(2) ROLL CALL Present: 4- Member High, Member Inacker, Member Snider and Chair Winter Not Present: 1- Member Sokol Absent: 1- Member Wordehoff (Note: Member Sokol arrived to the Meeting approximately at 9:21 A.M.) Also Present City Staff: Justin Martin, P.E., Director of Public Works Jeff Poteet, Water & Sewer General Manager Tara Kosieracki, Administrative/Project Coordinator Martin Luna, Audio Visual Technician (3) PLEDGE OF ALLEGIANCE Led by Vice-Chair Winter. (4) INTRODUCTION OF NEW COMMITTEE MEMBERS Chair Winter asked the New Committee Members to introduce themselves and provide an introduction. ID 23-3181 Election of Chair Vice-Chair Winter discussed the necessity to elect a Chair and the importance of the Committee structure. Member Escarra nominated Vice-Chair Winter to be Chair of the Waterways Advisory Committee. Vice-Chair Winter accepted the nomination as Chair. The term would end September of 2024. MOTION by Member Escarra, seconded by Member Snider to nominate Vice-Chair Winter to be Chair of the Waterways Advisory Committee through September 2024. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 5- Escarra, Member High, Member Inacker, Member Snider and Chair Winter Not Present: 1- Member Sokol ID 23-3026 Introduction of New Committee Member Jim Snider Member Snider introduced himself and provided a brief summary. ID 23-3180 Introduction of New Committee Member Daniel High. Member High introduced himself and provided a brief summary. ID 23-3212 Introduction of New Committee Member Stephen Inacker. Election of Vice-Chair Justin Martin, Director of Public Works suggested to elect a Vice-Chair. The Board reached consensus to defer the election of Vice-Chair until all Members are present. Justin Martin, P.E. commented Chair Winter will have the responsibility of both Chair and Vice-Chair roles until a Vice-Chair is elected. (5) APPROVAL OF THE AGENDA CHANGES TO THE AGENDA: Vice-Chair Winter suggested adding the Introduction of New Committee Member Stephen Inacker to the Agenda. Member Inacker was introduced and called to the dias. Justin Martin, P.E., Director of Public Works requested to remove "Tigertail Breach & Redress/Repair Plan" listed under Staff Communications. MOTION by Member Escarra, seconded by Member Snider that the Agenda be approved as amended. (6) APPROVAL OF THE MINUTES ID 23-2933 Approval of the Minutes of May 18, 2023. MOTION by Member Escarra, seconded by Member Snider, that the Waterways Advisory Committee Minutes of May 18, 2023, be Approved. Not Present: 1- Member Sokol (7) OLD BUSINESS (8) NEW BUSINESS ID 23-3199 Fairwell to David Crain (Previous Chair) Chair Winter expressed his gratitude and appreciation for David Crain's time spent on the Waterways Advisory Committee as previous chair. ID 23-3060 Assignment of Waterways Committee Subject Area Leaders Chair Winter would like to broaden the scope of the Waterways Advisory Committee. Chair Winter summarized the following topics: 1. Water quality and related issues 2. Conservation initiatives 3. Navigational markers 4. Dredging and channel navigability 5. Seawall regulations, permits, and related concerns 6. Public education efforts The Board Members discussed areas of interest. Member Sokol arrived at 9:21 A.M. Chair Winter provided a brief summary. Chair Winter commented City of Marco Island Florida Page 2 Waterways Advisory Committee Meeting Minutes - Final October 19, 2023 "Assignment of Waterways Committee Subject Area Leaders" discussion will continue at the next Meeting. ID 23-3191 Approval of the Proposed 2024 Schedule of Waterways Advisory Meetings The Waterways Advisory Committee adopted a new Meeting time of 8:30 A.M. and approved the proposed Meeting dates for the following: 2023: 11/16/23 12/14/23 2024: 1/25/24 2/22/24 3/21/24 4/18/24 5/16/24 6/20/24 7/18/24 8/15/24 9/19/24 10/17/24 11/21/24 12/12/24 MOTION by Member Escarra, seconded by Member Sokol, that the new Waterways Advisory Committee Meeting time is 8:30 A.M. and the proposed Meeting dates for end of year 2023 and 2024 are approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Escarra, Member High, Member Inacker, Member Snider, Member Sokol and Chair Winter (9) STAFF COMMUNICATIONS None. (10) PUBLIC COMMENT None. (11) NEXT MEETING: CONFIRMATION & ATTENDANCE November 16, 2023 at 8:30 A.M. was agreed to be the next Meeting. (12) PROPOSED AGENDA TOPICS FOR NEXT MEETING The following topics were proposed as Agenda topics for the Board's November Meeting: 1. Assignment of Waterways Committee Subject Area Leaders. 2. Election of Vice-Chair. (13) OTHER COMMITTEE COMMUNICATIONS None.
