City of Margaret Tuesday, March 5th 2024 6:00 P.M. In Attendance: Mayor Isaac C Howard, Councilman Darius Crump, Councilman Matt Tortorice and Councilman Jonathan Ray Not In Attendance: Pro-Tem Daryl McIntyre and Councilman James Chapman Mayor Howard called meeting to order Opening in Prayer: Mr. Beverly Pledge of Allegiance Discussion: Councilman Ray made the motion to table Employee Handbook it was seconded by Councilman Tortorice. Motion was passed unanimously. Councilman Ray made the motion that all the Full Time Employees that have not been previously addressed receive a 5% pay increase in pay rate across the board it was seconded by Councilman Tortorice. Motion was passed unanimously. Councilman Crump makes motion to pay Full Time and Part Time Employees the same pay it was seconded by Councilman Tortorice. Motion did not carry. Vote went as the following: (2) yes and (2) no Councilman Tortorice gives update on Brookhaven Curbs and Gutter Grant. Councilman Ray made motion to table Dillard Park it was seconded by Councilman Tortorice. Motion was passed unanimously.  Councilman Ray made motion on bid to spend $20,000 on the property at 125 School Street (Public Works Annex) for Renovations from Robbie Dillinger it was seconded by Councilman Crump. Motion was passed unanimously. Councilman Ray made motion to spend $3,100 on appliances for Station 2 it was seconded by Councilman Tortorice. Motion was passed unanimously. Chief David Parrish updated council on the Fire Truck repair cost. The fire truck totaled around $11,000 in repairs for new radiator, water pump and hoses. Councilman Matt Tortorice made motion to table Cummings Variance it was seconded by Councilman Crump. Motion was passed unanimously. Councilman Crump made motion to table Mr. Beverly Proposal it was seconded by Councilman Tortorice. Motion was passed unanimously. Councilman Ray made motion to approve Minutes from 2-6-2024 Council Meeting it was seconded by Mayor Howard. Motion passed. Vote went as the following: (2) yes, (1) no and (1) abstained. Councilman Ray made motion to approve Resolution 2024-0109 to purchase Police Vehicles it was seconded by Councilman Tortorice. Motion was passed unanimously. Councilman Ray made motion to approve Resolution 2024-0206 to purchase Police Vehicles it was seconded by Councilman Tortorice. Motion was passed unanimously. Councilman Tortorice made motion to approve Resolution 2024-0109 to purchase Air Packs it was seconded by Councilman Ray. Motion was passed unanimously. Mayor Howard and Council discuss creating a position for a Sewer Operator. Councilman Ray made motion to table Sewer Operator Position pending City Attorney putting a contract together it was seconded by Councilman Tortorice. Motion was passed unanimously.  City Inspector Mr. Barker asked that the following be added to Ordinance No. 07-619 No residential dwelling shall be erected upon or allowed to occupy any part of the property unless the area of the structure, exclusive of open porches, attached garages or carports, is not les than 1,000 square feet. The living area may not be less than 800 square feet on the main level and total living area not less than 1,000 square feet, exclusive of open porches, garages and basement for the two-story dwellings. No dwelling shall be located nearer than 20 feet from the front boundary line of the subject property. City Inspector Mr. Barker discusses increasing Inspection fees. Mayor and Council agree to revisit all Inspection Fees at next Council Meeting. Fire Chief David Parrish gives update on Radio Grant Mayor Howard and Council looked over Trinity Lane Engineer Report Mayor Howard discusses Annual Conference. Mayor Howard, Councilman Ray and Councilman Tortorice will be in attendance Councilman Tortorice gives update on County Commission, road improvements for the Intersection at Sanie Road and County Road 12, and road improvements for Intersection at Mustang Drive and County Rd 12. Councilman Ray makes motion to add $3,700 to the current job that Southeastern Sealcoating is currently working on for Colonial Lane it was seconded by Councilman Tortorice. Motion was passed unanimously. Councilman Tortorice starts discussion on Clover Avenue Road issues and residencies voice their concerns. Councilman Ray makes motion for City Attorney to send a Letter to Woodland Ridge Developer regarding his responsibility on Clover Avenue it was seconded by Councilman Tortorice. Motion was passed unanimously. Police Chief Anthony Field updates Mayor and Council with Police Stats.  Mayor and Council agree to discuss Chief Anthony Fields pay and hours in a future executive session. Lisa Love, a resident, expressed her concerns with Mayor and Council Bret Gray, a resident, expressed his concerns with Mayor and Council Councilman Ray made motion to adjourn.
