(2) ROLL CALL Present: 5- Vice-Chair Trotter, Member Welty, Member Winter, Member Wordehoff and Chair Crain Absent: 2- Member Sokol and Member Thompson Please note: (Chair Crain participated via telephone) Also Present Councilor Rich Blonna Mike Daniel, Manager of Infrastructure & Construction Jeff Poteet, Water & Sewer General Manager Diedre Wint, Administrative Assistant, Public Works Martin Luna, Video/Broadcast Technician (3) PLEDGE OF ALLEGIANCE Led by Vice Chair Trotter. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Vice-Chair Trotter, Member Welty, Member Winter, Member Wordehoff and Chair Crain (6) STAFF COMMUNICATIONS ID 22-2318 Staff Liaison Report Mr. Poteet informed the Committee he had not anticipated being in the Meeting but he was pleased to be the Staff Liaison in Storm Gewirtz's absence. The Storm Water Engineer (Storm Gewirtz) will report directly to the Public Works Director when the position is filled; presently, she reports to the Acting Public Works Director, Mike Daniel. In addition, Mr. Poteet stated he was hopeful Storm Gewirtz will fully take over her role as the Staff Liaison for the Waterways Advisory Committee at the next meeting. In the Agenda package, sample points and other documents were made available to the Committee and questions were welcomed. City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final July 21, 2022 (7) PUBLIC COMMENT Mr. Jack Williams, Colonial Avenue, expressed his frustration to the Committee on the continued discussions on issues that have been presented to the Committee yet they have not yielded any real solutions. (8) PRESENTATIONS Councilor Rich Blonna informed the Committee he had asked Mr. Mike Daniel, Acting Public Works Director, to attend the Meeting to provide an update on the Big Marco/Capri Pass and Dredging Project. In a referenced Whitepaper to Council dated March 19, 2022, Councilor Blonna advised the Committee that this Pass was responsible for about 66% of all boat traffic to and fro the Island on a daily basis; however, over the years, shoaling (sandbanks) has been reported to be the cause for low tide at 6 feet which in comparison to Gordon Pass (Naples) at 12 feet. This low tide has made it an active duty of the US Coast Guard to install temporary markers to guide boaters to safer navigational points. Funding for this project was an option through the Tourist Development Tax Committee (TDC) which would have required a study. An alternative was to propose to the Hideaway Tax District to include this area in their dredging project. Councilor Erik Brechnitz made the proposal to the Hideaway Tax District and it was accepted; as a result the City now has the data needed on the Pass. Mr. Daniel presented a compiled survey of Capri Pass and informed the Committee that the project was in the permitting phase for the Collier Disposal Site which he anticipated will be issued in next spring or summer. A "Letter of Advise" had been sent to the US Coast Guard Commander, in Fort Myers, to advise him to allow the rearrangement of channel markers to the south and to the preferred depth of -10 feet which in this area ranges from 10 to 13 feet. Dredging, Mr. Daniel stated, will afford the opportunity to acquire the preferred water depth of 10 feet. (9) OLD BUSINESS ID 22-2315 Review of the Jacobs Engineering Evaluation: Presentation, Limited Technical Review of the ERD, and Nutrient Removal Strategies After much discussions, the Members concluded that the reports from both Harper Report and Jacobs Engineering Report varied in their conclusions and left it up to the members to decide without adequate knowledgeable expertise in the field of engineering to make a selection from the reports presented. The Members of the Committee agreed that the information presented on reuse water was insufficient on the basis of distribution and treatment. The conclusion was to afford Environmental Research and Design Inc., (ERD) the opportunity to access the Jacobs Engineering Report to make its rebutall or concurrence with the findings. Mr. Poteet informed the Committee that he had emailed the report to ERD during the meeting. Chair Crain advised the members of the Committee to read the report with open mindedness. ID 22-2316 Discussion of 5/23/22 Water Quality Workshop with the Marco Island City Council and the Path Forward for the Waterways Advisory Committee The Committee referenced the expert conclusions from Dr. Harper and Jacobs Engineering as not providing a road map for the Committee to move forward. ID 22-2319 Review and Discussion of the Fertilizer Ordinance City of Marco Island Florida Page 2 Waterways Advisory Committee Meeting Minutes - Final July 21, 2022 No review of the Ordinance was presented. However; Mr. Poteet and Councilor Blonna informed the Committee that a position in Code Enforcement was in the approval process and will likely pass; however, is was not related to the Fertilizer Ordinance but aspects of this role may entail enforcement of illegal discharge in the canals and other storm drain systems. (10) NEW BUSINESS ID 22-2317 Member Wordehoff Assessment of Applying FDEP Technology to Marco Island Waste Water Treatment Member Wordehoff presented his assessment based on Jacobs Engineering Report Task 2 which is a four-stage (anoxic-aerobic-anoxic-aerobic) outlined in Table 3 of the report with application of the FDEP Technology Grizzle Figg. Member Wordehoff stated that they were viable financial benefits, future grant opportunity for this process and the option to flow the water to the Marco River instead of using Deep Well Injection. There were collective interests from the members to pursue this initiative. (11) COMMITTEE COMMUNICATIONS a. Sharing of Thoughts on Topics of Committee Interest (All) There were no further discussions. b. Member Availability for Next Meeting - August 18, 2022 No comment was made on the item.
