(2) INTRODUCTION OF NEW MEMBER MICHAEL WELTY Vice Chair Trotter welcomed new Member Welty to the Committee. (3) ROLL CALL (Note: Chair Crain participated via teleconference connection) Present: 6- Member Thompson, Vice-Chair Trotter, Member Welty, Member Winter, Member Wordehof and Chair Crain Absent: 1- Member Sokol Also Present City Staff: Jason Tomassetti, Storm Water Engineer Jeff Poteet, Water/Sewer Department General Manager Martin Luna, Video/Broadcast Technician Tracey Barnett, Administrative Assistant Public Works Department (4) PLEDGE OF ALLEGIANCE Led by Vice-Chair Trotter. May & June Water Quality Test Results ID 21-1678 May & June Water Quality Test Results Mr. Tomassetti reported that the water quality test results were elevated slightly because of the rainy City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final July 15, 2021 season, but he is not concerned. b. Update on Committee's Topics for Remaining 2021 Budget Balance ID 21-1679 Update on Committee’s Topics for Remaining 2021 Budget Balance Mr. Tomassetti reminded the Committee that the remaining 2021 fiscal year budget balance of about $10,000 needs to be used by September 30, 2021. Ideas for spending these funds will be discussed at the next meeting. c. ERD Update ID 21-1680 ERD Update Mr. Tomassetti noted that Environmental Research & Design's report has been completed. The final report is scheduled to be presented to the City Council at it's Meeting on September 20, 2021. (8) PUBLIC COMMENT None. (9) PRESENTATIONS None. (10) OLD BUSINESS a. Underwater Dock Lighting in Canals Update (Chair Crain) ID 21-1681 Underwater Dock Lighting in Canals Update Chair Crain updated the Committee on his discussion with an FWC officer regarding the underwater lighting complaints from residents. He learned that they are not considered navigational lights nor are they in violation of any Ordinance. The Committee decided that it will notify Code Enforcement of the issue and recommend that the City look into possibly changing the Ordinance. b. Residential Stormwater Discharges- Community info & Education Update (Chair Crain) ID 21-1682 Residential Stormwater Discharges- Community info & Education Update Mr. Tomassetti agreed to obtain preliminary pricing for door hangers or pamphlets to inform homeowners of illegal stormwater discharge into canals. The Committee also discussed possibly patrolling the canals to generate a list of the properties illegally discharging. Also discussed was the creation of a newspaper ad or the sending of an electronic email blast to raise awareness. This will be discussed further at the next meeting. (11) NEW BUSINESS a. Water Quality Status & Trends (Member Wordehoff) City of Marco Island Florida Page 2 Waterways Advisory Committee Meeting Minutes - Final July 15, 2021 ID 21-1683 Water Quality Status & Trends Member Wordehoff reviewed charts updated through May of 2021 on several water quality measures. Recent water quality measures are mostly "green" and moving slightly upward in some instances, due to seasonal and storm-related effects. b. June 21st Council Budget Workshop Discussion ID 21-1684 June 21st Council Budget Workshop Discussion The Committee supported Chief Frazzano's 2022 Fiscal Year budget request for a boat and a Code Compliance officer assigned to monitor the canals. MOTION by Member Thompson, seconded by Vice-Chair Trotter, to allocate a significant portion of the 2022 WAC Budget in support of Chief Frazzano's request for a Code Compliance Boat & officer. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Member Thompson, Vice-Chair Trotter, Member Welty, Member Winter, Member Wordehof and Chair Crain (12) COMMITTEE COMMUNICATIONS a. Member Availability for Next Meeting August 19, 2021 All members of the Committee indicated their intention to be available for the Committee's next meeting on August 19, 2021. b. Sharing of Thoughts on Topics of Committee Interest- All Member Wordehoff will prepare and submit his hypothesis on how the rain affects water quality around the Island. Member Welty will prepare a presentation on improving boat safety and navigation on the water.
