(2) ROLL CALL Present: 7- Member Sokol, Member Thompson, Vice-Chair Trotter, Member Welty, Member Winter, Member Wordehof and Chair Crain Also Present Jason Tomassetti, Storm Water Engineer Martin Luna, Video/ Broadcast Specialist Tracey Barnett, Administrative Assistant for Public Works (3) PLEDGE OF ALLEGIANCE Led by Chair Crain. (4a) ELECTION OF CHAIR Chair Crain opened the floor for nominations by members for the election of Chair and Vice-Chair. After discussion it was determined to keep the existing Chair and Vice Chair in place. MOTION by Member Thompson, seconded by Member Winter for Chair Crain to remain as Chair of the Waterways Advisory Committee for the upcoming year. MOTION CARRIED BY THE FOLLOWING ROLL CALL VOTE: Yes: 7- Member Sokol, Member Thompson, Vice-Chair Trotter, Member Welty, Member Winter, Member Wordehof and Chair Crain (4b) ELECTION OF VICE-CHAIR MOTION by Member Thompson, seconded by Member Welty for Vice-Chair Trotter to remain as Vice-Chair of the Waterways Advisory Committee for the upcoming year. MOTION CARRIED BY THE FOLLOWING ROLL CALL VOTE: Yes: 7- Member Sokol, Member Thompson, Vice-Chair Trotter, Member Welty, Member Winter, Member Wordehof and Chair Crain (5) APPROVAL OF THE AGENDA MOTION by Member Thompson, seconded by Vice-Chair Trotter that the Agenda be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 7- Member Sokol, Member Thompson, Vice-Chair Trotter, Member Welty, Member Winter, Member Wordehof and Chair Crain (6) APPROVAL OF THE MINUTES ID 22-2077 Approval of the Minutes MOTION by Vice-Chair Trotter, seconded by member Thompson that the Meeting Minutes from January 13, 2022 be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final February 17, 2022 Yes: 7- Member Sokol, Member Thompson, Vice-Chair Trotter, Member Welty, Member Winter, Member Wordehof and Chair Crain ID 22-2078 Approval of the Minutes MOTION by Vice Chair Trotter, seconded by Member Thompson that the Meeting Minutes form January 20, 2022 be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 7- Member Sokol, Member Thompson, Vice-Chair Trotter, Member Welty, Member Winter, Member Wordehof and Chair Crain (7) STAFF COMMUNICATIONS Mr. Jason Tomassetti advised the Committee that the January Water Quality testing results have not come in yet. He also added that the Public Works Construction Manager will start coming to the meeting every other month to update the Committee on projects on the Island. He also reminded the Committee that recommendations to the City Council should be wrapped up at this meeting so that they, can be added on to one of the Council Meeting agenda in March. (8) PUBLIC COMMENT Dave Rasmussen (Caxambas Ct) representing Clean Marco Waters LLC, urged the Committee to push ahead with what it recommends is best for the Community. He later commented on the motion for the removal of phosphorus in reuse water and stated that the citizens of Marco Island will not want the state coming in and mandating the City to spend millions of dollars to clean up the water. Jack Williams (Colonial Ave) asked what happened to the old septic tanks and raised a concern that they may be contributing to the seepage. The Committee determined that these are not contributing since they were crushed when homeowners were upgraded to the City Sewer system. Mr. Williams urged the Committee to stop talking about the same items every month and to move forward with actionable fixes. (9) PRESENTATIONS None. (10) OLD BUSINESS a. Recommendations to City Council ID 22-2102 Recommendations to City Council Chair Crain outlined the six tasks delegated to the Committee by the City Manager: Storm Water management Seepage Management Reuse Irrigation Fertilizer Ordinance Public Education Storm Water Utility The Committee discussed and finalized it's recommendations to the City Council. MOTION by Member Thompson, seconded by Member Winter to Approve the Committee's recommendations to the City Council as Amended. MOTION City of Marco Island Florida Page 2 Waterways Advisory Committee Meeting Minutes - Final February 17, 2022 CARRIED BY THE FOLLOWING ROLL CALL VOTE: Yes: 7- Member Sokol, Member Thompson, Vice-Chair Trotter, Member Welty, Member Winter, Member Wordehof and Chair Crain (11) NEW BUSINESS a. Hypoxia Report Update (Member Wordehoff) ID 22-2103 Hypoxia Report Update Member Wordehoff shared his updated Hypoxia report with the Committee. b. Removal of Phosphorus (Member Wordehoff) ID 22-2104 Removal of Phosphorus Member Wordehoff requested a Vote on his Motion on RFI (Request for Information) to gather information for the removal of Phosphorus and Nitrogen in reuse water, and to solicit recommendations on the best technology for the application of this process. MOTION by Member Wordehoff, seconded by Member Thompson, that the City issue an RFI on the removal of Phosphorus and Nitrogen from reuse water, be Approved. MOTION CARRIED BY THE FOLLOWING ROLL CALL VOTE: Yes: 7- Member Sokol, Member Thompson, Vice-Chair Trotter, Member Welty, Member Winter, Member Wordehof and Chair Crain (12) COMMITTEE COMMUNICATIONS a. Member Availability for Next Meeting March 17, 2022 @ 9:00 A.M. This was not discussed. b. Sharing of Thoughts on Topics of Committee Interest (All) Chair Crain asked the Committee to vote on Clean Marco Waters, LLC's recommendations to the City Council. Clean Marco Waters LLC's recommendations would be separate from the recommendations presented by the WAC. MOTION by Member Sokol, seconded by Member Thompson to support the recommendations of the Citizens of Marco Clean Water LLC to be presented to the City Council. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 7- Member Sokol, Member Thompson, Vice-Chair Trotter, Member Welty, Member Winter, Member Wordehof and Chair Crain b. (cont'd) Sharing of Thoughts on Topics of Committee Interest (All) Member Sokol suggested that sea wall inspections be resumed as part of the City's permit process. He will be bringing forward a Motion on this at the next WAC meeting. He also noted that public service information about water quality is being broadcast on Marco TV.
