In attendance: Councilman Ray, Councilman Carter, Councilman Perry,
Councilman Chapman and Mayor Pro-Tem McIntyre, Mayor

Mayor Howard called Meeting to order
Discussion
Mayor Howard asked for approval of minutes for September 15, 2020
Councilman Perry made the Motion to approve minutes for September 15,
2020. Mayor Pro-Tem McIntyre seconded the Motion. Motion passed
unanimously.
Mr. Barker presented the Council with a new concept for housing Nell
Dysart would like to build container homes on property that she owns in
the City of Margaret. The Council is not interested in container homes at
this time.
Harvey McWhorter asked the Council to approve the Phase 4 Plat for
Brookhaven Drive with the changes that were added. Mr. McWhorter
informed the Council that the drainage and everything but the water has
been completed. All the lots are marked and the elevation has been done.
These lots will be model home lots. There will also be an easement where
the Brookhaven sign is. And there the driveways will be wide enough for
more than one car. Matt Tortorice would like for the lots to be platted in
the HOA. Councilman Perry stated that Hawkins Lane has not been
platted. Councilman Chapman would like to know about the driveway
before he proceeds. Mr. McWhorter feels that this would be a building
permit issue between the Council and the builders. Councilman Ray
inquired about a fire station. Mr. McWhorter stated that a fire station is in
the works. Councilman Ray made the Motion to approved the 4 lots plat
plan for Brookhaven. Councilman Perry seconded the Motion. The Motion
passed unanimously.
Councilman Ray informed the Council that additional lighting is need at
Dillard Park at the baseball field and walking track. Mayor Pro-Tem
McIntyre made a Motion to approve the Alabama Power contract for Co.
Rd 6 & Co. Rd 12, Lake St. & Co. Rd. 12, and S. Hillcrest & Sunrise.
Councilman Ray seconded the Motion. The Motion passed unanimously.
Mr. Barker presented the Council with another method to fix Moonlite Dr.
Mr. Barker told the Council that a box within a box, and then cut street to
make another road could possibly fix the situation on Moonlite Dr.
Councilman Ray made a Motion to table the Moonlite Dr. discussion until
the City is advised by City Attorney. Mayor Pro-Tem McIntyre seconded
the Motion. Motion passed unanimously.
Mayor Howard asked for any more comments:
Councilman Perry thanked everyone and stated that it had been a pleasure
to serve with everyone. Councilman Perry also reminded the Council that
the Margaret Neighborhood sign needs to be put back up.
Mayor Howard also thanked everyone and stated that he also enjoyed
working with the Council.
David Parrish informed the Council that he needs to put warning lights on
the City’s tractor.
Councilman Ray informed the Council that the Margaret Youth
Association is cancelled for this upcoming season.
Councilman Carter would like to know whether or not the Council is going
to revisit the impact fees?
Mayor Howard informed Mr. McWhorter that he will have to pay the
$1000.00 fee for new Plats. Mr. McWhorter has no problem with that , he
just need a invoice.
Councilman Chapman made the Motion to adjourn. Councilman Ray
seconded the Motion. Motion passed unanimously.
Meeting adjourned at 7:18PM.
