(1) ROLL CALL Present: 7- Member Farnsworth, Vice-Chair Parcelles, Chair Heindl, Member Sokol, Member Pierce, Member Roth and Member Young (2) PLEDGE OF ALLEGIANCE - Led by Chair Heindl (3) APPROVAL OF AGENDA Committee Member Young requested moving Item 5 (Staff Communications) to the end of the meeting and the majority of the Committee Members opposed. Chair Heindl requested adding Committee Communications after Item 9 (New Business) and the Committee Members concurred. MOTION by Member Young, seconded by Chair Heindl, to approve the agenda as amended. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 7- Member Farnsworth, Vice-Chair Parcelles, Chair Heindl, Member Sokol, Member Pierce, Member Roth and Member Young (4) APPROVAL OF MINUTES ID 17-2154 November 16, 2017 Waterways Advisory Committee Meeting Minutes MOTION by Member Farnsworth, seconded by Member Pierce, to approve the November 16, 2017 Waterways Advisory Committee Minutes. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 7- Member Farnsworth, Vice-Chair Parcelles, Chair Heindl, Member Sokol, Member Pierce, Member Roth and Member Young (5) STAFF COMMUNICATIONS a. ID 17-2155 Environmental Specialist - Chadd Chustz Marco Island Environmentalist Chadd Chustz gave a powerpoint presentation on the following: *Harmful Algal Blooms *Collier Creek Update *Report Waterways Debris to "MarcoIslandWaterwayDebris@gmail.com" Marco Island Special Operations Officer Clayton Smith updated the Committee Members on the debris removal from the waterways. Committee Member Farnsworth disclosed himself as the President of Villa De Marco West Condominium, provided a slideshow presentation on the updated progress of the damaged buildings. City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final December 21, 2017 (6) PRESENTATION a. Gregg Strakaluse, Director of Streets & Stormwater, City of Naples Mr. Gregg Strakaluse, Director of Streets and Stormwater for the City of Naples, gave a presentation on the storm water utility for the City of Naples and answered the Committee's questions and concerns. He advised the Committee that a master plan is key to identifying the problems and proposing solutions for putting a price tag estimate on that to help determine what the stormwater utility rate could be. Public Comment: Mr. Vic Rinke, 100 Lamplighter Drive, asked about the enforcement mechanism. Mr. David Crane, 1076 Gayer Way, inquired on how many outfalls in Naples Bay and the Gulf of Mexico and any floatables. Mr. Jim Timmerman, 831 Perrine Court, commented on nutrients and asked what to remove from the waterways in order to improve water quality. (7) PUBLIC COMMENT (Time Certain 10:00 A.M.) Mr. Bill Trotter, 720 North Collier Boulevard, displayed the City of Marco Island Boating Safety brochure and asked if he could be distributed by the Marco Island Marine Officers while on patrol and believes it needs to be revised. Mr. Al Musico, 907 Panama Court Unit 503, disclosed he is a Board Member of Maxime Club of Marco Island Condominium and advised they are looking to replace their seawall in the next couple of years. The project is in place and they will be coming forward with a variance. He noted if any individual on the Waterways Advisory Committee has a problem with the project, he is more than willing to address those concerns. Ms. Debbie Roddy, disclosed herself as the Vice-Chair of Collier County Coastal Advisory Committee, gave an update on the missing green marker five (5) in Caxambas Pass. Since it has been decided not to be replaced based on a Florida Fish and Wildlife Conservation Commission (FWC) report, she has contacted a member of the boating community that will be initiating a petition. Mr. Jim Timmerman, 831 Perrine Court, read an email into the record from Ms. Melissa Scott, Marco Island Academy Principal. (8) OLD BUSINESS a. ID 17-2156 Collier Creek Update This item was discussed under Staff Communications. b. ID 17-2159 Seawall Manual Review This item was deferred. City of Marco Island Florida Page 2 Waterways Advisory Committee Meeting Minutes - Final December 21, 2017 (9) NEW BUSINESS a. Summary of Recommendations to City Council Chair Heindle held a discussion on the process of moving items forward to City Council. He is inquiring if the Committee should recommend hiring a consultant to help formulate the Committee's recommendations in a formal presentation that City Council can adopt with creditability, scientific integrity with a thorough approach that would be necessary to deal with Marco Island stormwater and water quality plan. City Manager Lee Niblock advised the Committee Members it is Staff's responsibility to hire a consultant. He commented he is seeking to hire a full time Stormwater/Cleanwater Engineer and is asking for the Committee's support in this recommendation to City Council. ID 17-2162 Swale Management, Stormwater Utility, Evaluation of Water Quality Monitoring MOTION by Member Farnsworth, seconded by Vice-Chair Parcelles, to support the City Manager's plan to hire a Stormwater Engineer for the City of Marco Island and for Chair Heindl go before City Council with the recommendations and name someone from the Waterways Advisory Committee to be the liaison between Staff and the Committee. NO VOTE TAKE ON THIS MOTION MOTION by Member Farnsworth, seconded by Chair Heindl, to support the City Manager's aggressive approach to a stormwater cleanwater program. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Member Farnsworth, Vice-Chair Parcelles, Chair Heindl, Member Sokol, Member Pierce and Member Roth No: 1- Member Young (10) COMMITTEE COMMUNICATIONS Member Young held a discussion on his opinion of the suntree filters. It was recommended Public Works Director Tim Pinter be in attendance to answer the Committee's questions and concerns. MOTION by Member Young, seconded by Member Pierce, to recommend to City Council, that all suntree filters be removed from Marco Island, freeing up $163,000 in the budget. MOTION FAILED BY THE FOLLOWING VOTE: Yes: 2- Member Pierce and Member Young No: 5- Member Farnsworth, Vice-Chair Parcelles, Chair Heindl, Member Sokol and Member Roth City of Marco Island Florida Page 3 Waterways Advisory Committee Meeting Minutes - Final December 21, 2017 MOTION by Member Young, seconded by Member Pierce, to recommend to City Council eliminating any more expenditures of suntree filters in the current budget.
