Pursuant to notice duly filed with the City Clerk, a meeting of the Parks and Recreation Commission was held
at 5:30pm at the Recreation Commission Office.
Present were Commission Members: Chairman Kays, Commissioner Vital, Commissioner Welch,
Commissioner Gallagher, Commissioner Cabral, and Commissioner Sampson.
Also attending Recreation Director Charles Thebado and Program Manager Joe Mulvey.
Approval of minutes 02-09-22
On a motion duly made by Commissioner Vital and seconded by Commissioner Gallagher, it was unanimously:
VOTED: To accept the 02-09-22 minutes.

Mr. Thebado gave the following Recreation Department update:
• Mr. Thebado asked the Commission to review the rules and regulations for Splash Pads.
On a motion made by Commissioner Vital and seconded by Commissioner Cabral, it was unanimously:
VOTED: To approve the rules and regulations for Splash Pad signage in English, Spanish and
Portuguese.
• Lifeguard Recruitment Update: One person completed Lifeguard Course, three candidates have been
interviewed and are taking the lifeguard course in April. Joe and the Head Lifeguards that are home
from spring break will be going to MHS tomorrow during the lunch hours to help spread the word of
lifeguard positions
• Held meeting with Ft. Meadow Commissioner Lee Thompson and Conservation Commissioner Bill
Dunbar to discuss placing two kayak docks here in the city. One located at the Grove and the other at
the City Hixson Boat Launch.
• We changed all city lockbox codes for all facilities. Zip tied netting at Bauks field.
• Simela is working on getting field permits set for all youth and adult groups.
• Project Summer Adventure is back. Met with Rick Cincotta. Schedule is up online, and registrations
have started this past Monday for Marlborough residents only for the first two weeks. Maximum 52
children per week.

• We requested and waiting for Bus quotes.
• Our Skyhawks Summer Sports program schedule will be up next week.
• All of our Spring programs are up online.
• First Movie in the Park will be scheduled for Friday, June 3rd at Kelleher Field
• Summer Concerts have been scheduled. We will have ten concerts this year.
Waiting on Council approval of budget before advertising.
• Spoke with Mark Gibbs at IT Department and will be setting up a PA system at the beach.
The Commission thanked Mr. Thebado for his report.
All in favor. Motion carried.
