In attendance: Councilman Chapman, Councilman Jonathan Ray, Councilman
Matthew Tortorice, Councilman Darius Crump, Mayor Pro-Tem
Daryl McIntyre and Mayor Jeffrey Wilson

Mayor Wilson called Meeting to order
Discussion
Mayor Jeffrey Wilson asked for the approval of Council Meeting Minutes
from 12-21-2021. Mayor Pro-Tem Daryl McIntyre made the Motion to
approve the minutes from the 12-21-2021 meeting. Councilman Darius
Crump seconded the Motion. Motion passed unanimously.
Councilman Jonathan Ray arrives at the meeting 6:09 PM. Councilman
James Chapman arrives at the meeting 6:10 PM.
Mayor Pro-Tem Daryl McIntyre made the Motion to pass Ordinance 2022-
0104 Rescue Billing which allows billing consultations to charge insurance
companies and individuals for fire and rescue services rendered.
Councilman Matthew Tortorice seconded the Motion. Motion passed
unanimously.
Mr. Barker informed the Council of the deteriorating conditions of
Americana Dr. and Brookhaven Dr. (21 left and 31 right valley gutters
damaged plus ones on Hunters Cove) in Brookhaven Subdivision. The
Council would like for the city
Attorney Erskine Funderburg to set up a special meeting with Bobby and
Billy Smith, Brookhaven Development Partners Rep. Harvey McWhorter,
Daryl Pittard, Rausch Coleman, and Prominence Homes to discuss the road
conditions and develop solutions.
Councilman Matthew Tortorice made a Motion to table approval of the
Phase 13 Plat for Brookhaven Development Partners because present
subdivision rules and regulations do not address maintaining roads.
Motion died from lack of second. Mayor Pro-Tem Daryl McIntyre made the
Motion to approve Phase 13 Plat for Brookhaven Development Partners on
the basis that it meets all future subdivision rules and regulations, inlets are
properly installed to address the water drainage problems, there will be not
street parking allowed, house are for sale, double driveways and double
garages. Councilman James Chapman seconded the Motion. Roll call vote
is:
Councilman James Chapman – Yes Councilman Matthew Tortorice - No
Councilman Darius Crump – No Mayor Pro-Tem Daryl McIntyre – Yes
Councilman Jonathan Ray- Yes Mayor Jeffrey Wilson -Yes
Motion is carried by majority.
Attorney Erskine Funderburg informed the Council that he is currently
writing a contract which allows the City of Margaret to purchase the sewer
system from City of Moody.
Mayor Jefferey Wilson asked for comments:
Councilman Matthew Tortorice would like for the City to look into clearing
off the Arant and Moseley land purchased last year.
Councilman Jonathan Ray - nothing
Councilman James Chapman – nothing
Councilman Darius Crump - nothing
Mayor Pro-Ten Daryl McIntyre informed the Council that the City needs to
obtain and easement from home owners in order to fix Michael St. where the
bus turns around at the end.
The Council will request the Public Works Department to barricade off a
sink hole that has formed on Stone Cove in Ridgefield Subdivision.
Attorney Erskine Funderburg suggested that all City streets have weight
limit signs posted.
Councilman Jonathan Ray made the Motion to adjourn. Councilman
James Chapman seconded the Motion.
Meeting adjourned at 7:02 PM.
