. City of Margaret June 4, 2024 6:00 P.M. In attendance: Councilman James Chapman, Councilman Matthew Tortorice, Councilman Jonathan Ray, and Mayor Pro-Tem Daryl McIntyre Absent: Mayor Isaac Howard and Councilman Darius Crump Prayer: Mr. Barker Pledge of Alliance Adoption of Agenda The meeting was called to order Discussion: Councilman James Chapman moved to table the redistricting map discussion. The Motion was not passed due to a non-majority vote. Mr. Barker would like the Council to consider amending the business ordinance (07-619) to require 1000 sq/ft for houses. The current business ordinance has not been adjusted in fifteen years. Mr. Barker suggests a variance be used for older neighborhoods. Councilman Jonathan Ray moved to amend the old ordinance to increase the square footage and increase fees. Councilman Matthew Tortorice seconded the Motion. The Motion passed with three yeses and one no. Councilman James Chapman moved to table the discussion on Old Acton Road until Mayor Isaac Howard can address it. Mayor Pro-Tem Daryl McIntyre seconded the Motion. The Motion passed unanimously. Councilman James Chapman moved to approve the minutes from 5-21- 2024. Mayor Pro-Tem Daryl McIntyre seconded the Motion. The Motion failed due to non-majority. Councilman Jonathan Ray moved to approve the minutes of the Special Meeting 5-28-2024. Mayor Pro-Tem Daryl McIntyre seconded the Motion. The Motion failed due to non-majority. Chief David Parrish informed the Council that the public works annex building has more termite damage than water damage. Councilman James Chapman moved to table ADEM report until Mayor Isaac Howard is present. Mayor Pro-Tem Daryl McIntyre seconded the Motion. The Motion passed unanimously. Councilman James Chapman moved to table the Margaret Elementary Road until Mayor Isaac Howard is present. Mayor Pro-Tem Daryl McIntyre seconded the Motion. The Motion passed unanimously. Councilman James Chapman moved to table the fireworks discussion until Mayor Isaac Howard is present. Mayor Pro-Tem Daryl McIntyre asked for any comments: Councilman Matthew Tortorice suggested working four ten-hour work days a week for the city hall. Councilman Matthew Tortorice presented a PowerPoint on comprehensive plan using Moody and Argo as examples. Councilman Matthew Tortorice moved to allow Mayor Isaac Howard the authority to enter into a comprehensive plan agreement with the RPCGB. The Motion died due to lack of a second. Councilman Jonathan Ray moved to give Chief David Parrish a $500.00 spending limit. The Motion died due to lack of second. A resident of Scenic Crest Court about paving the road. Mr. Barker offered two quotes 1). $29,628.42 and 2). $50,000.00. Mrs. Love, a resident of Sunrise Subdivision, inquired about the number of meetings that can be missed, and express concern about a waterline moved in her yard by Public Works. A resident of the Woodland Ridge Subdivision expressed her concern about the road conditions in the subdivision. Mr. Barker informed her that the roads fall under Charles Pendley, the developer. Councilman James Chapman moved to adjourn. Councilman Darius Crump seconded the Motion.
