VILLAGE OF MARQUETTE GREEN LAKE COUNTY, WISCONSIN Regular Meeting Minutes, April 11, 2022 - Village Hall The regular meeting of the Village Board, for the Village of Marquette, was called to order by President Cybul at 7:00 p.m. The Pledge of Allegiance was recited. Roll Call: President – Art Cybul - present Clerk - Julie Powell –present Trustee – Peter Michalos - present Treasurer – Paula Gilbertson – present Trustee Richard Krueger - present There were 11 citizens in attendance. Social distancing will be enforced and masks are optional. Certification of Compliance with the Open Meetings Law: Agenda notice was posted in three public places - Village Hall door, kiosks at the Post Office and Truck Garage, also posted on the Village Website and emailed to Berlin Journal Newspapers. A motion to approve the agenda was made. Michalos /Krueger. Motion passed. (Unanimous). Approval of Minutes sent to Board Members: All minutes are posted on the Village Website and in the kiosks as a draft for the Board and the public to review. No changes made. A motion was made to approve the Regular Board meeting on April 11, 2022 as presented. Krueger/Michalos. Motion passed. (Unanimous). The Treasurer’s report was read. A Motion to approve the treasurer’s report as read. Michalos/Krueger. Motion passed. (Unanimous). Approve Payment of Bills: Presented for payment were vouchers 9360-9390in the amount of $10,094.74 plus $6,700.00 for the maintained balance and utilities for a Grand total of $16,794.74. Motion to pay the bills as presented and transfer from the appropriate accounts the amount of $7,000.00 to the General Fund. Krueger/Michalos. Motion passed. (Unanimous). Julie raised the maintenance balance & utilities balance to $2,000.00 instead of $1,000.00 due to some big utility bills due in the beginning of the month before the next board meeting and an extra $1,000.00 to cover the monthly 941 board members and election poll workers Citizen Comments – Time Limits and Rules Apply: None. Art did make a comment that we are going to keep the Citizen Comments where they are on the agenda. Election Results April 5, 2022-There were 85 voters, 76 in person voters, and 9 counted absentee voters. Art Cybul received 51 votes and Mike Wilson received 34 votes for President. Tony Deiss received 49 votes and Richie Semrow received 36 votes for Village Trustee. Discuss / Approve: Parking for Walleye Tourney 4/30/2022, Tucked Away: Bob & Carrie Hill are asking permission to use both sides of Lyons St. for parking. Art will ask Bob & Carrie to encourage fishermen to make a donation at the piers. After discussion a motion was made to allow parking on both sides of Lyons St. for the Walleye Tourney. Krueger/Michalos. Motion passed. (Unanimous). Appoint Clerk & Treasurer: After discussion a motion was made to appoint Julie A Powell as Clerk for a two -year term ending April 30, 2024. Michalos /Krueger. Motion passed. (Unanimous). Michalos/Krueger. Motion passed. (Unanimous). A motion was made to appoint Paula M Gilbertson as Treasurer for a two-year term ending April 30, 2024. Krueger/Michalos. Motion passed. (Unanimous). After discussion a motion was made to pay Julie $420.00 per month and pay Paula $1,200.00 annually. Michalos/Krueger. Motion passed. (Unanimous). Art also wanted to thank Dick Krueger for his two-year term and taking care of a lot of things off of Art’s back while being very active in the Village. Approve Revised MOU for the LPPRD: After discussion a motion was made to approve the revised MOU for the LPPRD. Michalos/Krueger. Motion passed. (Unanimous). Approve Agreement for our Website with Town Web: This is the agreement for extending our website hosting with Town Web. The cost would remain at $552.00 per year and we would also immediately get our free website redesign as well. We will also be changing our domain name from www.villageofmarquette@core.com to a .gov name as required by the State of Wisconsin by August of this year. Town Web would assist us with this as well as part of the design. After discussion a motion was made to approve the agreement for our website with Town Web. Krueger/Michalos. Motion passed. (Unanimous). Rummage Sale in May: The Rummage Sale will be Saturday, May 28, 2022 from 8-5 p.m. There will be a sign-up sheet with a deadline of Wednesday, May 11, 2022 so that gives us time to print the maps. Julie asked Deb if Ron would paint the signs with the date and she said he would. Also, Tony, Art and Pete will help put the signs up. After discussion a motion was made to approve the Rummage Sale on May 28, 2022. Michalos/Krueger. Motion passed. (Unanimous). Dumpster for the Memorial Day/Check on Prices: Julie needs to check with Randy Engel on dates for Memorial Day Week when he is available. Julie checked on prices with Greg Washkovick from Princeton who wanted $620.00 for a 30 yd dumpster and Waste Management wanted $435.00 for a 30 yd dumpster. After a discussion a motion was made to approve the week of Memorial Day for the dumpster. Michalos/Krueger. Motion passed. (Unanimous). After discussion a motion was passed to approve Randy Engel to sit by the dumpster during Memorial Day weekend. Michalos/Krueger. Motion passed. (Unanimous). Randy Engel at Truck Garage for Metal Only: Julie will check the availability of Randy Engel to sit the week after Memorial Day Weekend. After discussion a motion was made to approve Randy Engel to sit at the Truck Garage the week after Memorial Day Weekend. Michalos/Kruger. Motion passed. (Unanimous). Set Date for Board of Review: BOR is required to meet during the 45th day period following the 4th Monday in April. The Assessment roll is completed and Greg Gardiner gave us a date of Open Book Wednesday, May 4, 2022 from 9 a.m.-11 a.m. and BOR on Wednesday, May 11, 2022 from 6 p.m.-8 p.m. After discussion a motion was made to set Open Book for Wednesday, May 4, 2022 from 9 a.m.-11 a.m. and BOR on May 11, 2022 from 6 p.m.-8 p.m. Michalos/Krueger. Motion passed. (Unanimous). Set Date for Organizational Meeting: The Organizational Meeting can be set any time after the third Monday in April but before the end of April. The Organizational Meeting is to set assignments and hand out keys for the Village Hall. After discussion a motion was made to set the Organizational Meeting for April 21, 2022 at 6 p.m. Michalos/Krueger. Motion passed. (Unanimous). Review estimate for Lyons Street Culvert and Street Repair: Davis Construction came out to meet with Pete and Art pertaining to the culvert and street repair. Davis Construction gave the Village to estimates for street repair and an estimate for the culvert. No action taken. Board Reminders/Updates: Julie and Paula will get together and fill out the paperwork to send the dog licenses to the County and write out a check before the end of April. The BOR Ethics training will be on April 21, 2022 with the Organizational Meeting at 6 p.m. The Village received a grant for $1,000.00 from Alliant Energy and Art has applied for another grant for $20,000.00. Motion to adjourn at 7:57 p.m. Michalos/Krueger. Motion passed. (Unanimous).
