. City of Margaret April 2, 2019 6:00 P.M. In attendance: Councilman Perry, Councilman Carter, Councilman Ray, Mayor Pro-Tem McIntyre, and Mayor Howard Absent: Councilman Chapman Prayer: Councilman Perry Mayor Howard called Meeting to order Discussion Mayor Howard asked for approval of minutes for March 5, 2019. Mayor Pro-Tem McIntyre made the Motion to approve minutes for March 5, 2019. Councilman Perry seconded the Motion. Motion passed unanimously. The Council discussed the School Tax bill, that Jim Hill is introducing which can only be used in the city in which the school is located. Mayor Pro-Tem McIntye made the Motion to tabled the discussion on the School Tax until more research can be done on the topic. The Motion was seconded by Councilman Ray. The Motion passed unanimously. Mayor Howard gave the Council an update concerning the Four-Star Road Agreement. Erskine has revised the contract, so that the builders can sign off on. Mayor Howard informed the Council that the pad for the New City Hall has been poured. Mayor Howard asked the Council to think about the yearly across the board raise for employees. Mayor Howard also asked the Council to consider raising the pay for unskilled workers in Public Works Department to starting pay of $12.00. Councilman Ray made the Motion to give Mayor Howard the ability to move the pay for unskilled workers to a minimum of $12.00. The Motion was seconded by Councilman Carter. The Motion passed unanimously. Mayor Howard informed the Council of the need of a new vehicle. Councilman Chapman arrived at 6:11 PM Councilman Perry made the Motion to authorize Mayor Howard the amount of $29,000.00 to purchase a new vehicle for Public Works. The Motion was seconded by Councilman Ray. The Motion passed unanimously. Chief Bryan Smith gave his report to the Council, Chief Smith also informed the Council that the candidate for Police Academy has fell thru. Chief Smith is also against hiring officers from a large dept. Charles Pullins from Vulcan Materials provided the Council quotes in order to do the paving that was contracted by the County Road Department. Mr. Pullins informed the Council of all the contracts with different cities in the County. The destruction of the building on County Rd. 12 came up for discussion. Mayor Pro-Tem McIntyre made the Motion to go with Garcus to tear down the building for $3500.00. The Motion was seconded by Councilman Chapman. The Motion passed unanimously. Tammy Horsley would like to live in a RV temporary. Councilman Chapman doesn’t see a problem with letting Ms. Horsley live in RV temporarily. Mr. Barker informed the Council that the decision made would have to be across the board for all residents in Margaret. Councilman Perry made the Motion to table discussion of RV, but it died because of lack of a seconded. Mayor Pro-Tem made the Motion to let Tammy Horsley move in RV for 6 months, based on the condition that Ms. Horsley is moved in within the next 30-45 days. The Motion was seconded by Councilman Chapman. Motion passed unanimously. Mayor Howard polled the Council to see if anyone had anything else. Councilman Perry asked about the status of the maintenance of the storm shelters. The shelters have been washed and primed. Councilman Perry also asked about the stop signs on Lower Lake and Small Lake. Also Councilman Perry would like the Council to have a meeting to discuss the Subdivision Regulations. At the next Council Meeting there will be a workshop starting at 6:00 PM to discuss Subdivision Regulations. Councilman Perry also asked what is City going to do about the Weather Sirens. Mike Leathers a resident of Margaret told the Council that they are doing a good job on patching holes on Lake Road. Mr. Leathers asked if the City could but up a “no dumping” sign to curb some of the illegal dumping on Lake Rd. Councilman Chapman made the Motion to adjourn.
