Landscape Maintenance Update - Steve Pawlowski not present, Tim Pinter reported. Director Pinter - Medians on Collier Blvd., South Barfield and Sandhill were damaged, was included in project, tree removal, and replacement of trees. #13 , #14 need tree installation, meter replaced, City providing water service by water truck. Next process: Affordable will provide service Crews for Irma damage, replacing signs, and emergency replacements. February back to normal maintenance operation in parks & medians. Keeping track of medians, R.O.W. (lost trees) removed, in better weather will be re-sodded. Took 148 stumps out of public ROW. Chair Colombo represented BAC at City Council meeting past Monday, City is not substituting any plants in medians, medians are completed from Irma, Bougainvillea, replacing with same plant. Al Benarroch reported replacing green ficus. Crown of Thorns on South Barfield being replaced, (10) are dormant. Policy is to replace in kind, if pull out of median, just leave as is. Present to City Council to not plant Crown of Thorns, now have different situation remove and replacing dead plants on Collier Boulevard (not South Barfield) #1, and 3 will add Crown of Thorns. Barfield to re-landscape 1,2,3 on South Barfield. Mr. Niblock stated Monday evening PO was approved by City Council, authorizing him to review what was going to happen. Next week meeting with Affordable Landscaping to look at some locations, don't replace, look at alternatives. b. Staff Report - Chadd Chustz (hand-out at meeting) Mr. Chustz presented: Burrowing Owls - encourage to educate public on private property studying what does not work. Public can get information on line at OWLWATCHMARCO@gmail.com if interested. Adaptable birds. Member LaGrotta - Calusa Park has wide open spaces, pathway will be paved in Spring, can place owl perches afterwards. Owl nesting season is coming up. Walkways with trees for shade will be planted in Calusa Park. Material for nests perch, dig hole - no research. c. Update on City Sign Replacement, i.e., Parks & Goodland signs Chair Colombo - Concerns on vegetation on plants near Goodland sign, and high tide with water near sign. Sunshine Mimosa, Coontie will not survive. Full moon water is high. Cabbage palms or Chinese fan will work, do not block sign. BAC recommendations agreed to approve cabbage palms, sea grapes, Chinese fan palms, with zeriscape rocks. Mr. Pinter will re-do plan. City Signs were ordered and will be soon. Harder material for new signs for Calusa Park, Mackle Park and Winterberry Park. d. FY18 BAC Budget Montly Report Nothing used from December 2018. (5) COMMITTEE COMMUNICATIONS a. Butterfly Garden Member LaGrotta stated had four (4 ) clean-ups since Irma. Cost to edge beds was $500, fertilize and mulch from Island Garden Center to grade cost $1,885.00, and fix trellis posts. 200 linear feet, fertilizer, use fine layer of nuggets, mulch, waiting for grant for more plantings. Mr. Benarroch suggested using nuggets, they don't deteriorate. Can use eucalyptus mulch. Member Irwin stated Member LaGrotta is trying to finish project did not have funds for in the past, can it wait to see about grading being done by pathway contractor? Contractor coming in bid process next Thursday, under construction by March, April 2018. MOTION by Member Anuta, seconded by Member Milner, to request $1,885 for Butterfly Garden maintenance be approved. Member Milner suggested to set aside trees for BAC to offer to citizens, need date of event for Arbor Day postponed from January. Add to next month agenda. c. February Presentation - Palms, Trees & Storms" - February 13, 2017 Feb.13, 2018 - Presentation Topic: Palms, Trees, and Storms @ 2:00 p.m.- 4:00 p.m. location in Comm. Room, an electric sign has been requested. Will revise flyer, send to Ms. Mastronardi, to send to BAC and Parks & Recreation Advisory Committee members, add to Facebook page. FY18 budget has $1,000 for each program, donate with left over funds for flyer ads in newspapers $250.00 Marco Eagle, and Coastal Breeze. Chair Colombo will send. Donate to spekers' - $100.00 each (not to speakers). All agreed. $500 for ads, $200 for expenses printing, $300 donations. All Agreed. d. Committee Concerns Tree City USA sign was destroyed by Irma. Re-certified for 9th year in row. Ms. Mastronardi will check to receive another sign for Arbor Day Foundation. (6) OLD BUSINESS a. 2017/2018 Median Plant Selections Reconsidered Recommendation for replacing with new plant selection deemed to be good from suggestions at last BAC meeting. Mr. Pinter reported median #3 on Barfield Drive was selected last year for completion in 2017-2018 - #'s 1,2,3 medians on Collier Boulevard - plant material planting (belongs) by state, City only maintains it. Can only replace with same material. (Buttonwood north to Jolley Bridge). Medians #12,13 ($15,000 each) & #6 ($15,500) in plans for FY17 budget. FY18 - new plantings So. Barfield Drive median #'s 1,2 part of 3. Pick one location to continue - $20,000 to use this year - select a median to continue completion of median #3, then #4. MOTION by Member Anuta, seconded by Member Irwin, to finish median #3 on Barfield with BAC FY18 $19,000 budget and continue on to Median #4 to be approved. City Council Meeting - Report/Request City Council supported landscaping contract, nevertheless, the City Manager will explore possible improvements. . c. Banner Update/Beach Access Banner Replacement Discussion New banners look great on Collier Boulevard. 80 banners were installed. Beach Access banners, Winterberry Drive (by Hilton/Marriott Crystal Shores) for next month meeting. Members tasked with visually inspection for best location. d. Storm/Private Pond Assessment/IFAS Fertilizer Palms & Landscaping Discussion Mr. Chustz presented the following: ShoreScaping: IFAS Extension - Ken Liddell provided slide presentation information AquaScape Design Goal Characteristics of Healthy SWFL Ponds - Marco is not measuring storm quality in ponds - $10,000 in City budget for pond management ph, etc. FL Friendly Landscaping Littoral Planting Zones ShoreScaping Resources Consensus by Collier County assessment recommendations - Maintain height level around pond, clippings in pond, add to beauty, more plantings and water quality assessment. Maintain, plant and check water quality. All agreed. (7) NEW BUSINESS a. Discussion on Tree Workshop - How to Proceed with Tree Policy Recommend ideas for types of Tree Ordinance: Street Tree - planting/removal, maintenance and removal for public, parking lots Tree Protection Ordinance - tree with historical significance, and encroaching - Conflicts, block view City has Tree Ordinance for private and commercial properties (under LDC) Member LaGrotta stated there were donated memorial trees, planted with marker in front of tree, who replaces if damaged, where planted, where damaged, who pays to replace tree. Recommendation from BAC for a new Tree Ordinance: 1 On-line guideline ideas on ISA tree ordinance for developing the Tree Ordinance. 2. Donated memorial trees, if removed-who replaces and pays, location planted, damaged 3. Specify type of trees, away from power lines - height restrictions 4. Type of trees, size and growth of trees 5. Swales - resident maintains does not plant on ROW without permit 6.
