Regular Meeting Minutes, January 10, 2022 - Village Hall
The regular meeting of the Village Board, for the Village of Marquette, was called to order by
President Cybul at 7:06 p.m. The Pledge of Allegiance was recited.
Roll Call: President – Art Cybul - present Clerk - Julie Powell –present
Trustee – Peter Michalos - present Treasurer – Paula Gilbertson – present
Trustee Richard Krueger - present
There were 8 citizens in attendance. Social distancing will be enforced and masks are optional.
Certification of Compliance with the Open Meetings Law: Agenda notice was posted in three
public places - Village Hall door, kiosks at the Post Office and Truck Garage, also posted on the
Village Website and emailed to Berlin Journal Newspapers.
A motion to approve the agenda was made. Michalos /Krueger. Motion passed. (Unanimous).
Approval of Minutes sent to Board Members: All minutes are posted on the Village Website and
in the kiosks as a draft for the Board and the public to review. No changes made. A motion
was made to approve the Regular Board Meeting Minutes on December 13, 2021 as presented.
Krueger/Michalos. Motion passed. (Unanimous).
The Treasurer’s report was read. A Motion to approve the treasurer’s report as read.
Michalos/Krueger. Motion passed. (Unanimous).
Approve Payment of Bills: Presented for payment were vouchers 9316-9332 in the amount
of $1,582.76 plus $3,500.00 for the maintained balance and utilities for a Grand total of
$5,082.76. Motion to pay the bills as presented and transfer from the appropriate accounts
the amount of $4,100.00 to the General Fund. Krueger/Michalos. Motion passed.
(Unanimous).
Citizen Comments – Time Limits and Rules Apply: Janet Burdick asked how the planning of the
military flags was coming. Art commented that we haven’t decided where they will go yet.
Janet also asked who are the Poll Workers for the elections. Julie told here who they were.
Tony Deiss mentioned that there was a light out at the stop and go light. Tony also brought up
the Waste Management Schedule regarding pick up a day late after the holidays. Richie Semrow
asked about any reports on the campers in the Village. Art mentioned that it is in the attorney’s
hands.
Discuss / Approve:
Update on Snow Plow Truck Auction: Julie received an invoice from Wisconsin Surplus Online
Auction with a bid of $4,000.00. The total with the bid, premium and tax came to $4,747.50.
The payment deadline is January 13, 2022 and the removal deadline is January 17, 2022. After
discussion a motion was made to accept the bid of $4,000.00. Michalos/Krueger. Motion
passed. (Unanimous).
Board Reminders/Updates: Peter is going to put the battery saver on the snow plow truck this
week. Paula explained about there was a booming year in the real estate market in 2021. A
decrease in agg ratio is due to the percentage of equalized value greater than the percentage of
increase in assessed value. Also, there was an increase of taxes because of the County’s levy for
EMS. Julie and Paula will pay the January Settlements by January 15, 2022. Art mentioned that
Spectrum is providing free internet to those who qualify as well as the State is providing lap tops
to those who qualify. Art contacted the Highway Department regarding two signs that need to be
changed and the Highway is researching it.
Motion to adjourn at 7:29 p.m. Michalos/Krueger. Motion passed. (Unanimous).
