(2) ROLL CALL Present: 5- Vice-Chair High, Member Snider, Member Sokol, Chair Winter and Member Wordehoff Absent: 1- Member Inacker (Note: During the morning of February 22, 2024, a large communications blackout occurred. Due to technical difficulties, Member Inacker was not able to connect via telephone.) Also Present: City Staff: Councilor, Rich Blonna Jeff Poteet, General Manager, Water and Sewer Department Zurima Luff, MS, PMP, Stormwater Engineer Tara Kosieracki, Administrative/Project Coordinator Martin Luna, Visual/Broadcast Technician (3) PLEDGE OF ALLEGIANCE Led by Chair Winter. (4) APPROVAL OF THE AGENDA Member Wordehoff commented that Clam Bay was not listed as an Agenda item. Chair Winter provided a brief explanation on why Clam Bay was removed from the Agenda. MOTION by Member Wordehoff, seconded by Member Sokol, that the Agenda be approved as presented. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Vice-Chair High, Member Snider, Member Sokol, Chair Winter and Member Wordehoff (5) APPROVAL OF THE MINUTES ID 24-3417 Approval of the Waterways Advisory Committee Workshop Minutes of January 11, 2024 MOTION by Member Snider, seconded by Member Sokol, that the Waterways Advisory Committee Workshop Minutes of January 11, 2024 be approved as presented. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Vice-Chair High, Member Snider, Member Sokol, Chair Winter and Member Wordehoff ID 24-3418 Approval of the Waterways Advisory Committee Meeting Minutes of January 25, 2024 MOTION by Vice-Chair High, seconded by Member Sokol, that the Waterways Advisory Committee Meeting Minutes of January 25, 2024 be Approved as presented. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final February 22, 2024 Yes: 5- Vice-Chair High, Member Snider, Member Sokol, Chair Winter and Member Wordehoff (6) OLD BUSINESS Jeff Poteet, General Manager, Water and Sewer Department mentioned he was there on behalf of Justin Martin, P.E., Director of Pubic Works. (7) NEW BUSINESS ID 24-3439 Discuss and Allocate Goals to the Waterways Advisory Committee Members. Chair Winter indicated that the Committee is close to narrowing the goals and action items. Councilor Blonna mentioned that an important part of the process is to discuss how to implement and budget the goals. Chair Winter would like to identify the scope, action items, and narrow down goals that can be achieved within a four week period. Councilor Blonna and the Waterways Advisory Committee discussed, reviewed, and revised Goal 1 and Goal 2. Member Wordehoff mentioned he could present his water quality report (draft copy) during the next Meeting. Up-to-date water quality reports were requested by the Board. Jeff Poteet, General Manager, Water and Sewer Department commented on the laboratory and the process of the report disbursement. Jeff Poteet mentioned that the budget season is approaching and recommended the Board to solidify their requests. Chair Winter suggested that he would draft a list of items that need a budget with Councilor Blonna. Tara Kosieracki, Administrative/Project Coordinator requested a list of changes that were made to the Goals and Objectives list from the Waterways Advisory Committee. Public Comment: Nick Pierson commented about boundary surveyors and boundary surveying. He raised his concern over conducting depth surveying on the island and obtaining old records. ID 24-3440 Waterways Advisory Committee Open House Not discussed. (8) STAFF COMMUNICATIONS None. (9) CITY COUNCIL COMMUNICATION (10) PUBLIC COMMENT Nick Pierson discussed the state and federal rules of permitting. He discussed the docking permitting rules and agency approvals. Member Sokol discussed permitting requirement rules and mentioned that a portion of the docking permits did not meet the Army Corp permit requirements. (11) NEXT MEETING: CONFIRMATION & ATTENDANCE March 21, 2024 at 8:30 A.M. was confirmed to be the next Meeting.
