Pursuant to the notice duly filed with the City Clerk, a meeting of the Parks and Recreation Commission was
held at 5:30pm at the Recreation Office.
Present were Commission Members: Chairman Kays, Commissioner Gallagher, Commissioner Welch, and
Commissioner Cabral.
Also attending Recreation Director Charles Thebado, Program Manager Joseph Mulvey, and MYBA
representative Charles Brooks
Approval of minutes 1-11-23
On a motion duly made by Commissioner Gallagher and seconded by Commissioner Cabral, it was
unanimously:
Voted: To accept the 1-11-23 minutes.
Parks Report: Mr. White was not able to attend the Commission meeting.
Recreation Report - Charles Thebado, Director:
Mr. Thebado gave the following Recreation Department report:
• We are in the process of meeting with all city youth groups to discuss the upcoming year and any
issues and concerns they may have.
• Working with the DPW on the city pool renovations. The bid opening is scheduled for 2/24 with a
tentative start date of 4/2 and completion date of 6/2. Project scheduling will depend on who bids on
the project. We are hoping for Ward to be completed before the summer and Farrell to be completed
sometime in the fall.
• Holding the February lifeguard course at Wayside during February school vacation week. We have 8
confirmed lifeguards for this season but would need approximately 14-16 for the summer. We have
reached out to all local schools and the Athletic Directors looking for some assistance
• Joe is completing the spring program schedule and is also firming up our summer program offerings as
well.
• Paint Night is scheduled on February 23rd at Jericho for which we have received great interest and
several registrations so far.
• Spoke with Mike Cabral about having CPR / AED classes for city youth coaches after the Damar Hamlin
incident. Reached out to Brandy DeBarge Director of Education and Training @ Patriot Ambulance to
hold classes but she is on leave until Feb 20th. Once she has returned, I will try to set up classes for
coaches.
• The Dek Hockey Rink completion is tentatively scheduled for some time in mid to late April. Two major
items holding up the project are the Musco lighting and paving.
• Inquired this afternoon with Mike Berry of Musco Lighting to come out and give a quote for lights for
the front field here at Ghiloni. I believe this is necessary as Youth Soccer seems to be the only youth
group without lighting.
• Will be holding meetings with the DPW regarding parking at Memorial Beach.
• Charles Brooks from MYBA attended the meeting to discuss the proposed renovation of the Williams
Street baseball field snack shack. Charles had met with members from the DPW, Building Department,
and the Recreation Director previously to address concerns.
On a motion made by Commissioner Cabral and seconded by Commissioner Gallagher, it was unanimously:
All in favor. Motion carried to approve the Williams Street snack shack renovation.
The Commission thanked Mr. Thebado for his report.

All in favor. Motion carried.
