. City of Margaret July 7, 2020 6:00 P.M. In attendance: Councilman Chapman, Councilman Perry, Councilman Carter, Councilman Ray, Mayor Pro-Tem McIntyre, Mayor Howard Absent: Prayer: Mr. Barker Mayor Pro-Tem McIntyre called Meeting to order Discussion Mayor Howard asked for approval of minutes for June 16, 2020 meeting. Councilman Carter made the Motion to approve minutes for June 16, 2020. Councilman Perry seconded the Motion. Motion passed with Mayor Howard abstaining because he was absent. Councilman Carter arrives at 6:04 PM. Chief Parrish gave his report on the Fire Department: 32 emergencies medical 06 fire 02 hazardous material Chief Parrish also gave his report on the Public Works Department: Total Revenue for Month of June was $72,690.00 Chief Parrish also informed the Council that the transmission went out in one of the Public Works vehicles. Chief Parrish suggested that the Council fix the transmission instead on buying new vehicle because that vehicle just had a motor replaced. The Cost of a new transmission is $3577.00. The Council agreed and authorized Chief Parrish to replace the transmission. Chief Smith presented his report on the Police Department. Chief Smith stated that statistically the City of Margaret has had a ratio of 2 ½ to one in arrest made against Blacks. Chief Smith also stated that racial profiling would not be tolerated by the City of Margaret. At 6:19 PM, Chief Smith requested an Executive Session with the Council concerning personnel. Chief Smith advised that the meeting would only last 15 mins. Councilman Perry made the Motion for the Council to go into Executive Session. Councilman Chapman seconded the Motion. The Motion was as voted: Councilman Perry – Yes Councilman Chapman – Yes Councilman Carter – Yes Councilman Ray – Yes Mayor Pro-Tem McIntyre – Yes Mayor Howard – Yes The Mayor and Council came back in Session at 6:35 PM The Council agreed to pay an invoice to Wise Flooring for the amount of $1780.00 to do the Margaret Elementary’ s Gym floor. Councilman Perry made the Motion to suspend the rules of regular meeting in order to make Teja Peeples the Elections Manager for upcoming Municipal Elections. Mayor Pro-Tem seconded the Motion. The Votes were as following: Councilman Perry – Yes Councilman Chapman – Yes Councilman Carter – Yes Councilman Ray – Yes Mayor Pro-Tem McIntyre – Yes Mayor Howard – Yes Councilman Chapman made the Motion to accepted the amended rules and regulations for the Water Works. Councilman Carter seconded the Motion. The Motion passed unanimously. Council would like for Mayor Howard to asked Erskine to do an Ordinance addressing parking on City streets. Mayor Howard informed the Council that the had missed the annual employees 3% raise for City Employees. Councilman Perry made the Motion to give only full-time employees an 3% raise. Mayor Pro-Tem McIntyre seconded the Motion. The Motion passed unanimously. Mr. Barker informed the Council that no changes had been done to the house located on Joy St. Mr. Barker stated that he had been in contact with a family member that owns the house on Joy St., the person had cancelled two scheduled meetings with Mr. Barker. The family member is also aware on all liens and the condition of the property. The Council authorized Mr. Barker to tear down the house located on Joy St. Mayor Howard asked for any more comments: Councilman Ray – nothing Councilman Carter – nothing Councilman Ray – nothing Councilman Chapman – lights need to be replaced at Wilson Park Mayor Pro-Tem McIntyre – lights need to be replaced at Dillard Park Councilman Chapman made the Motion to adjourn. Motion was seconded by Councilman Carter. Motion passed unanimously.
