In attendance:
Councilman Perry, Councilman Ray, Councilman Carter,
Mayor Pro-Tem McIntyre, and Councilman Chapman,
Mayor Howard
Prayer: Mr. Barker
Mayor Howard called meeting to order.
Discussion
Mayor Howard asked for Motion to approve minutes. Councilman Ray
made the Motion to approve minutes from 3-20-18 Council Meeting.
Councilman Perry seconded the Motion. The Motion passed unanimously
Mayor Howard opened the Garbage Bids for the 2018 Garbage Contract.
The bids were as follows:
Waste Management: NO BID
Trash Taxi: NO BID
Waste Pro: $14.71 monthly garbage
$7.00 monthly bulk pickup
$4.00 quarterly bulk pickup
Advance Disposal: $12.90 monthly which includes 1 bulk (call
basis) with possible dump pass.
Roberto of Trash Taxi stated that he would work with the City awards the
garbage contract to. Trash Taxi will be focusing on Commercial Trash
only. Advanced stated that if they get the contract, they would like to
purchase trash cans from Trash Taxi in order to keep down confusion.
Erskine asked Advanced Disposal about their performance bond which
expired last October. Councilman Chapman made the Motion to accept
Advanced Disposal Bid on the condition that Advanced Disposal gets and
update permit and a Performance Bond. Councilman Perry seconded the
Motion. The Motion passed unanimously.
The Mayor and the Council talked about the 87 acres of land for sell. They
are willing to offer $1000 per acre up to $1300.00 because not all of the
land can be used.
Mayor Howard asked Erskine about a Rental Tax Ordinance. Erskine will
look at cities like Auburn and Tuscaloosa to see what they are doing. Teja
Peeples will call the Alabama League of Municipalities and see if they
have any sample ordinances for rental tax.
A Motion by Councilman Perry to suspend the rules and vote for a
$3000.00 impact fee for all builders in the City of Margaret did not pass, so
Motion will carry to the next meeting.
Mayor Howard reminded the Council of the Mayors’ Breakfast to be held
on April 10, 2018 @ 7:30 AM.
The liquor license for the Margaret Restaurant was next. Mayor Pro-Tem
McIntyre made the Motion to approve the liquor license for the Margaret
Mexican Restaurant. Councilman Perry seconded the Motion. Motion
passed unanimously.
Pedro Pino gave the Council an update on the Health Fair that will be
held on April 14, 2018 from 9AM to 1PM. The City will purchase an ad at
the radio station foe $800.00. Councilman Chapman made a Motion for
the City to pay $150.00 for vision screening. Mayor Pro-Tem Mcintyre
seconded the Motion. Motion passed unanimously.
Councilman Ray reminded the Council that the discussion for park
equipment had been tabled since last August because the City is waiting to
hear from Junior White of North Valley Church, and that the Council had
dropped the ball. Mayor Howard stated that a sign had been ordered, but
we haven’t heard anything from Junior White. Mayor Pro-Tem McIntyre
made the Motion to purchase playground equipment for both Dillard Park
and Jeffrey Wilson Park out of the Public Works Department up to
$50,000.00. Motion was seconded by Councilman Chapman. Motion
passed unanimously.
Mayor Pro-Tem made the Motion to adjourn. Councilman Perry seconded
the Motion. Motion passed.
