VILLAGE OF MARQUETTE GREEN LAKE COUNTY, WISCONSIN Regular Meeting Minutes, June 13, 2022 - Village Hall The regular meeting of the Village Board, for the Village of Marquette, was called to order by President Cybul at 7:00 p.m. The Pledge of Allegiance was recited. Roll Call: President – Art Cybul - present Clerk - Julie Powell –present Trustee – Peter Michalos - present Treasurer – Paula Gilbertson – present Trustee Tony Deiss- present There were 6citizens in attendance. Social distancing will be enforced and masks are optional. Certification of Compliance with the Open Meetings Law: Agenda notice was posted in three public places - Village Hall door, kiosks at the Post Office and Truck Garage and emailed to Berlin Journal Newspapers. A motion to approve the agenda was made. Michalos /Deiss. Motion passed. (Unanimous). Approval of Minutes sent to Board Members: All minutes are posted on the Village Website and in the kiosks as a draft for the Board and the public to review. A motion was made to approve the Regular Board meeting minutes on May 9, 2022 as presented. Michalos/Deiss. Motion passed. (Unanimous). A motion was made to approve the Organizational Board of Review Meeting minutes on May 11, 2022 as presented. Michalos/Deiss. Motion passed. (Unanimous). The Treasurer’s report was read. A Motion to approve the treasurer’s report as read. Deiss/Michalos. Motion passed. (Unanimous). Approve Payment of Bills: Presented for payment were vouchers 9426-9451 in the amount of $2,190.49 plus $5,500.00 for the maintained balance and utilities for a Grand total of $7,690.49. Motion to pay the bills as presented and transfer from the appropriate accounts the amount of $4,400.00 to the General Fund. Michalos/Deiss. Motion passed. (Unanimous). Julie raised the maintenance balance & utilities balance to $2,000.00 instead of $1,000.00 due to some big utility bills due in the beginning of the month before the next board meeting. Citizen Comments – Time Limits and Rules Apply: Deb Flagel mentioned that there are trees growing around the stop sign on Charlevoix/Front St. Art mentioned that he would take care of it. Deb also thought that the Village should put an ad in the papers to generate more people to come to the Village for the rummage sales, brat fry and the Historical Society’s events. Janet Burdick asked why the Lyons St. pier was not in yet? Art and Pete explained that Piers Plus was supposed to put it in but then told us they couldn’t put it in when we wanted them to. Art has been trying to get someone to put it in. Janet was also concerned about how bad Highway H/ Second St. is with no shoulders on both sides and numerous pot holes making driving down the middle of the street to avoid the potholes. Janet also was concerned about dilapidated structures and numerous intersections obstructed views. Art mentioned that we are taking care of the dilapidated structures and he will contact the County Highway Dept. to come in and take care of those intersections. Someone also mentioned about if we could have Highway H/ Second St. paved. Diane Winnie brought up if Art found out about the tree growing in the ditch on Dick Krueger’s property. Art said that Dick did not plant the tree and will be cutting it down. Laura wanted to know about what is going on with the Whirry property in regards to the long grass. Art mentioned that we had sent a letter to Robert Whirry in prison and to his home address giving him two weeks to cut the grass. Also, she mentioned about a four- wheeler and scooter going to fast through town. Art mentioned that next time call the sheriff’s department. Discuss / Approve: Vote on all licenses (Operators, Liquor, and Mobile Home): License applications for Class “B” Beer & Liquor – Renewal – Peter C. Michalos, Pub N Prime and Robert G. Hill, agent, Tucked Away, LLC. Cigarette License – Renewal – Robert G. Hill, agent, Tucked Away, LLC. Operator’s Licenses – Renewal – Kevin A. Ward, Carie Hill, Rosemary Johnson, Mary Mohr, Rhonda Rhode, Jessica Stelter, Jessica Winn, Melissa Schueler, Holly Muerchow, Sara Theel, Susan Uttendorfer, Savanah Sell and New – Rachel Koerner with responsible server course certificate on file. Mobile Home Operating License – Eunice Cahoon – Cahoon’s Resort, Diane Winnie – Winnie’s Hide-A-Way, Inc. and Mark and Cathy Fields – Sportsman’ Resort. After discussion a motion was made to approve all license applications as presented. Deiss/Cybul. Motion passed. (2-yes, 1 absent). Estimates for Road Maintenance 2022: Art received 3 estimate quotes from the Green Lake County Highway Commission. Estimate 1 – Crack Seal Estimate with hot-patching for work done on roads; Front St., Dodges Ave., Promenade, Lyons, Resort, Charlevoix, Sherman and Fourth St. Estimate 2 – Cheap Seal Streets Estimate for time and materials to be done on roads; Lyons from Third to Front, Centre from Second to Front and Sherman from Second to Sixth. Estimate 3 – Village Hall Estimate for Grading of Entrance Chip Seal. After discussion a motion was made to go with Estimate 1 – Crack Seal Estimate and Estimate 3 – Village Hall Estimate. Michalos/Deiss. Motion passed. (Unanimous). Thank you for Grandview Flag Donation: A thank you was given to Bob and Janet for the American Flag for up to the Grandview Cemetery. Pitbull on loose/multiple occasions: Art had written Chief Deputy Matt Vande Kolk about deputies issuing warnings instead of citations for the pit-bull being loose on multiple occasions. Chief Deputy Matt wrote Art back that on May 21st a complaint was filed and a citation was issued in the Village of Marquette for a dog at large that was described as a brown pit-bull. Art will talk to Dan Sondalle to talk to the District Attorney for some enforcement. No action taken. Advanced planning for piers: The Village Board needs to find a different provider and formalize a long-term contract to find a routine to put the piers in on a certain date and take out on a certain date. The Board needs to look outside the area for a provider for the future. No action taken. Launch pads into Lake Puckaway: The launch pads into Lake Puckaway are the Village’s responsibility and the pads by Charlevoix and Lyons were done around 5 years ago. No action taken. Adding stop sign on Fourth St.: The Village is still having problems with people speeding up and down Fourth St. Tony asked the Board if putting a stop sign by the Village Hall on both sides of the road would help the situation. The Board felt that it would not help and thought about having the Sheriff’s Department sit at the Village Hall again. Another idea was to look into Rent-A-Flash for speed bumps and see how much they would be. No action taken. Board Reminders/Updates: Lawn Maintenance Update: Tony will give Julie a list of residents that will need a letter sent to them regarding their lawn or bushes upkeep. Art will get a hold of Jason from the County to mow the triangle at the corner of Fourth and County H, East side of Second street as you enter the village from the triangle to down the hill, Museum lot north side and Fourth from Second to Village Hall. Building Permits: The Village received Jeff Skou’s permit to start with his work. Sue Leahy has Mike Wilson’s permit on the lake but has to hook up with him. Also, the Village Board needs to look at the fence ordinance. On Monday, June 20, 2022, the second payment for ARPA funds will come in. Julie wrote a thank you to Tony for donating the POW Flag till we get one and putting up the flags in the Grandview Cemetery before Memorial Day. Motion to adjourn at 8:52 p.m. Deiss/Michalos.
