In attendance: Councilman James Chapman, Councilman Matthew Tortorice,
Councilman Darius Crump, Councilman Jonathan Ray, and Mayor
Pro-Tem Daryl McIntyre

Mayor Pro-Tem Daryl McIntyre called Meeting to order
Discussion
Mayor Pro-Tem Daryl McIntyre asked for the approval of Council
Meeting Minutes from 4-19-2022. Councilman Matthew Tortorice made
the Motion to approve the minutes from the 4-19-2022 meeting with the
correction by Councilman Jonathan Ray of adding that Chief George
Wiggin informed the Council that he only answers to the Mayor.
Councilman James Chapman seconded the Motion. Motion carried;
Mayor Pro-Tem Daryl McIntyre was not present at the 4-19-2002 meeting.
David Parrish informed the Council that the Rules and Regulations
addressing Margaret Sewer are already in place.
Councilman Matthew Tortorice made to motion to add Mayor Pro-Tem
Daryl McIntyre to all City of Margaret and Margaret Water Works accounts.
Councilman James Chapman seconded the Motion. Motion passed
unanimously.
Councilman Matthew Tortorice made the Motion to add 2 positions to Public
Works and 2 positions to Margaret sewer. Motion was withdrawn
Councilman Matthew Tortorice made the Motion to authorize the pay rate
for Margaret Public Works to increase from $13- $16 hour. Council
authorized David Parrish to hire 2 Public Works employees and 2 Margaret
Sewer employees. And David Parrish is also authorized to issue the pay
increase at his discretion. Councilman James Chapman seconded the
Motion. Motion passed unanimously.
Councilman Matthew Tortorice made a Motion to increase David Parrish’s
yearly pay by $15,000.00. The pay will become effective for the next current
pay period. Councilman Jonathan Ray objects to this pay increase because
David Parrish is not certified to run the sewer. Councilman Darius Crump
seconded the Motion. Mayor Pro-Tem Daryl McIntyre called for a roll call
vote:
Councilman James Chapman – Yes Councilman Matthew Tortorice – Yes
Councilman Darius Crump – Yes Mayor Pro-Tem Daryl Mcintyre - Yes
Councilman Jonathan Ray – No
Councilman Matthew Tortorice would like the Council to revise the
employee’s handbook.
Councilman Jonathan Ray would not like to spend $4000.00 that Mayor
Jeffrey Wilson requested for fireworks.
Councilman Jonathan Ray made a Motion to increase rates in the Police
Department and an additional full-time employee with benefits. The rates
are:
Lieutenants $20.00/hr.
Full-time Officers $18.00/hr.
Part-time Officers a minimum of $15.00/hr.
Councilman Darius Crump seconded the Motion. Motion carried with
Councilman James Chapman abstaining.
Councilman Jonathan Ray will follow-up with the Keith Hager, the City
Engineer concerning repairing the road in Ridgefield.
Harvey McWhorter discussed the Plat modification on Andrew Lane on the
right. The Front setback decrease from 20” to 10”. The lots will be 27 ½ to
37 ½ from back of curb. Councilman Matthew Tortorice made the Motion to
accept the modification on the Andrew Lane Plat. Councilman James
Chapman seconded the Motion. Motion passed unanimously.
The update on Brookhaven Dr. is that it has been dug out. The Council
would like for Mr. Barker to notify Prominence that they will be responsible
for the $11,000 plus left over to repair Brookhaven Dr. The Council stated
that the paid Impact Fee is to be kept separate from the$11,000.00 plus road
repair cost.
Councilman Jonathan Ray will meet Mr. Barker at 400 Brookside to look at
the drainage problem.
Isaac Howard informed the Council of the need of another water tower,
before the City gets into a critical crisis dealing with the water.
Councilman James Chapman made a Motion to table the Steven’s Cove Plat
modification. Councilman Jonathan Ray seconded the Motion. Motion
passed unanimously.
Councilman Matthew Tortorice informed the Council that Mr. Barker needs
to have an additional employee in the Inspections Department.
Councilman James Chapman asked the Council to give David Parrish
permission to fix a pipe on Sunny St because it has buckled the road. The
limit for the repair is set at $2500.00. Mayor Pro-Tem Daryl McIntyre
seconded the Motion. Motion passed unanimously.
Councilman Jonathan Ray discuss employee rates at another time.
Mayor Pro-Tem Daryl McIntyre asked for comments:
Mr. Altobella asked for an update on Lakeside Dr.
Janice McIntyre informed the Council that the MCO will have a Family
Movie Night on June 24 at Dusk. Janice also requested Police and Fire
present at this event and food truck events. Chief Parrish and Lt.
Thompson agreed to allow Police and Fire to help.
Councilman James Chapman made the Motion to adjourn. Councilman
Darius Crump seconded the Motion. Motion passed unanimously.
