. City of Margaret February 6, 2024 6:00 P.M. In attendance: Councilman James Chapman, Councilman Matthew Tortorice, Councilman Jonathan Ray, Mayor Pro-Tem Daryl McIntyre, and Mayor Isaac Howard Absent: Councilman Darius Crump Prayer: Clyde Beverly Pledge of Alliance The meeting was called to order Discussion: Charles Ford addressed the Council concerning his candidacy for the St. Clair County Commissioner’s seat. Councilman Jonathan Ray made a Motion to table the discussion on the employee handbook. The Motion was seconded by Councilman Matthew Tortorice. Councilman Matthew Tortorice made the motion to apply for $250,000.00 for curbs and gutters in Brookhaven Subdivision. Councilman Jonathan Ray seconded the Motion. The Motion passed with four yeses and one no. Councilman James Chapman left the Meeting @ 6:14 PM. Councilman Jonathan Ray will get quotes on the drainage problem at Dillard Park. Councilman Matthew Tortorice will check with Mike Raita in Tuberville’s office about grant opportunities for Dillard Park. Councilman Jonathan Ray made the Motion to accept the Deep South Dirt Work bid for Colonial Lane. Councilman Jonathan Ray suspended his Motion concerning Deep South Dirt Work. Councilman Jonathan Ray made the Motion to accept the bid from Southern Seal Coating in the amount of $31,367.78 to do Colonial Lane. Mayor Pro-Tem Daryl McIntyre seconded the Motion. The Motion passed unanimously. Councilman Matthew Tortorice made the Motion to accept option map number one from the RPCGB for redistricting. Councilman Jonathan Ray seconded the Motion. The Motion passed with three yeses and one no. The Council cleared up the raise issue involving the police and fire departments. The raises will be for full-time officers and firefighters and will be retroactive from January 9, 2024. Public Works annex building needs flooring repair and heating/cooling. Councilman Matthew Tortorice suggested applying for a grant of $50,000.00. Councilman Jonathan Ray made the Motion to approve the minutes for 01-09-2024. Mayor Pro-Tem Daryl McIntyre seconded the Motion. The Motion passes with three yeses and one no. Councilman Jonathan Ray made the Motion to purchase four more speed bumps. Councilman Ray rescinded the Motion. Councilman Jonathan Ray made the Motion to purchase eight more speed bumps for the amount of up to $6,000.00. The Motion passes with three yeses and one no. Clyde Beverly requested a Special Meeting for his proposal. Adams Cummings variance was tabled. Councilman Jonathan Ray made the Motion to table the Trinity Lane Discussion to have the road assessed and surveyed. Chief Anthony Fields informed the Council that the police department is down a vehicle and that it would be too costly to fix. Councilman Jonathan Ray made the Motion to purchase another police vehicle for up to the amount of $48,000.00 plus up to $15,000.00 out of the American Rescue Plan money. Mayor Pro-Tem Daryl McIntyre seconded the Motion. The Motion passed unanimously. Councilman Jonathan Ray made the Motion to purchase nine Tasers w/cartilages for $699.00 each. Mayor Pro-Tem Daryl McIntyre seconded the Motion. The motion passed unanimously. The Council informed Chief Fields that he is to work 40 hours a week  when he asked how many hours the Council requires him to work. Councilman Jonathan Ray would like to have a special meeting to discuss the wages of other city departments. Councilman Jonathan Ray made a Motion to pay the bid quoted by Robbie Dellinger for the amount of $28,500 to put living accommodations in Fire Station 2. Councilman Matthew Tortorice seconded the Motion. The Motion passed unanimously. Fire Chief David Parrish informed the Council the radiator went out on the Pierce Firetruck. A new radiator will cost $5900.00 plus the cost to have someone put the radiator in. Chief Parrish will get quotes on the cost of repairing the radiator Councilman Matthew Tortorice provided the Council with an update concerning Margaret Elementary. Robert Johnson, a resident, voiced his concern about potholes on Abingdon Trace in Magnolia Subdivision. Philomena Jackson expressed concerns about potholes on Clover Ave. Stephen Henry updated the Council on his progress on building a veteran memorial wall at Dillard Park. Mayor Pro-Tem Daryl McIntyre made a Motion to adjourn. Mayor Isaac Howard seconded the Motion.
