Pursuant to the notice duly filed with the City Clerk, a meeting of the Parks and Recreation Commission was
held at 5:30pm at the Recreation Office.
Present were Commission Members: Chairman Kays, Commissioner Gallagher, Commissioner Welch, and
Commissioner Cabral.
Also attending: Recreation Director Charles Thebado, Program Manager Joseph Mulvey, and Marlborough
Cub Scouts, Troops 2.
Old/New Business: Eight Cub Scouts from Troop 2 and their two leaders joined the Recreation Commission
meeting today, April 12th. The scouts are completing their citizenship in the community merit badge, around
attending a public, local government meeting. Each of the scouts asked questions regarding the Recreation
Department and Recreation Commission. Recreation Director, Mr. Charles Thebado answered all of their
questions and gave a brief synopsis of the responsibilities of the Recreation Department and of the Parks and
Recreation Commission.
The Scouts and their leaders thanked the Commission and Mr. Thebado for their time and valuable
information regarding the operation of Marlborough Parks and Recreation Department.
Approval of minutes 3-15-23
On a motion duly made by Commissioner Gallagher and seconded by Commissioner Cabral, it was
unanimously:
Voted: To accept the 3-15-23 minutes.
Parks Report: Mr. White was not able to attend the Commission meeting.
Recreation Report - Charles Thebado, Director:
Mr. Thebado gave the following Recreation Department report:
• Pickleball Court Project at Ward:
A: Take out Tennis Net
B: Resurface and paint 4 pickleball courts on the tennis court
C: Put in 4 permanent pickleball nets with divider -Where the tennis net is now.
D: Take out benches on the court
• Finish cosmetic upgrades at Farrell Pool with new fence, planting grass to cover the concrete section that
was removed, etc.. I’ll inform the Mayor’s office that we will not be removing the pool decks until we have
a contractor onsite to eliminate any possible issues that may cause a delay or closure of the pool for this
summer.
• Basketball Court at Koreans Vets Field: Replace existing 10ft hoops with hoops similar to the ones at
Memorial Beach. Also, put in (2) 8ft hoops at center court perpendicular to the main court.
• Will contact DPW regarding lights at Jericho Basketball courts.
• Budget Hearing Report w/Mayor. I will request an increase regarding seasonal payroll budget.
• Working with Randy Scott regarding Family Fun Day on May 7th
• Movie in the Park is Scheduled.
• All Summer Concerts are scheduled. Also, two children concerts as well with Joe Giglio / Rock Institute.
• Senior BBQ is scheduled at Memorial Beach.
• Grass Fields are opened last week.
• Met with DPW to possibly have shed at Memorial Beach.
• No bids to resurface the pools.
• We are still looking to hire few more lifeguards. Training class will start next week.
• There was a brief discussion regarding lights on at the Ward Park courts.
On a motion duly made by Commissioner Cabral and seconded by Commissioner Welch, it was unanimously:
Voted: To have the lights on at the Ward Park courts starting May 1st, from sunset to 9:00pm, rain or shine.
This will be only through the month of May for a trial period. Depending how everything works out, the
Commission will address any issues or concerns. The Commission will vote again in September.
The Commission thanked Mr. Thebado for his updated report.
On a motion made by Commissioner Cabral and seconded by Commissioner Gallagher, it was unanimously:
All in favor. Motion carried.
