. City of Margaret March 5, 2019 6:00 P.M. In attendance: Councilman Chapman, Councilman Perry, Councilman Carter Mayor Howard Absent: Mayor Pro-Tem McIntyre, Councilman Ray, Prayer: Mr. Barker Mayor Howard called Meeting to order Discussion Mayor Howard asked for approval of minutes for February 18, 2019. Councilman Chapman made the Motion to approve minutes for February 18, 2019. Councilman Perry seconded the Motion. Motion passed unanimously. Mayor Howard informed the Council of a Jurisdiction Bill that has been introduced, where cities can only operate in their Police Jurisdiction. Mayor Howard informed the Council of a School Tax bill, that Jim Hill is introducing which can only be used in the city in which the school is located. Councilman Perry stated that the only downfall with this bill is that people going to school outside city limit taxes would go to whatever city they live in. David Parrish gave the Public Works Report and the Fire Department Report. The total revenue for the Public Works is $68,306.81. Brookhaven has reached 84 out of the 100 allowed taps. Fire Department has a total of 49 calls for the month. Mr. Barker informed the Council that Guardian found no asbestos in the building located on County Road 12. Chief Parrish wouldn’t mind burning the building, but the shingles would have to be removed. The building is not safe to get on top and remove the shingles. The Council authorized Mr. Barker to get bids on tearing down the building located on County Road 12. Mr. Barker presented the Council with road bids for Hunter’s Crossing from the County outside contractors and Massey. The outside contractors would be approximately to $84,000.00 no grubbing. Massey offered a bid of $91,000.00 which includes grubbing. Co also entered a bid for patching from Rocky ridge to Stone Crest for $78,000.00. David Parrish cautioned the Council to be careful of the cold mix because it doesn’t bind like it used to. A resident from Old Acton Road asked the Council about doing something about the road. Mayor Howard will talk to the County. The Council informed the City Attorney that the road agreement for FourStar doesn’t have a criteria or any penalties. Erskine informed the Council that you can make the builders do anything. And that’s why an agreement was drafted to hold them to the fire. May Agenda should be about reviewing business licenses and permits. Margaret Food Mart is selling items that should not be sold, Mayor Howard will address the issue with the owner. Councilman Chapman informed the Council that the storm shelters were not primed before they were originally painted. Therefore, the shelters would have to be pressure washed, and scraped before the chemical to prevent rust can be applied. Councilman Perry made the Motion to allow $400.00 to paint the storm shelters. Councilman Carter seconded the Motion. Motion passed unanimously. Councilman Perry suggested that the Council have a special workshop to look at the subdivision’s rules and regulations. Resident asked the Council about creating a map showing were the storm shelters are located. Councilman Chapman made the Motion to change the Council Meeting from its regular scheduled day of March 19, 2019 to March 26, 2019. Councilman Carter seconded the Motion. The Motion passed unanimously. Councilman Perry informed the Council that builders are putting trash everywhere in Brookhaven and that they need to keep it picked up. President of HOA in Brookhaven informed the Council that the HOA will be buying a pallet of cold mix and start paving as many streets, the cold mix will allow. He also informed the Council that a street sign is missing on Madison Lane. Mayor Howard informed him that the City hasn’t accepted Madison Lane and the City doesn’t do decorative signs. Councilman Chapman made the Motion to adjourn. The Motion was seconded by Councilman Perry.
