. City of Margaret April 17, 2018 6:00 PM. In attendance: Councilman Perry, Councilman Ray, Councilman Carter, Mayor Pro-Tem McIntyre, and Councilman Chapman, Mayor Howard Prayer: Mr. Barker Mayor Howard called meeting to order. Discussion Mayor Howard asked for Motion to approve minutes. Councilman Ray made the Motion to approve minutes from 4-3-18 Council Meeting. Mayor Pro-Tem McIntyre seconded the Motion. The Motion passed unanimously Greg Cobb candidate for the School Superintendent of St. Clair County addressed the Council. Mr. Cobb has 18 years of administrative experience, has conducted 4 walks thru, member of 2 accreditation groups, and manages a 3million dollar budget. Mr. Cobb stated that communication with the City of Margaret will be his number one priority. Mr. Cobb will work diligently to get Margaret a Junior High School. Billy Murray the candidate for St. Clair Co Sheriff addressed the Council. Mr. Murray has 26 years of law enforcement, has several endorsements which includes the former Sheriff, and Mr. Murray is the only St. Clair Fraternal of Police graduate of FBI National Academy. Brittany Popham of APAC informed the Council that there is a need of “forever homes” for adopted child in the State of Alabama. Ms. Popham also stated that free training and family support is provided to each adoptive family. A mobile home variance for Jackie Jimmerson was next on the agenda. Councilman Chapman made the Motion to award the mobile home variance to Jackie Jimmerson. Councilman Perry seconded the Motion. The Motion passed unanimously. Birmingham Regional Planning Committee addressed the Council about helping cities plan for future developments. The Regional Planning Committee drafts plans for the different cities and pays for 80% of the cost. Mayor Howard informed the Council that Mr. Moseley would like to sell the City the property located on County Road 12 next to Wilson Park for $24,000.00. Councilman Chapman made a Motion to offer Mr. Moseley $15,000.00 for the property located on County Road 12. Councilman Perry seconded the Motion. The Motion passed unanimously. Mayor Howard also informed the Council that the bank made a counter offer of $1250.00/acre for the 87 acres deal. Mayor Howard said that he would let Erskine Funderburg the City Attorney handle the 87 acres deal. The Impact Fee of $3000.00 was brought up. Councilman Ray made a Motion to table the impact fee discussion. Motion died for lack of Seconded. Councilman Ray made the Motion to place a mandatory $4,000.00 Impact fee on all newly constructed building permits. Councilman Perry seconded the Motion. Mayor Howard called for a roll call vote: Councilman Chapman- No Councilman Perry- Yes Councilman Carter – Yes Councilman Ray – Yes Mayor Pro-Tem Mcintyre – Yes Mayor Howard - Yes The Motion passed. Mayor Howard asked Council for anymore comments. The Councilmen stated no comment. Pedro Pino informed the Council that he has two hold outs for the Health fair: North Valley Church and Lovejoy. Mr. Pino also informed the Council that the City of Margaret needs a business association. Councilman Perry asked whether or not Advance Disposal had sent out letters informing the residents of the garbage change? Mayor stated that he hasn’t received anything.  Councilman Chapman made the Motion to adjourn. Councilman Ray seconded the Motion. The Motion passed unanimously.
