. City of Margaret October 15, 2024 6:00 P.M. In attendance: Councilman James Chapman, Councilman Matthew Tortorice, Councilman Jonathan Ray, and Mayor Daryl McIntyre Absent: Councilman Darius Crump left after the council work session. District 3 Seat Vacant Prayer: Mr. Barker Pledge of Alliance Adoption of Agenda Councilman James Chapman moved to approve the agenda. Councilman Matthew Tortorice seconded the Motion. The Motion passed unanimously. Discussion: Councilman James Chapman moved to donate $5000.00 to Margaret Elementary to help purchase a view sonic board and two composite benches for the playground. Councilman Matthew Tortorice seconded the Motion. The Motion passed unanimously. Brett Isom from the Regional Planning Committee of Greater Birmingham recommended that the Council delay the RPCGB Comprehensive Plan until after the 2025 municipal elections. Brett Isom explained the different steps of redistricting. Councilman Matthew Tortorice moved to have a public hearing at the next Council meeting November 5, 2024, on the redistricting map option one. Councilman Jonathan Ray seconded the Motion. The Motion passed unanimously. Councilman James Chapman moved to table the fire truck purchase discussion to make sure it could be financed. Motion dies from lack of second. Councilman Matthew Tortorice moved to allow the city clerk 15 minutes to get a profit/loss report from QuickBooks. Councilman Jonathan Ray seconded the Motion. The Motion passed unanimously. The Council was given the profit/loss report. Councilman Matthew Tortorice moved to table the minutes of 9-17-2024. Councilman Jonathan Ray seconded the Motion. The Motion passed with three yeses and one no. Councilman Matthew Tortorice moved to table the minutes of 10-1-2024 because the Public Hearing Motion was left out. Councilman Jonathan Ray seconded the Motion. The Motion was tied with two yeses and two noes. Improvements at Dillard Park will be addressed when more information is obtained. Splash Pad was discussed to be potentially located at a vacant lot adjacent to Dillard Park. Councilman Jonathan Ray would like the Council to look into the cost of living adjustments for city employees in the future. Councilman Jonathan Ray moved to donate $5000.00 to St. Clair County High School. Councilman Matthew Tortorice seconded the Motion. The Motion was tied with two yeses and two noes. Councilman James Chapman moved to donate $2500.00 to St. Clair County High School and $2500.00 to Odenville Middle School. Councilman Matthew Tortorice seconded the Motion. The Motion passed with three yeses and one no. Councilman Matthew Tortorice moved to amend Councilman Chapman’s Motion to include donating $2500.00 to Springville school. Councilman Jonathan Ray seconded the Motion. The Motion was tied with two yeses and two noes. Chief Fields asked the Council to surplus non-operatable police cars. The vehicles can only be sold for scrap. Councilman James Chapman moved to allow Chief Fields to surplus the police vehicles. Councilman Matthew Tortorice seconded the Motion. The Motion passed unanimously. Councilman James Chapman moved to adjourn.
