In attendance: Councilman James Chapman, Councilman Darius Crump (6:15 PM) Councilman Matthew Tortorice, Councilman Jonathan Ray, Mayor Pro-Tem Daryl McIntyre, and Mayor Jeffrey Wilson Absent: Prayer: Mr. Barker Pledge of Alliances Mayor Jeffrey Wilson called Meeting to order Discussion Mayor Jeffrey Wilson asked for the approval of Council Meeting Minutes from 6-21-2022. Councilman James Chapman made the approve the minutes from the 6-21-2022. Mayor Pro-Tem Daryl McIntyre seconded the Motion. Motion passed unanimously. Mayor Jeffrey Wilson asked for the approval of Council Meeting Minutes from 7-5-2022. Councilman James Chapman made the motion to approve the Council Minutes from 7-5-2022. Mayor Pro-Tem Daryl McIntyre seconded the Motion. The Motion passed unanimously. Mayor Bradley from the City of Argo addressed the Council, concerning a a road grant. Mayor Bradley would also like the City to consider sending a representative to future meetings for the grant. Councilman Jonathan Ray made the Motion to allow a budget up to $1000.00 for the City of Margaret to host the St. Clair County Mayor’s Breakfast. Councilman James Chapman seconded the Motion. The Motion passed unanimously. Council James Chapman made a Motion to table CLC Properties until the next they pay the plat modification fee and present a plat with the proposed changes. Councilman Jonathan Ray seconded the Motion. The Motion passed unanimously. Mayor Pro-Tem Daryl McIntyre made the Motion to set the potential Police Chief’s salary at a range of $48,000.00 to $60,000.00. Interim Chief James Thompson informed the Council that he hired a full-time APOST certified Officer at $18.00/hr. Councilman Darius Crump arrives at the meeting 6:15PM. Councilman Jonathan Ray made a Motion to allow Interim Chief James Thompson spend up to $4300.00 to get the new police vehicle ready for patrolling. Mayor Pro-Tem Daryl McIntyre seconded the Motion. The Motion passed unanimously. Councilman Jonathan Ray made the Motion to allow Interim Chief James Thompson to spend up to $12,000.00 out of the American Rescue Plan money in order to purchase new tasers for Police Department. Mayor Pro- Tem Daryl McIntyre seconded the Motion. The Motion passed unanimously. Councilman Matthew Tortorice made the Motion to spend up to $1000.00 for the website content w/ option of additional 2 hrs. maintenance fee. Mayor Pro-Tem Daryl McIntyre seconded the Motion. The Motion passed unanimously. Harvey McWhorter informed the Council that Big John’s paving should be finished with Andrew Lane & Brookhaven Dr. this week or next week at the end of the week. Councilman Jonathan Ray made the Motion to take $25,000.00 out of the General Fund and an additional $11,000.00 out of the impact fee money (to cover Prominence), and upon inspection and approval by Mr. Barker and Keith Hager, the City Engineer. Mayor Pro-Tem Daryl McIntyre seconded the Motion. The Motion passed unanimously. Isaac Howard informed the Council that the telemetry system to monitor the sewer/water for $109,750.00 must include cellular service. The City Clerk will check with the League to see if the money can be taken out of the American Rescue Plan money. Isaac Howard is willing to put up his Grade I license up to cover the lines and pumps. But the City has to have someone with a Grade II license to run the sewer plant. Mayor Pro-Tem Daryl McIntyre made the Motion to spend up to $2700.00 to fix the drainage problem on Brookside. Councilman Jonathan Ray seconded the Motion. The Motion passed with Councilman James Chapman abstaining. Council was informed that Stone Cove Dr. has been repaired. Councilman James Chapman would like to table the discussion on employee rates. Mayor Pro-Tem Daryl McIntyre seconded the Motion. The Motion passed unanimously. Councilman James Chapman made the Motion to allow the setback at Steven’s Cove. Council Jonathan Ray seconded the Motion. The Motion passed with Councilman Matthew Tortorice abstaining. David Parrish informed the Council that needs a new truck and a transmission for one of his trucks. Councilman Jonathan Ray made the Motion to purchase a transmission for up to $5000.00 and to allow David to get quotes for a new vehicle. Mayor Pro-Tem Daryl McIntyre seconded the Motion. The Motion passed unanimously. Councilman Jonathan Ray made a Motion to suspend the rules in order to consider David Parrish purchasing a water pump. Councilman James Chapman seconded the Motion. The Motion passed unanimously. Councilman Jonathan Ray made the Motion to allow David Parrish up to $4600.00 to be paid out of the Public Works Account to purchase a water pump. Councilman James Chapman seconded the Motion. The Motion passed unanimously. David informed the Council that the Vol. Fire Department received a $10,000.00 grant. David would like to purchase a hose and update flooring at fire departments. Councilman Jonathan Ray made the Motion to authorize $10,000.00 to be used for the purchase of a hose and the remainder be allotted toward flooring. Mayor Pro-Tem Daryl McIntyre seconded the Motion. The Motion passed unanimously. Councilman Jonathan Ray informed talked to the Council about sponsoring the St. Clair County School Athletic Booster by donating a one-time $5000.00 donation. Councilman Jonathan Ray made the Motion to suspend the rules to consider donating to the St. Clair County School Athletic Booster Club. Mayor Pro-Tem Daryl McIntyre seconded the Motion. The Motion passed unanimously. Councilman Jonathan Ray made the Motion to spend $5000 to donate to the St. Clair County Athletic Booster Club. Mayor Pro-Tem McIntyre seconded the Motion. The Motion passed unanimously. Mayor Pro-Tem Daryl McIntyre made the Motion to go into Executive Session. Councilman James Chapman seconded the Motion. The Motion passed unanimously. (Expected time 15 minutes) Executive Session 7:42 PM  Council Meeting resumed at 7:42 PM. Councilman James Chapman made the Motion to follow the advice of the City Attorney Erskine Funderburg. Mayor Pro-Tem Daryl McIntyre seconded the Motion. The Motion passed unanimously. Councilman Matthew Tortorice would like the Council to approve the Stop signs on Ryan Cir. The Council would like to have Keith Hager the City Engineer opinion before proceeding with allowing the Stop signs on Ryan Cir. Councilman James Chapman made the Motion to adjourn. Mayor Pro- Tem seconded the Motion. Motion passed unanimously.
