair Richards (5) APPROVAL OF THE MINUTES ID 23-2955 PRAC Draft Meeting Minutes for June 20, 2023 Chair Richards requested to approve the June 20, 2023 Minutes. MOTION by Member Portu to Approve the June 20, 2023 Minutes seconded by Member Shagott. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 6- Member Conner, Member Hogan, Member Kelly, Member Portu, Member Shagott and Chair Richards (6) OLD BUSINESS Owl Park on Leander Drive, City of Marco Island Landscape Architectural Scope ID 23-2957 Owl Park on Leander Drive, City of Marco Island Landscape Architectural Scope Chair Richards invited Member Portu to speak regarding Owl Park on Leander Drive. Member Portu gave a quick background regarding the property for the Owl Park. Ellin Goetz, FASLA from Goetz and Stropes Landscape Architects, Inc. prepared a proposal for the Owl City of Marco Island Florida Page 1 Parks and Recreation Advisory Meeting Minutes - Final July 18, 2023 Committee Park. Brad Cornell from the Audubon Western Everglades spoke about the Owl Park, educated the members about the owls, and the different locations and types of locations where the owls look for. Mr. Cornell also mentioned that the Audubon Western Everglades has a partnership with the City of Marco Island, a Safe Harbor Program, under the FWC. The program is to incentivize the community members to get starter burrows either in their front yards or back yards to invite owl families to come to already built lots. This program has been very successful. Member Kelly asked how many nests would be on the property. Mr. Cornell answered probably a couple. Chair Richards inquired if the males require another burrow once the chicks have hatched. Mr. Cornell replied that the males will go to an accessory burrows “Man Cave”. Chair Richards questioned if the funds can be allocated to another year. Daniel Smith, Director of Community Affairs commented that the Parks and Recreation Advisory Committee has been scheduled already to speak to City County on August 7th. Chair Richards asked if the budgets have been passed yet for next Fiscal Year. Mr. Smith replied the budget will be passed just before October. Member Portu stated the scope of work in the proposal cost of $5,000, includes Existing Conditions Plan, Schematic Site Plan and Planting Plan. Member Conner inquired what does the proposal for $5,000 show. Member Portu replied this is to show the landscaping in the site plan. Member Portu recommends reallocating funds for the proposal. MOTION by Member Portu, recommends reallocating funds provided to the Parks and Recreation Advisory Committee in the amount of $5,000 to Goetz+Stropes Landscape Architects, Inc for their proposal named Owl Park on Leander Drive, City of Marco Island, seconded by Member Kelly. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 6- Member Conner, Member Hogan, Member Kelly, Member Portu, Member Shagott and Chair Richards Airnasium Update Miguel Carballo, Fleets and Facilities Manager stated that a draft report from the Engineering firm is still pending. Chair Richards requested an update about the safety of the structure in storms. Mr. Carballo replied that the direction from the prior meeting has not changed. It was not recommended to be under the structure during a storm and/or heavy wind, even a thunderstorm. It is not recommended to be used as a shelter from a storm. City of Marco Island Florida Page 2 Parks and Recreation Advisory Meeting Minutes - Final July 18, 2023 Committee Chair Richards asked is the Parks and Recreation department monitoring the structure when there is a storm. Samantha Malloy, Manager, Parks, Culture and Recreation stated that the Parks and Recreation department uses ThorGuard and will notify everyone of the weather advisory. Annual Pickleball Memberships for Residence Chair Richards asked if there were any updates from the prior meeting. Samantha Malloy, Manager, Parks, Culture and Recreation replied it was very well received. The Racquet Center reached out to everyone on the list. The Community members that wanted annual memberships signed up and had a few family members sign up as well. The Racquet Center has not reached the max of 405 so there are a few spots left. Veterans Community Park Bandshell Paint Update Mr. Caballo mentioned the Fleets and Facilities department contacted Manhattan Construction. Member Portu suggested using the funds left in the Parks and Recreation Advisory Committee before FY23 is closed. Chair Richards inquired would this be enough for any shade structures at Veterans Community Park. Mr. Caballo replied that the Fleets and Facilities Department can research what type of shade structure(s) can be purchased and will look at other options. Member Portu mentioned that due to budget restraints, asked if Parks and Recreation would need anything. Ms. Malloy mentioned that the Parks and Recreation Department was also looking into umbrellas for Veterans Community Park. The main concern is what type of umbrellas, how would the umbrellas be attached to be sturdy and not to create any more work to prepare for storms. The cost of these umbrellas is from $1,000 to $2,000 each. MOTION by Member Portu, recommends reallocating the remaining funds provided to the Parks and Recreation Advisory Committee for shade structures/umbrellas at Veterans Community Park at city staffs discretion seconded by Member Hogan. (8) STAFF COMMUNICATIONS ID 23-2958 July 2023 Staff Report City of Marco Island Florida Page 3 Parks and Recreation Advisory Meeting Minutes - Final July 18, 2023 Committee Samantha Malloy, Manager, Parks, Culture and Recreation stated that Parks and Recreation and Fleets and Facilities have received numerous inquiries regarding the lake at Mackle Park. The two departments are aware and are trying to rectify the issue and are working with the Lake Management Company, Environmental planner, and Collier County. Chair Richards would like to know if the fountain(s) are the problem. Miguel Carballo, Fleets and Facilities Manager mentioned that the fountain(s) at the retention pond is cosmetic and does not recirculate the water. Fleets and Facilities received a quote for a bubbler and the cost is about $30,000. The bubbler would help to maintain the oxygen levels, but this doesn’t guarantee that this issue would not happen again. Also, when treating the retention pond for overgrowth of plant life, sometimes the reduction of plant life will cause the oxygen levels to reduce. The fountain that is there does not circulate the water; it just pulls water from the surface. Fleets and Facilities is working on getting the fountain repaired due to mussels affecting the motor. The Fleets and Facilities department is working with the Lake Management company to address the mussel growth in the retention pond. Chair Richards questioned if the Fleets and Facilities department was looking into getting the fountain fixed. Mr. Carballo replied yes. Ms. Malloy stated that Parks and Recreation and Fleets and Facilities are trying to determine if it is in the best interest of the City to continue the upkeep of the fountain due to the amount of time and cost to clean the fountain and remove the mussels. At this time, a solution has not been found to prevent the mussels from attaching themselves to the fountain and clogging the motor. Member Hogan inquired about the Engineering drawings for the Pickleball Courts. Mr. Carballo stated that the Engineering Company is finishing the three concepts. Fleets and Facilities should have the three concepts in about a week or two for the Parks and Recreation Advisory Committee to review. The Engineering Company is in the process of finalizing the concepts. Mr. Carballo mentioned there are proposed funds set aside already for the project. Chair Richard asked if the three concepts can be sent via email. Ms. Malloy replied, yes it can but recommendations have to be made during a meeting. Member Portu asked when will the FY24 budget be finalized. Mr. Carballo replied the City Council Operating Budget Workshop is scheduled for July 24th, 2023, and there will be two meetings in September. (9) PUBLIC COMMENT Nancy Lee Willer-Spector, 1645 Rainbow Court, Marco Island suggested using the extra funds to improve the fountain(s) at Mackle Park Lake. (10) NEXT MEETING: CONFIRMATION & ATTENDANCE August Parks and Recreation Advisory Committee Meeting will be cancelled. Next meeting will be September 19, 2023, at 3:30 pm.
