(2) ROLL CALL Present: 5- Member Hogan, Member Kelly, Member Shagott, Vice-Chair Siegel and Chair Richards Absent: 2- Member Conner and Member Portu ALSO PRESENT Samantha Malloy, Manager, Parks, Culture and Recreation Daniel Smith, Director of Community Affairs Miguel Carballo, Fleets and Facilities Manager Martha Montgomery, Fleets and Facilities Supervisor (3) PLEDGE OF ALLEGIANCE Led by Chair Richards. (4) APPROVAL OF THE AGENDA Chair Richards requested to approve the Agenda. MOTION by Vice-Chair Siegel, seconded by Member Hogan to Approve the Agenda. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Member Hogan, Member Kelly, Member Shagott, Vice-Chair Siegel and Chair Richards (5) APPROVAL OF THE MINUTES Minutes for PRAC Meeting held on July 18, 2023 will be approved during the PRAC Meeting on September 19, 2023. Chair Richards stated the minutes for July 18, 2023, meeting will be presented for approval at the next PRAC Meeting on September 19, 2023. (6) OLD BUSINESS Racquet Center Conversion Discussion ID 23-2984 Racquet Center Conversion Discussion - Marco Pickleball Concepts Miguel Carballo, Fleets and Facilities Manager presented three design options for the Racquet Center along with costs for these projects. The goal is the get the Committees recommendation for the best option and best option will be presented to City Council, Phase 1 involves conversion of Tennis Courts 7 & 8 and may need to raise Racquet Ball Bldg and Stadium Court. Phase 2 involves the remainder of the conversion of the Racquet Center, i.e., parking lot, and City of Marco Island Florida Page 1 Parks and Recreation Advisory Meeting Minutes - Final August 15, 2023 Committee lighting. The Engineering Company, Agnoli, Barber and Brundage, Inc. designed three options for the conversion of the Racquet Center. Option A: Provides 89 parking spaces, much larger recreational facilities, and most ergonomically designed. This option will not allow Phase 1 and Phase 2 to be completed. The cost for this would be $5,655,347.81. Option B: Provides 81 parking spaces, involves new facilities, the courts would have more space in between them, and this option can be phased out. The cost for this would be $4,778,689.88. Option C: Provides 80 parking spaces, keeps existing facility, builds parking around it, but operationally the staff does not recommend because everyone would have to walk to the small building check-in and walk through the parking lot to get to the courts. The cost for this would be $2,988,404.38. All three options have the same court dimensions. The court dimensions are 30 ft x 60 ft which provides 8 ft at the baseline and 5 ft at the sideline. Fleets and Facilities compared the dimensions of the courts for Racquet Center to East Naples Community Park and the Marco YMCA. Phase 1 Option B Configuration: Would involve converting courts 7 and 8 into eight pickleball courts, add a shade structure, add walkway connecting into the existing park, and would have to demo the stadium court because the most northern courts would be over it, demo the Racquet ball building and create overflow parking with either grass, gravel, or asphalt. The estimated cost for this would be $786,025.00. Phase 2 Option B Configuration: This would involve creating a new parking lot, adding the new facilities, and creating the remainder of the courts. The estimated cost for this would be $3,992,664,88. The Engineering Company mentioned that by phasing the project, mobilization fees would be incurred. If the project was done all at once, a total of $424,000 could be saved. Phase 1 Option C: Would involve converting courts 7 and 8 into eight pickleball courts, add a shade structure, add walkway connecting into the existing park, and would have to demo the stadium court because the most northern courts would be over it, demo the Racquet ball building and create overflow parking with either grass, gravel, or asphalt. The estimated cost for this would be $883,343.75. Phase 2 Option C: The cost for this would be $2,105,606.63. Phase 1 Option A: This project is not designed to be phased. The project would be done all once with a cost of $5,655,347.81 budget permitting. The staff’s recommendation based on feedback done with stakeholders, Option B is the best. Member Kelly asked how the Engineering company got the 5 ft and 8 ft dimensions. Mr. Carballo stated that the Engineering company took a standard court size taking into City of Marco Island Florida Page 2 Parks and Recreation Advisory Meeting Minutes - Final August 15, 2023 Committee consideration what meets regulation and storm water requirements. Vice-Chair Siegel asked what the probability the City Council will approve the total cost of $4,778,689.88 is. Mr. Carballo stated that Phase 2 will be discussed at the next City Council meeting. Phase 1 was already presented to the City Council which was tentatively approved for $350,000. The biggest difference was the soil samples. The soil samples showed only sand, no base and lime rock will have to be brought in to form a proper foundation. Chair Richards asked for a motion to select Option B, the entire project if the funding is available, and if not, start with Phase 1. MOTION by Member Hogan, seconded by Vice-Chair Siegel to Approve the Agenda. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Member Hogan, Member Kelly, Member Shagott, Vice-Chair Siegel and Chair Richards (7) NEW BUSINESS None (8) STAFF COMMUNICATIONS No Staff Report at this time.
