MOTION CARRIED BY THE FOLLOWING VOICE VOTE: (6) STAFF COMMUNICATIONS ID 22-2482 Tigertail Lagoon / Sand Dollar Island Ecosystem Restoration City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final October 20, 2022 Mr. Justin Martin informed the Committee that the Tigertail Lagoon / Sand Dollar Island Ecosystem Restoration Project was approved for permitting, all the plans had been completed and the construction contract was awarded by City Council. the Project is expected to commence in November through the beginning of the SeaTurtle nesting season in April. Mr. Mohamed Dabees, Humiston & Moore and the Engineer-on-Record for the project responded to concerns raised by the General Manager of Rose Marine in the August 18, 2022 with respect to the movement of sand and ATONS (Aides to Navigational Systems) which serves to guide boaters and vessels along some waterways. Mr. Dabees informed the Committee that the proposed area for dredging will be in an area referred to as a "sand trap." The dredging will remove sand from the waterways not dispose sand in the waterways. Also, part of the dredging will create a sunken area that will serve as a for depository of new sediments / sand that will be harvested later. On the plans the area to be dredged is referred to as a "sand trap" and the disposal of the sand on Sand Dollar island is labelled as a "filled template." Questions were raised by the Committee including the effects of Hurricane Ian on the filled template, whether Big Marco would reopen given the shoaling and the swallowing noticeable inland and the status of placement of navigational markers within the City's responsibility and those of the US Coast Guards. The Committee was informed that the impact of the Hurricane system, aside from the surge on the coastal zone, pushed by waves landward had migrated on average of 60 feet with some areas measuring over 100 feet shoreward marking the area by the mangrove shoreline more vulnerable to future erosion which points to the need to build the resilient berm. The Big Marco Pass inlet unfortunately is now one of the past due to its growth and withdrawal of water which reduced water to the Marco Pass. These combined with shoaling inward resulted in forming Sand Dollar, Central Marco and one end of Hideaway. The Committee was informed that the placement of navigational markers are under control of the US Coast as a result the City works along side with them to relocate and replace navigational markers. The Public Works Department will awaiting response from the US Coast Guard but follow up will be done and the Committee will be made available for the information. There were suggestions from the Committee for a representative from Coastal Engineer address the Waterways Advisory Committee provide an update on the replacement of navigational makers in the waterways, however, during the course of the Meeting the Committee was informed that Coastal Engineer was under retainer with the Hideaway Tax District Board and it was advised the Committee utilize its own budget to solicit the consultation it required. ID 22-2478 San Marco Waterways Interconnect Project Update The San Marco Waterways Interconnect update provided to the Committee was that the design was at 60% completion and American Design was the Consultant for the Project. The original plan included two vacant lots which are now constructed homes. As a result, the City has requested the Florida Department of Environmental Protection (FDEP) to allow reallocation of the grant funding to do a hydraulic study which was from the ERD Report. The response from FDEP was positive and the cost estimate for the project is $3M. ID 22-2481 RFI for Water Quality Improvement of Canal Waterways The Request for Information (RFI) for Water Quality Improvement of Canal Waterways which was written by the Committee has been posted to Demand Star through the City's Purchasing Department to solicit interest. Further information on the outcome will be made available after December 06, 2022. City of Marco Island Florida Page 2 Waterways Advisory Committee Meeting Minutes - Final October 20, 2022 The Committee commended Jeff Poteet, General Manager of the Utilities Department and his staff for the excellent plans in place which maintained water and sewer to the City during Hurricane Ian. In addition, phosphorus testing on ground water well monitoring program had been done. The result from the samples were below 0.3 milligrams per litre, with exception of one, which was 0.45 milligrams per litre but all are well below the limit. (7) PUBLIC COMMENT (TIME CERTAIN 10:00 A.M.) NONE. (8) PRESENTATIONS NONE. a) MIPD Waterways Hurricane Ian Debris Update The Marco Island Police Department (MIPD) informed the Committee that it had done a damage assessment after Hurricane Ian on all waterways, canals and bays. Part of its assessment located 311 displaced, capsized or damaged vessels, 22 docks with noticeable damage but no seawalls were noticeable damaged. Debris found in the waterways were compiled at designated locations for pickup and oversized debris were secured. Other floating debris will be contracted for removal.There is ongoing effort by Officers with vessels owners to arrange for salvage and removal. Reassessment of the debris will be conducted after 30 days to determine vessels that have been reunited with their owners, displaced or salvaged. After 45 days the vessels enter a derilict program through via for removal. ATON #8 had been found damaged and partially submerged. Navigational marker #3 in Factory Bay was found damaged and been assigned to the Public Works Department for follow up. Information on the assessment and photographs are compiled in a binder that can be made available for the Committee to view. The Committee informed MIPD that much can be done to better assist residents through training and oversight to ensure the boating community utilize proper methods to secure their vessels. Chief Tracy Frazzano informed the Committee the department had hired a Code Enforcement Officer for the waterways and with the assistance of a grant was in the process of getting a boat. (9) OLD BUSINESS ID 22-2471 Water Quality Testing Report - August & September 2022 The Committee compared the Water Quality Testing Report from August through September 2022 to evaluate the changes in nitrogen content found in the waterways. ID 22-2472 Water Quality Matrix and ERD Report Recommendations The Committee was informed that the Public Works Department had done 30 inlets so far due to interruption from Hurricane Ian. These inlets will allow water to remain in the swales for a longer period to provide more retention and improve water quality. City of Marco Island Florida Page 3 Waterways Advisory Committee Meeting Minutes - Final October 20, 2022 Based on the application and usage of reuse water the Committee was informed that recommendations had been made via the Public Works Department to engage the Contractor to utilize better methods for reuse water in the medians for irrigation. Inspections have been done through the Utilities Department on properties such as Golf Courses and Communities to identify and report malfunctioning sprinkler heads efficiently and GIS Methods are being used to identify permeable and impermeable areas in order to make proper calculation for usage as well as the application of nutrient loading. (10) NEW BUSINESS NONE. (11) COMMITTEE COMMUNICATIONS Committee Members discussed that the cost of moving a boat could range around $300 per linear foot and that the cost was often covered by insurance companies. These costs may involved moving the vessel from land to the boat ramp or back in the water. In addition, there may have been a lot more damaged boats than was reported based on Members own observations.
