MOTION by Member Winter, seconded by Member Thompson, that the Minutes of October 20, 2022 be Approved. (7) NEW BUSINESS ID 22-2556 Tigertail Lagoon/Sand Dollar Island Ecosystem Restoration Tigertail Lagoon/Sand Dollar Island Ecosystem Restoration was ongoing and it seemed the outcome of the project will extend the beach out to Tigertail based on the amount of sand being dredged. The Committee Members were informed that supplementary funding was being sought to complete the project due to the effects of Hurricane Irma on the Tigertail. City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final-revised December 15, 2022 ID 22-2557 Water Quality Testing Report - October 2022 The October Water quality results showed the average organic and inorganic forms of nitrogen (TKN) at .277 with the limit at .3 and the level of phosporus at .031 with a limit of .046. In November theTKN was .276 and phosphorus was 0.32. Concerns were raised with what were seemingly low readings for nitrogen and phosphorus did not change the visibility appearance of water quality in the canal. Installing aeration systems in the canals was suggested; however, the cost of installation and grant funding were options that needed to be explored and evaluated further. ID 22-2558 San Marco Waterways Interconnect Project Update The Committee Members were informed that a Consultant was in place to do studies and develop a hydraulic model with the hope thereafter to do a design. In addition, permission was being sought to utilize part of an existing grant fund and the process was in place to gain more grant funding for this project. ID 22-2559 RFI for Water Quality Improvement of Canal Waterways The Committee Members were presented with two RFIs of which one was published and the other was presented to the Members for discussion and as an action item. The purpose was for decrease in nutrient in reuse water at the Water Plant. The published RFI were categorized and assessed based on the following: 1) Ashley Jenkins - not responsive 2) Flow Clear - presented as not understood 3) Phosphorus free was responsive but expensive to meet treatment process The other unpublished RFI was presented to the Members during the Meeting as such they opted to defer it to the next meeting to allow for time for knowledgeable feedback and discussion before taking further action. Further education may be needed to inform users of the nutrient rich value included in reuse water, in order, to reduce additional application of fertilizer. (8) STAFF COMMUNICATIONS Committee Members were informed that over spray and runoff concerns reported to DEP were assessed and determined that reducing nozzle head in an area would increase pressure in another location as well as determining wind and spray patterns are challenging so water runoff on pavements will be a continued concern not unique only to Marco Island. In addition, opting from reuse to potable water would be very costly and had ramifications with removing and replacing the current infrastructure which was estimated to be $93K per meter. There are currently 12 Meters in place. Redesigning of the medians to concave to offset water run off would require redoing all the medians. Storm water outfalls are not part of the golf courses storage ponds at Marco Island or Marco Shores as was included in the Harper Report. Notification has been sent that this was stated in error. Storm water outfalls at both these locations has been investigated by (Florida Department of Environmental Protection) as part of the complaint included with the irrigation water run off in the median on Collier Boulevard in front of Residence Beach. (9) PUBLIC COMMENT (TIME CERTAIN 10:00 A.M.) City of Marco Island Florida Page 2 Waterways Advisory Committee Meeting Minutes - Final-revised December 15, 2022 The Public Concerns presented were: The issued Reuse Permit was for agriculture was being placated and used on a barrier island did not fit the purpose or its need Right of Way pipes in legal easements on San Marco where work is scheduled to be done will have guaranteed provisions if home foundations are affected they will be repaired Naples in reference to the barrier island and the concept of "end to back" moving backwards illustrates that with higher water level there is dumping in the water Stopping the use of fertilizer by homeowners should go alongside with getting rid of reuse water for condos and golf courses The state of the canals will not change with aeration or tidal flushing without the mitigation of nitrogen and phosphorus and providing a cleaner reuse water The source of water quality on the island were nutrients coming from fertilizers and reuse water from the Water Plant. (10) NEXT MEETING: CONFIRMATION & ATTENDANCE Members agreed that the next be held January 19, 2023 at 9AM. (11) PROPOSED AGENDA TOPICS FOR NEXT MEETING As presented on the Agenda. (12) OTHER COMMITTEE COMMUNICATIONS Members shared their thoughts on the various debris from the recent Hurricane and the results of the monthly water quality tests reports which appeared to not be reflected of pollutants such as oil and gas which may have entered the waterways. Vice Chair Trotter's term ends with the Waterways Advisory Board at the end of January 2023. Committee Members were invited to the Water and Sewer Open House on February 15, 2023 at 9AM. The Water and Sewer Department is located on Elkcam Circle. A media release will follow.
