VILLAGE OF MARQUETTE GREEN LAKE COUNTY, WISCONSIN Regular Meeting Minutes, May 9, 2022 - Village Hall The regular meeting of the Village Board, for the Village of Marquette, was called to order by President Cybul at 7:00 p.m. The Pledge of Allegiance was recited. Roll Call: President – Art Cybul - present Clerk - Julie Powell –present Trustee – Peter Michalos - present Treasurer – Paula Gilbertson – present Trustee Tony Deiss- present There were 3 citizens in attendance. Social distancing will be enforced and masks are optional. Certification of Compliance with the Open Meetings Law: Agenda notice was posted in three public places - Village Hall door, kiosks at the Post Office and Truck Garage, also posted on the Village Website and emailed to Berlin Journal Newspapers. A motion to approve the agenda was made. Michalos /Krueger. Motion passed. (Unanimous). Approval of Minutes sent to Board Members: All minutes are posted on the Village Website and in the kiosks as a draft for the Board and the public to review. A motion was made to approve the Regular Board meeting minutes with making corrections as noted on April 11, 2022 as presented. Deiss/Michalos. Motion passed. (Unanimous). A motion was made to approve the Organizational Meeting minutes with making corrections as noted on April 21, 2022 as presented. Deiss/Michalos. Motion passed. (Unanimous). The Treasurer’s report was read. A Motion to approve the treasurer’s report as read. Michalos/Deiss. Motion passed. (Unanimous). Approve Payment of Bills: Presented for payment were vouchers 9407-9425 in the amount of $2,120.55 plus $5,700.00 for the maintained balance and utilities for a Grand total of $7,820.55. Motion to pay the bills as presented and transfer from the appropriate accounts the amount of $4,400.00 to the General Fund. Michalos/Deiss. Motion passed. (Unanimous). Julie raised the maintenance balance & utilities balance to $2,000.00 instead of $1,000.00 due to some big utility bills due in the beginning of the month before the next board meeting. Citizen Comments – Time Limits and Rules Apply: Diane Winnie mentioned about a tree planted in the ditch where the culvert was on Dick Krueger’s property. Art will take a look at it. Discuss / Approve: Picnic license Applications from Marquette Fire Dept.: After discussion a motion was made to accept the license applications from the Marquette Fire Dept. for Memorial Day and Fourth of July 2nd event. Deiss/Michalos. Motion passed. (Unanimous). Phil Anastasi Air Boat Discussion: Phil Anastasi talked to the Village Board about the air boats running in the middle of the night with high- intensive lighting and excessive loud engines. Phil told the Village Board that he has contacted the Green Lake County Sheriff’s Dept. and Brian Floeter; but not much was done. Art mentioned that there is a State Statue pertaining to the noise level that should be enforced. No action was taken at this time. Purchase Fire #: After discussion a motion was made to purchase a fire # for Richie Semrow on S. Dodges Ave. Michalos/Deiss. Motion passed. (Unanimous). Set Planning Commission Meeting Date: Art will call a Pre- Meeting for Planning Commission as a Special Meeting the first week of June. Art has already purchased the Planning Commission handbooks. The Village Board will set a formal meeting at the June Board Meeting. No Action was taken. Grant Updates: Art has been in contact with Kunkel Engineering to get some ideas and what money is out there and will get back to Art with a proposal. Art has applied for other grants including the DOT Carbon Reduction Grant and the AARP Grant. The ARPA will be sending the second payment within the next month. No action taken. Board Reminders/Updates: Julie got a Thank You from Secure Democracy USA for incredible leadership on elections. Julie also mentioned that all bills for payment no later than the Thursday before the Board Meeting by 5:00 p.m. so Julie can write checks out on the Friday before the Board Meeting. Pete mentioned to hopefully get the Lyons pier in this week. Pete talked to Tony to go to the donation tubes on Monday & Friday while Pete is on vacation. Tony mentioned that the long grass was burned by the Michel’s property. Paula will follow up with Lance on the update with the dog license situation. Motion to adjourn at 8:13 p.m. Michalos/Deiss. Motion passed. (Unanimous).
