In attendance: Councilman Ray, Councilman Carter, Councilman Perry,
Councilman Chapman and Mayor Pro-Tem McIntyre
Absent: Mayor Howard

Mayor Pro- Tem McIntyre called Meeting to order
Discussion
Mayor Pro-Tem McIntyre asked for approval of minutes for October 6,
2020 Councilman Ray made the Motion to approve minutes for October 6,
2020. Councilman Perry seconded the Motion. Motion passed with
Councilman Chapman and Mayor Pro-Tem McIntyre abstaining because
they were not present.
Harvey McWhorter was on the agenda to speak to the Council about
Brookhaven Plats, but Mr. McWhorter was not present. Councilman Perry
informed the Council, that the Plats had been previously presented by Mr.
Smith to the Council, and he feels that the drainage needs to identified.
Mr. Barker informed the Council that he and David had a scheduled
appointment to meet with a Contractor at 1:00 PM on Wednesday,
who is willing to repair Moonlite Dr. The Council asked that the
Contractor be insured and bonded. Councilman Ray feels if though
Moonlite Dr. will be a money pit. Mr. Barker inquired about what would
be next step, if Contractor is not bonded and insured? Councilman Perry
then, suggested it be turned over to City Attorney Erskine Funderburg.
Councilman Chapman suggested we find out what the person can do
before the Council proceeds. Matthew Tortorice suggested, Mr. Barker
finds out whether Contractor is willing to donate material to fix Moonlite
Dr.
Mr. Barker spoke with Mr. McCarthy about repairing Hunter’s Crossing
Rd. Mr. McCarthy informed Mr. Barker that he can’t make any repairs for
4 months because he is shorthanded due to COVID and other issues.
Councilman Perry suggests that Mr. Barker gets something in writing, so
the City will have some documentation. Mr. Barker will ask if McCarthy
will seal the Hunters Crossing Road until it can be repaired. Councilman
Ray feels that 4-6 months of doing nothing is inexcusable.
Pay Scale and Raises were next on the Agenda, Councilman Chapman
made a Motion to table the discussion on Pay Scales/ Raises until the new
administration takes office. The Motion was seconded by Stephen Perry.
Motion passed unanimously.
Mayor Pro-Tem McIntyre asked for anymore comments:
Councilman Chapman asked Mr. Barker for an update on the street lights.
Mr. Barker stated that he gave the Alabama Power guy the address so he
could come look at addresses and then give Mr. Barker a quote. Mr.
Barker had not received the quote as of, today. Mayor Pro-Tem McIntyre
asked whether or not a service call can be placed on lights not working
until Mr. Barker receives the quote?
Councilman Chapman would like for the City Clerk to come up with
something for Wyatt Dr. residents to sign to give the City a right-of-way on
their property.
Council Councilman Carter informed the Council that the Christmas
Parade will be held on December 20, 2020 @ 4:00 PM.
Councilman Perry informed the Council that someone needs to be
responsible for handling trash issues when he leaves. Matt Tortorice
doesn’t mind accepting that job.
Councilman Chapman made the Motion to adjourn. Councilman Perry
seconded the Motion. Motion passed unanimously.
Councilman Carter thinks the City needs to get a sign to deter speeding.
Meeting adjourned at 6:45PM.
