(1) ROLL CALL Present: 5- Vice-Chair Parcelles, Chair Heindl, Member Sokol, Member Roth and Member Young Absent: 2- Member Farnsworth and Member Pierce (2) PLEDGE OF ALLEGIANCE - Led by Chair Heindl (3) APPROVAL OF AGENDA MOTION by Member Young, seconded by Vice-Chair Parcelles, to approve the Agenda. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 5- Vice-Chair Parcelles, Chair Heindl, Member Sokol, Member Roth and Member Young Not Present: 2- Member Farnsworth and Member Pierce (4) APPROVAL OF MINUTES ID 18-036 December 21, 2017 Waterways Advisory Committee Minutes MOTION by Vice-Chair Parcelles, seconded by Member Young, to approve the December 21, 2017 Waterways Advisory Committee Meeting Minutes. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 5- Vice-Chair Parcelles, Chair Heindl, Member Sokol, Member Roth and Member Young Not Present: 2- Member Farnsworth and Member Pierce (5) STAFF COMMUNICATIONS a. Environmental Specialist - Chadd Chustz Marco Island Environmentalist Chadd Chustz gave a powerpoint presentation on the following: *Water Quality Monitoring Sites - Hummingbird Court and Perrine Court no longer accessible - Hummingbird Court - no viable long term replacement from land - Perrine Court - sampling Collier Bay, Villa De Marco West has offered access for sampling. N.B. sampling done on outgoing tide - May lose Hollyhock Court in the future - Other sites are at bridges *Red Tide as of January 12, 2018 - no respiratory irritiation or dead fish - forecast - no red tide impacts are expected through January 16, 2018 - next sampling event will be January 16, 2018 - report dead fish or red tide symptoms to "Collier County Pollution Control 239-252-2502" City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final January 18, 2018 - to speak to a health professional regarding red tide symptons call toll free "Florida Poison Information Center 1-800-222-1222" - Collier County Red Tide Updates available at Red Tide Hot Line 1-239-252-2591 or "www.colliergov.net/redtideupate" MOTION by Chair Heindl, seconded by Member Young, to add a water quality test point at Landmark site near San Marco Road and Copperfield Court to replace the testing site at Hummingbird Court if approved by Collier County and to add to a future agenda, a discussion on the potential use of a boat for water quality testing. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 5- Vice-Chair Parcelles, Chair Heindl, Member Sokol, Member Roth and Member Young Not Present: 2- Member Farnsworth and Member Pierce (6) PRESENTATIONS - None (7) PUBLIC COMMENT Mr. Jim Timmerman, 831 Perrine Court, commented on the status of Villa De Marco; moving forward, contract has been signed, dredging element is being addressed and looking for a larger pathway to accommodate the barge. Mr. Victor Ordija, 487 Worthington Street, believes quarterly sampling is in adequate and wondered if there was testing in Barfield Bay where there are substantial algal blooms. He also remarked that what Goodland is doing impacts Marco Island water quality. Mr David Rasmussen, 1495 Caxambas Court, questioned if any technology exists for real time testing. Ms. Andrea Battaglia, 39 North Collier Boulevard, advised she went on Rookery Bay tour and they have all brand new atons and patons and patons and Marco Island still have theirs missing. Mr. Jim Timmerman, 831 Perrine, provided an update on Ocean Habitats. (8) OLD BUSINESS a. ID 18-038 Discussion - Seawall Member Sokol provided background information on the Seawall Owners Manual by explained the updates by going through the table of contents and answered the Committee Member's questions and concerns. Following discussion, it was determined to put the review of the Seawall Ordinance and review of the Seawall Manual on a future agenda. Public Comment: Mr. David Rasmussen, 1495 Caxambas Court, disclosed as a Member of The Marco Island Sports Fishing Club commented that the end result should be to preserve the quality of the environment and for the homeowners to have a secure foundation for their homes. He believes everyone needs to work together to make sure the seawalls are protected. ID 18-039 Discussion - Stormwater Utility Chair Heindl held a discussion on a stormwater utility and asked Environmental Chadd Chustz to comment on this agenda item. Environmental Specialist Chadd Chustz recapped the Naples Stormwater Utility presentation from the previous meeting and answered the Committee's questions and concerns. Following discussion, it was determined by unanimous consensus to move forward with exploring the option of developing some type of stormwater utility for Marco Island. (10) COMMITTEE COMMUNICATIONS a. ID 18-040 Discussion - Correspondence Committee Member Young spoke about the emails he has received supporting monthly water testing. He is also recommending the Committee conduct a secondary monthly meeting. He then commented on the FY18 budget request items for the Waterways Advisory Committee equalling $15,000. total expenditures: * printing and distributing brochures = $5,000. * survey expenses = $5,000. * public outreach expenses = $5,000. Committee Members engaged in discussion on the budgeted items and questioned if the above funds could be used for spot testing. It was suggested to purchase an item for Environmental Specialist Chadd Chustz that he could use in his field work and/or purchase an auto sampler to place on Albaco and conduct their own data. Public Comment: Mr. John Moore, 679 Thrush Court, commented on the surveys from Marco Island Civic Association (MICA). He advised the Committee Members the suntree filters did not work in Cleveland.
