Chair Heindl called the meeting to order at 9:00 A.M.
(1) ROLL CALL
Present: 6- Ben Farnsworth, Vice-Chair Rodger Parcelles, Chair Heindl, Steve Sokol, Monica
Pierce and Sam Young
Absent: 1- Robert Roth
(2) PLEDGE OF ALLEGIANCE - Led by Chair Heindl
(3) APPROVAL OF AGENDA
Member Farnsworth requested adding a discussion topic on the recent Coastal Advisory Committee
meeting for a future agenda item. Chair Heindl suggested he speak about it during committee discussion
for the agenda today.
MOTION by Vice-Chair Parcelles, seconded by Member Pierce, to approve the
Agenda. MOTION CARRIED BY THE FOLLOWING VOTE:
Yes: 6- Member Farnsworth, Vice-Chair Parcelles, Chair Heindl, Member Sokol, Member
Pierce and Member Young
Not Present: 1- Member Roth
(4) APPROVAL OF MINUTES

Member Young requested changing the minutes to reflect his vote as "no" under the swale definition in the
May 18, 2017 Waterways Advisory Committee minutes.
MOTION by Member Farnsworth, seconded by Vice-Chair Parcelles, to approve
the May 18, 2017 minutes as amended. MOTION CARRIED BY THE FOLLOWING
VOTE:

(5) STAFF COMMUNICATIONS
a. Public Works Director Tim Pinter Discussion
City of Marco Island Public Works Director Tim Pinter gave a power point presentation on the following:
*Thunderstorm surge on Marco Island, June 5 through Jume 8, 2017 where 18.43 inches of rain fell
*Standard Operating Procedure - two (2) inches of rain or greater, staff pulls the grates on storm drain
inlets starting with the major thoroughfares
*1300 or more inlets on Marco Island with only six (6) staff members that work in the field
*Work from the 2000 Marco Island Master Drainage Plan which tasks staff to remove and replace all
inaccessible inlets constructed by the Mackle Brothers and bring up to the new standards created by
Florida Department of Transportation (FDOT)

*Aton Green Marker five (5) at Caxambas Pass will not be replaced as the Coast Guard deemed it as not
being necessary and Aton Green Mark seven (7) at Caxambas Pass will be replaced and completed
within six (6) weeks
*Stormwater Ordinance is not a part of the Land Development Code (LDC), it will be incorporated into
Chapter 18 of the Municipal Code of the City of Marco Island
*Swale definition is used from the Southwest Florida Management Water Management District (SWFMWD)
** Swale definition: "swale" means a man made trench that
a. has a top width to depth ratio of the cross section equal to or greater than 6.1 or side slopes equal to or
greater than three (3) feet horizontal to one (1) foot vertical;
b. contains contiguous area of standing or flowing water only following a rainfall event;
c. is planted with or has stabilized vegetation suitable for soil stabilization stormwater treatment and
nutrient uptake and:
d. is designed to take into account the soil erodibility, soil percolation, slope, slope length and drainage
area so as to prevent erosion and reduce pollutant concentrations of any discharge
b. Environmental Specialist Chadd Chustz
Chadd Chustz gave a power point presentation on the following:
*Fertilizer education materials; flyers distributed to both Ace Hardware stores on the island, Code
Enforcement (English and Spanish) to pass out to landscape contractors and will air on Marco TV
*Rookery Bay offers education and training - "www.rookerybay.org"
*"www.fertilizesmart.com"
*Red tide updates
*FDEP Water Quality Monitoring Kits Field Parameters
ID 17-1742 Staff Report - Chadd Chustz
Environmental Specialist Chadd Chustz presented his report and answered the Committee's questions and
concerns. Chair Heindl asked about a raw sewage spill at a lift station near the Snook Inn and Mr. Chustz
replied he was not aware but will verify and report back to the committee at the next meeting.

It is noted for the record there were nine (9) members of the community present.
(7) COMMITTEE DISCUSSION
Vice-Chair Parcellas asked if staff could provide hard copies of the documents attached to the agenda
because of the cost of ink cartridges and paper.
Member Farnsworth (disclosed as president of Villa De Marco West Condominium Association) provided
a power point presentation on an update from the Collier County Coastal Advisory Committee meeting
regarding a determination from the modeling study for Collier Creek and Marco River.
A. Canal Watch Program

Member Young advised the Committee Members he will reach out to Mr. Harry Phillips, biologist with the
City of Cape Coral, Florida to attend the July 20, 2017 Waterways Advisory Committee meeting to present
information on a canal watch program.

(8) NEW BUSINESS
A. Water Quality Monitoring Program
Chair Heindl summarized the June 8, 2017 Waterways Advisory Committee workshop meeting, it was
determined by consensus to move to to monthly testing, add Landmark Waterways location as an
additional testing site and add turbidity.
Public Comment: None
MOTION by Chair Heindl, seconded by Member Young, to recommend to City
Council to change from quarterly testing to monthly testing for all twelve (12)
locations plus Landmark, add Landmark Waterways as an additional testing site
and add turbidity to the analytes. MOTION CARRIED BY THE FOLLOWING VOTE:
Yes: 6- Member Farnsworth, Vice-Chair Parcelles, Chair Heindl, Member Sokol, Member
Pierce and Member Young

A. Stormwater Utility
ID 17-1701 Stormwater Utility Discussion
This item was deferred.
B. Stormwater Ordinance Update Status & Initial Review of Construction Standards
Handbook for Work Within Public Right Away. [REFERENCED IN STORMWATER
ORDINANCE sec.18.214(b)(2)]
Vice-Chair Parcellas suggested the Chair go through the handbook and highlight the areas of interest to
the Committee instead of discussing the whole book and the Committee concurred. This discussion will
be forwarded to the next meeting and the Committee is requesting Public Works Director Tim Pinter be in
attendance.
ID 17-1739 Stormwater Ordinance
Public Works Director Tim Pinter gave a presentation on the proposed Stormwater Ordinance and
answered the Committee Member's questions and concerns. His recommendation is to add the definition
of a "swale" as outlined in the Southwest Florida Water Management District (SWFWMD).
MOTION by Member Farnsworth, seconded by Member Pierce, to recommend
approval to City Council, the Stormwater Ordinance as presented by Public
Works Director Tim Pinter amended to include the definition of "swale" as
defined in the Southwest Florida Water Management District. MOTION CARRIED
BY THE FOLLOWING VOTE:
Yes: 5- Member Farnsworth, Vice-Chair Parcelles, Chair Heindl, Member Sokol and
Member Pierce
No: 1- Member Young

C. Marina Water Quality Monitoring
It is noted for the record, Member Roth is now present for the meeting at 10:42 A.M.
Member Farnsworth asked for a representative from Department of Environmental Protection (DEP) and
the Marina dockmasters to attend a future Waterways Advisory Committee meeting. Mr. Chustz will reach
out and provide an update to the Committee Members.
Member Pierce provided an update on City Council's decision to appeal the Esplanades' request to cease
water quality testing.
