Chair Winter called the Meeting to order at 8:30 A.M. (2) ROLL CALL (Note: Jim Snider left the Workshop at 10:00 A.M.) Present: 5- Vice-Chair High, Member Snider, Member Sokol, Chair Winter and Member Wordehoff Absent: 1- Member Inacker Also Present City Staff: Councilor Rich Blonna Councilor Joe Rola (attended briefly) Joan Taylor, City Clerk Justin Martin, P.E., Director of Public Works Zurima Luff, MS, PMP, Stormwater Engineer Tara Kosieracki, Administrative/Project Coordinator Martin Luna, Video/Broadcast Technician (3) PLEDGE OF ALLEGIANCE Led by Chair Winter. (4) INTRODUCTION - 8:35 A.M. - 8:40 A.M. ID 23-3358 Presentation provided by Councilor Rich Blonna. Councilor Blonna discussed the budget process. He suggested to formulate budget requests to the Committee's goals. The budget requests should be formalized and presented in the May budget hearings. In the May budget hearings, the staff liaisons will bring forth the requests. Councilor Blonna will send the budget information via email to all Committee members. Councilor Blonna summarized December's Workshop. (5) 2024 GOALS AND WORK PLAN DEVELOPMENT - 8:40 A.M. - 9:35 A.M. ID 24-3374 Complied Goals and Objectives provided by Councilor Rich Blonna. The Waterways Advisory Committee and Councilor Blonna ensued fiscal year 2024 goals and discussion will continue at the Meeting scheduled on 1/25/24. Member Eugene Wordehoff will rework his identified goals prior to Meeting scheduled on 1/25/24. (6) PUBLIC COMMENTS - 9:35 A.M. - 9:50 A.M. Public Comment: 1. Bob Roth suggested that the Waterways Advisory Committee needs the services of a qualified environmentalist consultant. Bob Roth mentioned an environmentalist consultant was used in the past. He discussed the street sweeper and asked about the data. Justin Martin, P.E., Director of Public Works commented that monthly department reports for Public Works provide sweeper updates, and raw data can be provided to the Committee for their interpretation. David Rasmussen - 1495 Caxambas Ct David Rasmussen raised his concerns about the water quality, fertilizer ordinance, and reuse water. Justin Martin, P.E. clarified that reuse water is for "land use" only. 3. Nick Pierson - Environmental Consultant Nick Pierson worked for Turrell & Hall in the past and has his own business working as a environmental consultant. He mentioned that surveys can be costly and discussed his views on dredging, floating docks, and variances. (7) WRAP UP - 9:50 A.M. - 10:00 A.M.
