He suggested the time to be after Staff Communications which is generally within the first half hour of the meeting. By consensus it was determined to be schedule at 9:30 with a floating time frame in order to not interrupt any discussions. MOTION by Member Farnsworth to approve the agenda. Regarding the storm water discharge reported by Mr. Young at West Winterberry Bridge outfall, City staff and Collier County Pollution Control investigated and it was determined that the source of the discharge was red clay from the Winterberry Park ball field. Public Works and the Parks and Recreation staff have implemented a temporary fix by putting filter fabric on the inlets and they are working on a long-term solution to prevent future occurences. First quarter water quality data was received from Collier County Pollution Control and reported to the committee. Samples of Chlorophyll A were reported high at the Hummingbird location. Both the Hummingbird and Windmill area have a history of relatively high Chlorophyll A samples compared with the other 10 Marco Island sample sites. Mr. Chustz has contacted the golf course regarding best management practices as they are exempt from the fertilizer ordinance. Mr. Chustz presented a graph of Marco Island Total Nitrogen geometric means. The graph did show elevated total nitrogen levels on all twelve testing sites on Marco Island. All information is available through the DEP website STORET and can be found by following this link: http://prodenv.dep.state.fl.us/DearSpa/public/welcome PUBLIC COMMENT City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final April 20, 2017 Debbie Roddy, Watson Road, Vice-Chair Coastal Advisory Committee advised that the County has recommended a contractor to address and fix the problems at Collier Creek. She also reported that the County has worked on 11 ATONS. Vic Rinke, Lamplighter Dr, 6 or 7 years ago the San Marco Pumping Station 30 pumped all night long and ran across San Marco and into the Landmark Waterway. There are no testing stations until you get all the way down on Landmark.He also mentioned construction sites where construction waste is being left in the sand. The soil is becoming impermeable. Mr. Heindl suggesting reporting this information to the City Code Enforcement. (6) OLD BUSINESS A. OCEAN HABITATS PRESENTATION - JIM TIMMERMAN Mr. Timmerman, Ocean Habitats, presented a report. B. WAC GROUP EMAIL UPDATE Mr. Chustz reported that he could not provide an update at this meeting. This will be added to the next meeting's agenda (7) NEW BUSINESS A. BUDGETING FOR ATON AND PATON REPAIR AND MAINTENANCE Mr. Heindl met with Interim City Manager Gil Polanco to discuss the inclusion of ATON and PATON repair and maintenance as a line item as part of the City budget. Mr. Polanco and Mr. Pinter agreed that those monies will not be part of the WAC budget. Mr. Heindl suggested that Mr. Parcelles meet with the Interim City Manager and Mr. Pinter to discuss what they feel the budgetary need is and report back to the committee. Mr. Parcelles will reach out to the City Manager and Tim Pinter. This item will be continued on the next Agenda. Public Comment Jim Timmerman, 831 Perrine Court, advised that the City is responsible for approximately 60 markers. The past City Manager gave the directive to Tim Pinter that if there was one in serious need of repair it ID 17-1559 Aton & Paton Repair and Maintenance Costs B. REVIEW OF THE WATERWAYS COMMITTEE FY18 BUDGET There was discussion regarding what each WAC member felt should be included the WAC Budget. Steve Sokol questioned if there are any essential publications that the WAC would like to produce. Robert Roth speaking in reference to MS4 would like to budget for the identifying stickers for catch basins. Monica Pierce advised that her main impetus to be on committee was the maintenance and repair of ATONS and PATONS. Mr. Heindl advised that it could be part of the budget in terms of communication with the public. Rodger Parcelles mentioned a separate line item for water quality testing and whether it is budgeted within City of Marco Island Florida Page 2 Waterways Advisory Committee Meeting Minutes - Final April 20, 2017 the City budget. Chadd Chustz had a proposal from Collier County Pollution Control for quarterly testing to include metals in the amount of $18,695 as part of the City Budget. Mr. Parcelles also suggested a separate line item for the WAC budget discretionary funds to generate public safety and public awareness materials and/or promote events to educate the public. Mr. Young does not think quarterly testing is enough. He does not believe in averaging. He wants to do monthly testing. He did reach out to the County for the cost of monthly testing but not had heard back at the the time of the meeting. Mr. Chustz advised it is approximately $2,000 a quarter. Mr. Farnsworth mentioned that the committee could start to address some of the questions and studies that are not being addressed currently such as how water moves in and out of canals, water depths and the impacts of changes from various laws passed in the City. He also feels that education is important reaching out to construction companies, contractors retailers, condominium and property owners and booths at local events to educate the public. Mr. Heindl advised that we are looking at the discretionary budget at this time. He would like to see a survey of canal dwellers and how they feel about the clarity of the water in their canals. He would like to remind everyone how valuable the water is in their backyard. It would be nice to have a central database regarding complaints. Public Comment Don Bonica, 850 South Collier Blvd. We all see the degradation of the water. We are aware of the work the WAC is doing and applaud you. The residents do care about the water quality. Doug Bassich, 1132 Lamplighter Court. The biggest problem on the island is we have swales that do not exist anymore. Making the swales they way they were when the island was created should be included in the budget. Discussion continued regarding setting a budget for discretionary funds. Rodger Parcelles suggested to the Chairman to request from City Council $10,000 for discretionary funds. MOTION by Vice-Chair Parcelles to direct the Committee Chariman to request $10,000 in discretionary funds in the Waterway Committee's 2018 budget. Seconded by Mr. Roth. No Vote. MOTION by Vice-Chair Parcelles to direct the Committee Chairman to request $15,000 in discretionary funds in the Waterway Committee's 2018 budget. Seconded by Member Farnsworth. STORM WATER INLET FILTER FACT FINDING MISSION Mr. Heindl requested that Mr. Chustz contact Mr. Pinter regarding setting up this fact finding meeting. (8) COMMITTEE COMMUNICATIONS Mr. Young discussed the storm water outlet filters and their efficiency. He has heard no discussion regarding the commercial properties. Those are questions that should be at the MS4 Workshop. Mike Mueller, 1109 Strawberry Court, would like to encourage at the workshop and in budgeting to determine if a consultant can be hired to look at how other communities have solved the problem. A. STORMWATER ORDINANCE DISCUSSION Mr. Heindl encouraged the committee members to educate themselves on the ordinance and proposed changes and to come prepared for the discussion at the next meeting. ESPLANADE LIVEABOARDS Ms. Pierce advised that this issue was brought to her attention by Mr. Arceri a resident at Esplanade Building 1. The marina has requested from the FDEP they be excused from the water quality testing that they were supposed to be doing as part of their permit. The residents at the Esplanade feel that these are baby steps toward applying to remove the prohibition for liveaboards in the marina. Public Comment John Arceri, 720 N. Collier Blvd., a liveaboard is defined by the FDEP as somebody who lives on the boat for 5 consecutive days or 10 days in a 30 day period. The marina is requesting the FDEP remove the requirement of testing the waterway that they were required to do under their permit. They have not done any testing since 2006. They feel that this is the first step to allow permanent liveaboards. He feels that the City should contact the DEP to not allow the removal of the water quality testing. Bill Trotter, 720 N. Collier Blvd. , He said that that the condo association hasn't addressed this because it has not come up yet in terms of a change to the PUD. The anchoring in the bay should be actively monitored by the police. There is a brochure the police have to advise the boaters that they can pump out at the marina. There is also a die tablet to check on the boats bilge pump. John Ward, 679 Thrush Court, recommends the fecal chloroform test as a simple straightforward test. Mr. Heindl suggested continuing this as an agenda item regarding water quality testing around marinas. Mr. Chustz will following up with the FDEP regarding the marina and whether or not they are in compliance. By consensus this will be added to next months's agenda and the marina will be invited to attend the meeting to discuss their side of this issue. A. MS4 WORKSHOP DISCUSSION The MS4 Workshop is scheduled for april 24th at 9:00 AM. Mr. Heindl asked the committee to review the MS4 permit and be ready and prepared to discuss at the workshop.
