(2) ROLL CALL Present: 6- Member High, Member Inacker, Member Snider, Member Sokol, Chair Winter and Member Wordehoff Also Present City Staff: Councilor Rich Blonna Joan Taylor, City Clerk Justin Martin P.E., Public Works Director Tara Kosieracki, Administrative/Project Coordinator (3) PLEDGE OF ALLEGIANCE Led by Chair Winter. (4) APPROVAL OF THE AGENDA MOTION by Member Wordehoff, seconded by Member Inacker that the Agenda be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 6- Member High, Member Inacker, Member Snider, Member Sokol, Chair Winter and Member Wordehoff (5) APPROVAL OF THE MINUTES ID 23-3242 Approval of the Waterways Advisory Committee Meeting Minutes of October 19, 2023 MOTION by Member Inacker, Seconded by Member Snider, that the Minutes of October 19, 2023 be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 6- Member High, Member Inacker, Member Snider, Member Sokol, Chair Winter and Member Wordehoff (6) OLD BUSINESS Councilor Blonna outlined the budget and goal process for the Waterways Advisory Committee. Councilor Blonna explained the difference between the mission statement and goals. Councilor Blonna and the Committee discussed the importance of goals and mission statements. Goals, methods, and the Committee's budget will be discussed during the Workshop. Chair Winter suggested to schedule the Wokshop into two sections for goal overview and goal setting. Councilor Blonna will provide the Resolution and Mission Statement to the Committee Members. Member Inacker commented they have a good foundation from their 10/19/23 Meeting. Councilor Joe Rola is the liaison for the Waterways Advisory Committee. (7) NEW BUSINESS ID 23-3250 Capri Pass, Marco Island, FL City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final November 16, 2023 Member High commented his presentation is related to the Capri Pass navigation issues. Member High provided and summarized historical images that included Big Marco Pass, Coconut Island, and Capri Pass. The history of Coconut Island, Capri Pass, and sand migration were discussed. Member High addressed his concerns over the channel safety, including channel depths, vessel groundings, and markers. Member High indicated that Capri Pass is not a Federal maintained channel. Member High made suggestions for Capri Pass that included monitoring, dredging, funding, and long lasting robust markers. The Committee and Councilor Blonna discussed how to get Capri Pass designated as a Federal Pass. Justin Martin, P.E., Director of Public works, recommended to contact Mohamed Dabees for additional information. Justin Martin, P.E. provided a short summary of the Tigertail and Sand Dollar Island Spit project. Member High requested a consultant. Chair Winter mentioned the consultant should be addressed under the goal setting process. David Crain raised his concerns over Caxambas Pass, Dickman's Island, and sand shifting. Councilor Blonna mentioned he will address boating concerns with the City Council. (8) STAFF COMMUNICATIONS Chair Winter requested an update on the Hydrodynamic study. Justin Martin, P.E., Public Works Director mentioned the hydrodynamic survey has been completed and was sent to the engineer. They are expecting the hydrodynamic study report to be completed towards the end of the month, early December. This is scheduled on the City Council Agenda in January. Justin Martin, P.E. discussed the purpose of the Hydrodynamic study, identified the areas of concern, and legislative appropriations. (9) PUBLIC COMMENT Jack Williams - 351 Colonial Avenue, Marco Island, FL 34145 Jack Williams raised his concerns over the water quality. David Crane - Marco Island Resident (Former Water Advisory Committee Chair) David Crane discussed the tide, current, and misconceptions. He also addressed the reason why he resigned from the Waterways Advisory Committee. Justin Martin, P.E., Public Works Director, commented about the following water quality projects: 1. Ex-filtration swale project (North Barfield Drive Shared Use Path) 2. Dredging Pilot that was presented to City Council 3. Tide Flushing 4. Aeration Project 5. Fertilizer Ordinance 6. Median Modifications 7. Street Sweeper Chair Winter recommended a city-wide circular to convey information in the past. Chair Winter and Member Snider suggested Waterways Public Education as a goal. (10) NEXT MEETING: CONFIRMATION & ATTENDANCE December 14, 2023 at 8:30 A.M. was confirmed to be the next Meeting. (11) PROPOSED AGENDA TOPICS FOR NEXT MEETING 1. Assignment of Waterways Committee Subject Area Leaders (12) OTHER COMMITTEE COMMUNICATIONS The schedule for the Waterways Advisory Committee will be sent via email from Tara Kosieracki to all Committee Members via email.
