Regular Meeting Minutes, February 14, 2022 - Village Hall
The regular meeting of the Village Board, for the Village of Marquette, was called to order by
President Cybul at 7:00 p.m. The Pledge of Allegiance was recited.
Roll Call: President – Art Cybul - present Clerk - Julie Powell –present
Trustee – Peter Michalos - present Treasurer – Paula Gilbertson – present
Trustee Richard Krueger - present
There were 8 citizens in attendance. Social distancing will be enforced and masks are optional.
Certification of Compliance with the Open Meetings Law: Agenda notice was posted in three
public places - Village Hall door, kiosks at the Post Office and Truck Garage, also posted on the
Village Website and emailed to Berlin Journal Newspapers.
A motion to approve the agenda was made. Michalos /Krueger. Motion passed. (Unanimous).
Approval of Minutes sent to Board Members: All minutes are posted on the Village Website and
in the kiosks as a draft for the Board and the public to review. No changes made. A motion
was made to approve the Caucus Meeting Minutes on January 10, 2022 as presented.
Krueger/Michalos. Motion passed. (Unanimous). A motion was made to approve the Regular
Board Meeting Minutes on January 10, 2022 as presented. Krueger/Michalos. Motion passed.
(Unanimous).
The Treasurer’s report was read. A Motion to approve the treasurer’s report as read.
Michalos/Krueger. Motion passed. (Unanimous).
Approve Payment of Bills: Presented for payment were vouchers 9333-9359 in the amount
of $8,161.65 plus $3,800.00 for the maintained balance and utilities for a Grand total of
$11,961.65. Motion to pay the bills as presented and transfer from the appropriate accounts
the amount of $8,700.00 to the General Fund. Krueger/Michalos. Motion passed.
(Unanimous).
Citizen Comments – Time Limits and Rules Apply: Louie wanted to know why some of the old
buildings were being tore down. Art explained that we have them inspected by Sue Leahy, our
building inspector, and she recommends repair or if it needs to be razed. Janet Burdick
suggested that we have a Candidate Forum for our candidates running for Trustee and President
on April 5, 2022. The Board decided that was a good idea to have at the Regular Board Meeting
on March 14, 2022. Rudy Winther mentioned that the Village Residents ask their own questions
to the Candidates running for office.
Discuss / Approve:
Park & Funding Updates: The Village will be receiving the second ARPA fund that allocates
towards parks with recreational and all has to be spent by 2024. Also, Art has applied for Alliant
Energy Recreational Grant for $1,000 to $2,000. Art has also submitted an application with the
Otto Bremer Trust as well for additional funding. Art has attended a seminar by consulting
group for roads, parks and recreational. He received a 30- minute session regarding parks and
recreational grants thru the State of Wisconsin. They gave good ideas and will be coming out to
the Village to check the Village out to see what other grants could be offered. There are other
local institutions like the Webster Foundation that is due by the fall. The Township expressed
some interest to discuss working with the Village regarding having a park by the Village Hall to
be utilized by both the Village and the Township.
Board Reminders/Updates: Dick Krueger mentioned that he had purchased the Michel’s
property from Mike and Libby and will no longer need the Trash and Recycling cans and can be
removed from the County. Dick wanted to know the status to see what Sue Leahy has done
about Jeff Skou’s property pertaining to the porch and stairs on Second Street. Julie will contact
Sue to find out what is happening with Jeff. Dick wanted to know about ATV’s and UTVs
pertaining to the Village. Pete mentioned that ATVs cannot come into the Village due to no trail
entering the Village. UTV’s can drive anywhere but need a regular license. Julie received a
letter from the Markesan School District mentioning that there is a write in for School Board
Member, Patricia Fritz Kelly. Election training for Clerks and Chief Inspectors on Tuesday,
February 22, 2022 from 4-6 pm at Green Lake. Historical Meeting is on February 24, 2022 at 2
pm at the Village Hall. Art mentioned about the update on the ambulance contract that they are
waiting for the County to approve. Also, there is money available through the Local Road
Improvement Program for us to take advantage of.
Motion to adjourn at 7:53 p.m. Michalos/Krueger. Motion passed. (Unanimous).
