Present: 6- Chair McCann, Vice-Chair Lamb, Member McChesney, Member Novak, Member ODonnell and Member Eastman Absent: 1- Member Curiale (2) APPROVAL OF AGENDA MOTION by Member McChesney, seconded by Vice-Chair Lamb, that this be approved. Staff Report Discussion - Chadd Chustz Mr. Chustz presented: Red Tide - Call Collier County for updates Statewide Karenia Brews Fish Kill Hotline - Reports statewide Call FWCC - Report sick, injured or dead fish, mammals, location Shore flies - Infestation Beach flyer - for hotels, revise brochure (BchRAC will update) Plastics on beach - Wait for City Council to get through City Ordinance Amendment banning plastic straws Royal Seafarer hired non-licensed contractor to clear vegetation from dune area. Contractor did not get permit and cleared approximately 70% of vegetation. Referred to FDEP for dune restoration. b. MIPD Beach Patrol Report - Officer Clayton Smith City of Marco Island Florida Page 1 Beach and Coastal Resources Meeting Minutes - Final January 17, 2018 Advisory Committee Officer Smith presented: Aerial view showing damages to dune at Royal Seafarer reported on November 30th. Glass on beach - 26 violations. Flyers distributed to business owners and retailers. 6 animal violations - need more "No Dogs on Beach" signs on Sand Dollar Island, other beach violation was for grills on beach. More debris coming on shore due to Hurricane Irma. Regarding "No Glass on Beach" signs, made contact with management at store level, will visit corporate at Walgreens & Publix. Violations dropped by word getting out. Member Lamb stated dogs walking with owners, some are not service animals. Inform hotel guests regarding beach rules. ID 18-028 MIPD Beach Patrol Report for Dec 2017 Attachments: DEC 2017 Beach section for CM Report (5) COMMITTEE COMMUNICATIONS a. City Beach Stewardship Program Update - Maria Lamb Vice Chair Lamb suggested invigorate 2018 program with training. Recognize past Beach Stewards - Years ago were regular beach walkers who educated beach goers. Responsible for adding benches on beach. Need BchRAC member in charge of Beach Steward Program - members think about taking over. b. Beach Clean-Up Schedule 2018 Beach Clean Up Schedule - Scheduled Saturday, February 10th in honor of Bernardo Bezos at South Beach at 8:00 a.m. Member Lamb recommended obtaining help from Marriott. Nick Wagner, Marriott will get in touch with Jeff Hartzler. Marriott want to partner with Beach Committee. If vehicles are needed to help clean up, Mr. Wagner can accommodate. c. Beach Yoga Events 2 fund raising events (dates to follow) group is sponsoring. Yoga group donating profits to Committee to purchase signs, brochures, coolers for beach clean-ups. Yoga on Sundays every weekend. (6) OLD BUSINESS a. Plastic Straws - Beach Ordinance Mr. Chustz presented: Plastics (straws, cups, lids, bags) in our oceans are harmful to wildlife. City of Marco Island Florida Page 2 Beach and Coastal Resources Meeting Minutes - Final January 17, 2018 Advisory Committee "One Less Straw" campaign (only give out straws if requested) Statewide "Plastic Bag Ban" Ordinance (penalties) Draft Beach Ordinance was sent to City Council in October 2017. Existing ordinance 98.12 referring to litter on beach - plastic is litter. City Manager, Dr. Lee Niblock - stated Beach Ordinance on agenda for Feb 5th, and second reading on Feb 20th. Do not focus only on straws, City wide ordinance, plastics bags more detrimental to wildlife, plastic straws more visual. He suggested biodegradable straws dissolve quickly. Speak to Councilor Rios to expand ban of items. Dr. Leatherman (a.k.a. Dr. Beach) to co-sponsor beach community discussion ready for Marco Island. Working with staff for resolutions, now have expanded mission, address more solid foundation to committee. Chair McCann will meet with City Manager and Dr. Beach for discussion on beach presentation Chair McCann due to expansion of committee, changed mission for committee name change. Favor of plastic bag ban Citywide. City Manager Niblock will support activities Marriott's role in non-plastic straw program, Nick Wagner tried different biodegradable straws consisting of corn starch/cane sugar straws, are holding up . Lids will be discussed. New Signage project in works, will speak about straws. Can help with brochure (preferred verbiage) for hand-out package given to guests upon check in. Mr. Wagner stated Marriott can house Dr. Beach. b. Review of Goals/Mission Statement Reviewed Goals/Mission Statement last meeting. Beach Ordinance (eliminating plastics bags island wide). Feb. 5th City Council meeting, plastic straws, ban on beach eliminating plastic bags island wide. Ordinance is on agenda. MOTION: Add to 2018 goals, all in favor. Member Eastman - inquired if data on other sources of plastic? Focused on smaller bags. Member McChesney - no specific numbers, mostly straws & butts, not many bags. Member O'Donnell - problem is litter, need to educate condos, hotels, and visitors. Need more trash receptacles. Take classes on Beach Stewardship. Need to fix problem without beach clean-ups. Member Lamb stated she visited each hotel, time share educating on debris on beach. All private properties owners (are educated) have trash cans, condos are not required to have receptacles on beach. Nick Wagner, reported a reduction in trash on beach by adding trash cans at every beach entrance, ease of access, more trash during turtle season due to lack of receptacles. No City rental ordinance, add to water bill, plastic bags near Marco Island Yacht Club area with mangroves have many plastics bags. Member Lamb add to 2018 Goals - #7 Lightning THOR system on South Beach for safety (discussed yr ago). Collier County adding to FY18 budget, Mackle Park, Winterberry Park and City Hall are not vetted publically. Already voted to support THORGuard Lightning Detector. Member Lamb will follow-up.
