(2) ROLL CALL Present: 6- Member Cummings, Member Eby, Member Leaser, Member Nesmith, Vice-Chair Tobin and Chair Connelly Absent: 1- Member Kramer Also Present City Councilor Becky Irwin City Staff: Timothy Pinter, Director of Public Works Patricia Kammerer, Environmental Planner Growth Management Martin Luna, Video/Broadcast Technician Tracey Barnett, Administrative Assistant Public Works Jim Kornas, Recording Specialist (3) PLEDGE OF ALLEGIANCE Led by Chair Connelly. (4) APPROVAL OF THE AGENDA Mr. Timothy Pinter added that the Election for Chair and Vice Chair needed to be added to the Agenda after the Approval of the Minutes. Also added was an Arbor Day presentation by Vice-Chair Tobin. MOTION by Member Cummings, seconded by Vice-Chair Tobin that the Agenda be Approved as Amended. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 6- Member Cummings, Member Eby, Member Leaser, Member Nesmith, Vice-Chair Tobin and Chair Connelly (6) Election of Chair & Vice-Chair ID 22-2082 Election of Chair & Vice Chair of the Beautification Advisory Committee Following a brief introduction on the process for the election of Chair and Vice-Chair by Public Works Director Pinter, Chair Connelly opened the floor for nominations by members of the Committee. City of Marco Island Florida Page 1 Beautification Advisory Committee Meeting Minutes - Final February 2, 2022 MOTION by Member Nesmith for Chair Connelly to remain as Chair of the Beautification Committee for the upcoming year. MOTION ADOPTED BY UNANIMOUS AGREEMENT OF THE MEMBERS PRESENT. Yes: 6- Member Cummings, Member Eby, Member Leaser, Member Nesmith, Vice-Chair Tobin and Chair Connelly MOTION by Chair Connelly for Member Nesmith to assume the role of Vice-Chair of the Beautification Committee for the upcoming year. MOTION ADOPTED BY UNANIMOUS AGREEMENT OF THE MEMBERS PRESENT. Yes: 6- Member Cummings, Member Eby, Member Leaser, Member Nesmith, Vice-Chair Tobin and Chair Connelly (7) STAFF COMMUNICATIONS None. (8) PUBLIC COMMENT Mr. Howard Reed (Bald Eagle Dr.) pointed out that the signature at the bottom of the Urban Forest Master Plan has the endorsement of the BAC and therefore, the Committee is responsible for the content. He further noted that the statistics for: "12% higher income streams for businesses" and "50% reduction in air conditioning costs" were misrepresentations and even stated that some of the information could be labeled as fraud. Ultimately, he praised the presentation, approved of the concept, but wanted to make sure the numbers were right. Member Tobin, commented that the information was received and the point was well taken. Member Eby advised that this was just a "proposal"concept plan in the early stages. Mr. Leaser defended his work and explained that all information in his presentation was accurate and verifiable. The statistics quoted were national averages. Mr. Pinter reminded the Committee that it's responsibility is to report back to City Council after fully assessing the direct and indirect costs of implementing a large-scale tree planting initiative on the City's budget and manpower resources. Councilor Becky Irwin spoke to the Committee, supporting Member Leaser's work, and noting that all information was footnoted. She reminded the Committee that this was a proposed concept and suggested engaging expert involvement to help on the "how and what" to plant. (9) PRESENTATIONS Member Tobin updated the Committee on Arbor Day. She proposed that the Arbor Day Celebration to be held on April 29th @ 9:00 A.M., and she asked the Committee for it's approval. She reviewed her proposed Agenda for the celebration, and she noted that the event would be held at Winterberry Park. Mr. Timothy Pinter advised that permits and department approvals were needed to set up the event. The Committee approved the date and gave direction to move forward with the planning. (10) OLD BUSINESS a. Marco Nature Night 2022 Update (Chair Connelly) ID 22-2067 Marco Nature Night 2022 City of Marco Island Florida Page 2 Beautification Advisory Committee Meeting Minutes - Final February 2, 2022 Chair Connelly led the discussion by going through her list of items that were needed to prepare for Marco Nature Night on February 16th from 5:30- 7:30 P.M. Each Member updated the Committee on his/her part in contributing to the event and finalizing the details. It was suggested that the members attend the next City Council meeting on February 7th to promote Marco Nature Night during the Public Comment portion of the meeting. b. Marco in Bloom 2022 Update (Member Eby) ID 22-2068 Marco in Bloom 2022 Member Eby updated the Committee that the advertising in the newspapers and local radio station has started. Extra fliers would be available at the Marco Nature NIght event. c. 10,000 Trees in Ten Years (Member Leaser) ID 22-2066 10,000 Trees in Ten Years Member Leaser showed the 10,000 Trees in 10 years video to the Committee. It was shown to the City Council at it's last meeting and the Council directed the BAC Committee further investigate and come up with a plan on how to implement the concept. He also reported that the video was distributed to the press and on social media, along with a survey for resident feedback. (11) NEW BUSINESS (12) COMMITTEE COMMUNICATIONS a. Member Availability for Next Meeting March 2, 2022 @ 3:00 P.M. All Committee members voiced their intention to attend the next meeting on March 2, 2022 @ 3:00 P.M. b. Sharing of Thoughts on Topics of Committee Interest (All) The Committee continued to finalize it's plans for Marco Nature Night refreshments during this portion of the Agenda.
