VILLAGE OF MARQUETTE

BOR Meeting Minutes, May 11, 2022 - Village Hall
1. The Board of Review meeting of the Village Board, for the Village of Marquette, was called
to order by President Cybul at 6:00 p.m.
2. Roll Call: President – Art Cybul - present Clerk - Julie Powell –present
Trustee – Peter Michalos - present Treasurer – Paula Gilbertson – present
Trustee Tony Deiss - present
There were 0 citizens in attendance and Greg Gardiner the Assessor. Social distancing will be
enforced and masks are recommended.
3. Confirmation of appropriate Board of Review and Open Meeting notices: Agenda notice was
posted in four public places - Village Hall door, kiosks at the Post Office and Truck Garage, Post
Office, also posted on the Village Website.
4. Select a Chairperson for Board of Review: Paula nominated Pete. Cybul/Deiss. Motion
passed (2-yes 0-Nays).
5. Select a Vice-Chairperson for Board of Review: Paula nominated Tony. Michalos/Cybul.
Motion passed (2-yes 0-Nays).
6. Verify that a member has met the mandatory training requirements: Everyone is up to date
and Tony took the mandatory training this year.
7. Verify that the Village has an ordinance for the confidentiality of income and expense
information provided to the assessor under state law (sec.70.47(7) (af).: Yes, the Village has
Ordinance No. 42 for the confidentiality of income and expense information provided to the
assessor.
8. Review of new laws: One member needs to take the training once a year.
9. Adoption of policy regarding the procedure for worn telephone testimony and sworn written
testimony: Yes- Adopted from two years (7-29-2020).
10. Adoption of policy regarding the procedure for waiver of Board of Review hearing requests:
Yes- Adopted from two years (7-29-2020).
11. Filing and summary of Annual Assessment Report by Assessor’s Office: No longer required
– Remove it.
12. Receipt of the Assessment Roll by clerk from the Assessor: Julie received the receipt of the
Assessment Roll.
13. Receive the Assessment Roll and sworn statements from the clerk: No longer required-
Remove it.
14. Review the Assessment Roll and Perform Statutory Duties: The Village Board reviewed the
Assessment Roll. There were no correct description or calculation errors, no addition of omitted
properties, and no elimination of double assessed properties.
15. Discussion/Action-Certify all corrections of error under state law (sec. 70.43, Wis. Stats.):
There were no corrections of error.
16. Discussion/Action – Verify with the Assessor that open book changes are included in the
Assessment Roll: There was 2 Open Book changes that are included in the Assessment Roll.
17. Allow taxpayers to examine Assessment data: There were no taxpayers.
18. During the first two hours, consideration of:
a. Waivers of the required 48-hour notice of intent to file an objection when there
is good cause – None.
b. Requests for waiver of the BOR hearing allowing the property owner an
appeal directly to circuit court – None
c. Requests to testify by telephone or submit sworn written statement – None
d. Subpoena requests, and – None
e. Act on any other legally/required Board of Review matters – None
19. Review Notices of Intent to File Objection: None
20. Proceed to hear objections, if an and if proper notice/waivers given unless scheduled for
another date: None
21. Consider/Act on scheduling additional Board of Review Date(s): None
22. Motion for Final Adjournment at 8:00 p.m. Michalos/Deiss. Motion passed. (Unanimous).
